Johnston arrived about five minutes later and took over the meeting. ROLL CALL: By Clerk Councilmen present were Harry Chinoweth, R. 0. Hall, M. J. Linderman and M. J. McDonnell, D. Byron Baker, C. V. Downey and Robert James Arrived a few minutes late:,whereby all menbers were present. READING OF THE MINUTES: Minutes of tree previous meeting were read and approved as read. REGULAR ORDER OF BUSINESS SET ASIDE: Motion made by Hall seconded by Linderman and carrie so ordered, to hear from Roy Skill of the Pacific Power & Light Co. presenting a petition for the vacating of South 6th Ave., this avenue had been previously vacate under the name of Madison Avenue, therefore a title insurance could not be obtained making it necessary to revacate under the name of South Sixth Avenue; The petition was read by the Clerk, and location designated on the map by the City Attorney. PETITIONS: A petition was read from the -Pacific Power & Light Co. asking the City to Vacate the following described property; Seventh Ave., between Washington & River Streets, Vine Ave., between Washington and River Streets, South Sixth Ave.,between Washington and River Streets, certain alleys in Block 37 of Riverside Addition to Pasco, lying and running between the East side of €itL:_1�ve., and west side of Vine Street, Two alleys in Block 38 between east Vine and West Seventh; Two certain alleys in Blohk 39 between 7th an 6th Avenues. REPORTS FROM COMMITTEES:: FIRE & LIGHT: Committee reports the need of an overhead street light at the intersection of Second and Nixon; Linderman reportd the light at the intersection of 9th and BSt i useless in its present position. Downey to investigate. SPECIAL CLEAM•;ING COMI-JITTEE: Are calling a meeting for Sunday September 7th 1941. STREET SUPERINTENDENT Wants more money for weed burning, a resolution was presented a d read to transfer money to the miscellaneous labor fund; Brickey mentioned the need o four way stop signs -at the intersections of 5th & Clark, 3rd and Clark also 3rd and Yakima, after a -short discussion Motion made by Linderman seconded by Chenoweth that two-way stops be installed, the type of sign bedleft to the discression of the Police Committe Motion carried so ordered. PUBLIC BUILDING: The Fire Chief requested, through the Building Committee chairman for ways and means, with the fir.emens help to paint and clean the truck room before t fire convention to be held here starting September 21st. Motion made by Downey second by Linderman that the Building Committee receive estimates on the job and accept the lowest bidder motion carried so ordered. PARKS AND CEMETERY: The Park Committee desires to sell and N.P.Building at Kiwanis Bech Motion made by McDonnell seconded by Linderman to dispose of the building to the highe t bidder, motion carried so ordered. CONTRACTS for the purchase of graves were considered, the City Attorney presented a n form of contract to replace the old type, and at this time the supply of contracts is just about depleted, the new forms were turned to the Cemetery Committee. LIGHT FOR PARKING DOTS; A flood or street light is being considered•fdr the parking lc adjacent to the City Hall building. Downey to investigate. REPORTS FROM OFFICERS: POLICE JUDGE Grant Stringham reports $100.00 collected in fines for July and August 1941. AN ORDIIIA14CE RELATINS TO THE PUBLIC HEALTH AILD SAIIITATIOII: COLLECTI N, REMOVAL AND DISPOSAL OF DARBAGE: RPOVIDING FOR A LICENSE FOR C01,11ERCIAL HAULING: DEFI ING OFFENSES AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF. AN ORDINAL N.CECEEGULATING THE CUTTING OF CURBS FOR DRIVEWAYS: Motion made by Linderman seconded by Baker that this ordinance be referred back to the City Attorney. Lotion carried so ordered. AN ORDINANCE REGULATING THE CONSTRUCTION, INSTALLATION A14D REPAIR 043 ELECTRIC WIRING AND ELECTRICAL EQUIP11EI1T IN AND ABOUT PETROLEUM PRODUCTS, FILLING AND STORAGE S'!ATIONS, PROVIDING FOR PERMITS THEREFOR AND INSPECTION THEREOF AND PROVIDING PENALTIES. Motion made by Downey seconded by James that Ordinance No.473 has had it first reading motion carried so ordered. IJlotion made by Downey to refer Ordinance No. 73 back to the City Attorney for alterations Downey withdrew the motion; Alterations to be considered by the Building Inspector, Building Committee and City Attorney. ORDINANCE 110.474; Motion made by Chenoweth seconded by Hall to table Ordinance No.474 an ORDINANCE TO REPEAL ORDINANCE NO. 461. known as the peddlers Ordinance. Chenowet and Hall.withdrew their motion;, Motion made by McDonnell seconded by Linderman to to refer this ordinance to the Police Committee motion carried so ordered. RESOLUTION TO TRANSFER $500.00 from the W.P.A. PASCO, WASHINGTON SEPT. 44 1241, . RESOLUTIONS: A RESOLUTION setting up a "FREE PUBLIC LIBRARY FUND OF THE CITY OF PASCO" was read. Motion made by Linderman seconded by James to adopt the resolution motion carried so ordered. MISCELLANEOUS: VACATING THE SOUTH TEN FEET OF RIVER AVENUE: The hearing on the vacating of the south ten feet of River Avenue between blocks 29 er 30 in River Block was posponed to the next Regular meeting. WEEDS ON N.P. RIGHT OF WAY: McDonnell suggested a letter be written to the Northern Pacific Rail Road Co. asking them to burn the weeds on their Tight of way, no action taken.
