ROLL CALL: By Glerk Councilmen present were D. Byron.Baker, Harry Chenoweth, R. 0. Hal Robert James' M. 4 Linderman and 1�1. J. McDonnell. Councilman C. V. Downey absent READING OF THF MINUTES: Minutes of the previous meeting were read and approved as read. BILLS & CO1JETUNICATIONS: Current bills against the City wereread as follows, Motion made by Chenoweth seconded by Hall that allbills signed by the claims Committee be paid motion carried by a roll call vote of six. A. voucher presented burg i.'in the amount of $27.97 for constructing an erecting a bulletin Boarda,t;t the enterence of the City Hall, was held up account the Committee feeling the bill was to high, this voucher was returned to James Chairman of the Building Committee to negotiate with the County Commissioners. A_ voucher presented by the Cid Treasurer covering the purchase of stamps, was held up for discussion, Motion made by Hall seconded by Baker that the bill be allowed motion carried by a roll_ call vote of four. Linderman and McDonnell votin against the motion. A voucher Presented_Z. the Heald's Engineering Co. in the amount of $5.05 for a Transportation and Highway Map.' Motion made by Baker to accept the 11'ap and draw warrant for same; motion died for the want of a second. Mayor to -return the Map. Chairman of the claims Committee Harry Chenoweth informs all branches of the City Departments that no purchases will be recognized by Claims Committee without firs obtainingliarpurchasing order from the purchasing Agent. REGULAR ORDER OF BUSINESS SET ASIDE through a motion made by Chenoweth seconded by James carried so ordered, to hear from Mr. Haylett who informed the Council Body that tIe 1942 budget set up was not entirely satisfactory with the Library Board and the Librarian, so far as the Janitor and janitor's salary wasconcerned; in asking for an additional $20.00 per month salary they had expected to use the Janitor for book repairing, book cleaning etc., in connection with the general janitor work, The B and feels that this could not be obtained through the present arrangement of a three way positim namely City Hall, Library and River View Park as the Lib.naik had anti- cipated nt -cipated rea izing several hours work per day in return for the $50.00 per month salary.expenditure. The Committee was reminded that replies to the above mentioned letters had been badly neglected. AA letter to D. W. McGhee from G. D. Hall was read, relative to charges in connection with installing a new pump at the pumping plant, after a short discussion motion was made by LindBVan seconded by Hall that Engineer G. D. Hall be employed to set up specifications and type of pump to be purchased by call for bids; motion carried so ordered. Water IIommittee Dismantling N. P. Pump House; Lease on City Pump House SiCht, dis cription of property at this location..also filtration plant sight was discussed Motion made by James seconded by Linderman to accept the recommendation of the Committee that Committee confer with Thr. G. D. Hall as to possible future needs a this location motion carried so ordered. Street & Alleys reports that W. P. A. crews are grading streets in Owens addition BUILDING COIZHITTEE. A short discussion in regard to the heating plant at the City Hall was entered into and it was decided that the Pasco Plumbing qnd Heating Co., report condition and needs to the Committee. Cemetery Committee; Cemetery sales contracts are being returned to the City Atto ney for a few changes. Finance Committee, recommends cutting business license in half beginning January 1942. They also recommend a 2% grossftai stax to be placed on the Pacific Power & Ligh Co., Telephone Company and the Water Department Motion made b, Linderman seconded by James that the report of the Committee be accepted motion carried so ordered. McDonnell votingbagainst the motion. The City Attorney brought before the Council the vacating of West Leptis Street out side the City limits, it was the desire of the Council that the City Attorney with the Street Cmmmittee investigate further and render a report. RESOLUTIONS AND ORDINANCES: A resolution was read whereby the City Treasurer wishes to transfer $4500.00 from the Current Expense Fund to the C tyi2StbeettrF,undtfor.:igeneral expenditures. Motion made by Linderman seconded by James to accept the resolution and authoriz the City Treasurer to transfer $4500.00 from the Current Expense Fund to the Cit Street Fund motion carried so ordered.
