ROLL CALL: By Clerk Councilmen present were R.O.Hall, Robert James, M. J. McDonnell and M. J. Linderman; Councilmen absent were D. Byron Baker, Harry Chenoweth and "U. V. Downey. NO MINUTES READ ACCOUNT ADJOURNED IJ-ETING: RHgULAR ORDER OF BUSINESS SEt ASIDE: Through a motion made by Hall seconded by James carr:, so ordered. To hear from nhmbers of the Kiwanis Club; Rev. Partee, Byrd Lott and 1rr. Copeland spoke to the Council relative to shift the management, maintenance etc. of Kiwanis Beach to the City,,kthey appeared a this time, so ample provisions could be made in the tentativei;Budget; The Club that the Beach has grown beyond them and should be a part of the City Park sys But would like to have the name"Kiwanis Beach" remain with the beach; motion m by McDonnell that the consideration of this matter be turned to the Committee motion died for the want of a second. Motion made by Hall to accept the propos madd by the Kiwanis members motion seconded by McDonnell carried so ordered. REGULAR ORDER OF BUSINESS RESUMED: By unanimous consent. REPORTS FROM COTM4ITTEES: SETTING UP LIBRARY FUND: The City Attorney reported that the Library has on deposit in the Pasco Branch of Seattle -First National Bank the sum of $624.28 which has accumulated over t years from fines and donations, and that disbursements from this fund are made upon authorization of the Library Board; But by State Law, any balance remaini o f the funds appropriated by the City Council at the end of each year should remain in the Library Fund, instead of reverting to the General Fund, he pre- sented a resolution setting up in the office of the City Treasurer a Library Fund to consist of all monies appropriated, donated and received by the Librar to be under the control of the Library Board and transferring the bank deposit to said fund. The resolution was read but no action taken. CHEAPER GRAVES FOR OPENSIONERS: A letter was read from the Association of Washington Cities, in answer to inqu made by the City Clerk, endeavering to find out how other Cities in the State handling the situation in question; Tabulations from several Cities indicate t other Cities are not making this reduction. No action was taken on the letter. TENTATIVE BUDGET FOR 1942 CONSIDERED: It was necessary to make changes whereby more money thahrzanticipated could be obtained for Kiwanis Beach; At this time M..J. McDonnell left the meeting the remaining members did not constitute a quorum but continued work on the tente budget. Adjournmeht; Motion made by Hall seconded by James that the meeting adjourn until next regular meeting night Thursday September 4, 1941 eight o'clock P.M. Motion carried so ordered.
