CALL TO ORDER:

Meeting called to order at eight-eten O'clock P.M. Honorable Mayor
E. S. Johnston presiding.
ROLL CALL: By Clerk, Cu#cilmen present were D. Byron Baker, Harry Chenoweth, C. V.
Downey, R. 0. Hall and Robert James. Councilmen absent were M. J. McDonnell and M.J.
Linderman.
READING OF THE MINUTES OF THE PREVIOUS 14EETING:
Minutes of the previous were read and approved as read.
REGULAR ORDER OF BUSINESS SET ASIDE: To open bids on pipe, Motion made by Downey seconded
by Hall carried unanimously.
BIDS ON PIPE:
Bids on cast iron pipe were opened and read as follows;

Hugh G. Purcell Co., and Idarchmann & Williams had representatives present, each
addressed the Council Bocy, after a short deliberation, motion was made by Downey
that the unit bid of Hugh G. Purcell Co. be accepted, reserving the specification
of class and amount, motion secotdddsby Chenoweth carried so ordered.
IRRIGATION WATER COMPLAINT:
Pansy Zent complained to the Council that Mr. Bowers, residing directly east of where
Mrs. Zent lives at 615 Bonneville Street, is in the habit of digging ditches in the parking
strip thus preventing the water fromrreaching the trees in the parking where Mrs. Ze t
resides; Mayor Johnston assured Mrs. Z:ent that this condition would be given consider -
a --tion and same was referred to Downey for report.
CUTTING SIDEWALKS FOR DRIVE WAYS:: was related to the Council be A. M. Haylett relative
to installing pipe for cable sefvice and replacing curbs etc. City Clerk to write to
the Association of Washington Cities for information regulating this practice, actio
referred to the Street Committee.
REGULAR ORDER OF BUSINESS RESU11ED BY UNANIMOUS CONSENT OF THE COUNCIL:

DISCONTINUING N.P. PUMPING PLANT:
A.letter from E. I.T. Grime, Engineer of Water Service for the Northern Pacific Railw
Company, to Mayor E. S. Johnston under date of June 24th1941, was read requesting t
City to cancel clause 4 and 5 62 the original agreement dated March ?rd, 1925 and
clause 3 of the supplementary agreement of May 1911, governing the Northern Pacific
Pumping Plant near the Columbia Bridge, this was turned to the water Committee.
City Clerk to acknowledge receipt of the letter over the Mayor's signature.
STORM SEWER AT FOURTH AND 14ARGARET:
A letter was read from the Board of Councy Commissioners requesting the installatio
of a storm sewer at the entersection of Fourth and (Margaret.
CIVIL SERVICE EXAMINATION:
A letter from Gertrude Speier advises the Mayor and Council that the Civil Service
examination was held July 7th, 1941, for two applicants only one passed.
REGIONAL MEETING OF THE ASSOCIATION OF WASHINGTON CITIES:
A letter from the Association of Washington Cities expressing the desire to hold the
Regional meeting in Pasco September 24th was read; Motion made by Downdyseconded by
to extend invitation Mayor to personally acknowledge receipt of correspondence and I
a Committee be appointed, motion carried so ordered.

VACATE TEN FEET OF RIVER AVE.
The Port of Pasco presented a petition to vacate the south ten feet of River Avenue
lying East of the line between lots 29 and 10 in River Block, Riverside Addition to
Pasco; Motion made by James seconded by Hall that it is the senses of the Council
that under Ordinance No.466,the erection of ten feet of the Grain Elevator by the
Pasco Elevator Company in River Atenub be deemed not to materially effect the use of
street as a public street. Motion carried so ordered. Motion made by Baker seconded.

O'clock P.M. Motion carried so ordered.
REPORTS FROM COTvpJITTEES:: Were set aside by unanimous consent.
(REPORTS FROM OFFICERS:
The City Clerk's monthly budget report fur all departments was furnished each membe
of the Council body. All other reports were set aside by unanimous consent of the
Council.
READING OF ORDINANCES AIM RESOLUTIONS:
KENNEWICK, PASCO AGREEMENT:
Resolution to adopt an agreement relative toa reciprocal use of Fire Fighting Equip
ment, between Kennewick and Pasco was read, motion made by Downey seconded by Hall
to accept the agbe.bmiA:tnby resolution, motion carried so ordered.

RESOLUTIONS:::: CONTINUED.
A RESOLUTION was presented, REQUESTING THE STATE HIGHWAY DEPARTMENT to paint
Parallel lines with the cubb on a designated portion of FIRST, SECOIJD, THIRD,
CLARK, LEWIS and COLUMBIA streets for parking purposes, the costs to be deductEd
by the State -Department from the Gas Tax Monies, Motion made by Chenoweth secon ed
by Hall to adopt the resolution, motion carried so orderdd.
UNFINISHED BUSINESS::
EXCHANGE OF PROPERTY IN RIVERSIDE ADDITION:
The exchange of property in Riverside Addition with the Pacific Power & Light Cc
and the City of Pasco was again considered; Scott Roff is to contact Harold Blar
relative to staking propbrty involved, and a committee with the Mayor will make
tour of inspection Sunday morning July 20th, 9;10 A. 11.
MISCELLANEOUS:
A,RULING OF THE STATE TAX C014MISSION WAS READ, reclassifying PIN BALL MACHINES
taxable under Title xlll of the Revenue Act of 1915, as amended, reclassificatic
effective as of July 1, 1941, operators notified by the State Tax Commission.
WATERING TREES AT OLD DEPOT SITE:
Watering trees attthe old Northern Pacific Depot site was to be taken up with
Brickey by the Mayor.
TELEPHONE EXTENSIONS ETC.
Motion made by Downey that the City Clerk notify the Telephone Company by lettel
that -no changes will be made relative to City phone service and installations
only by order of the Council Body, motion seconded by Chenoweth carried so order
ADJOURNMENT::
Motion made by Baker seconded by Hall that the meeting adjourn until eight o'
clock P. M. July 22, 1941. Motion carried so ordered.
