Linderman presiding. ROLL CALL: By Clerk, Councilmen present were Harry Chenoweth,C. V. Downey, R.O.Hall, and Robert James; Councilmen absent were, D. Byron Baker and M. J. McDonnell. READING OF THE MINUTES": Minutes of the previous meeting were read and approved as read. WARRANTS TO CITY TREASURER FAVOR F. D. MOLLER: Motion made by Chenoweth seconded by James that City Treasurer be instructednnot to deliver receipts on Cemetery account to D. F. Moller; Motion carried so ordered. Downey voting against motion. -REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT OF THE COUNCIL.; To hear from J. Deitrich in regard to a garbage ordinance and collection fee, the council body favored leaving collection fees entirely up to Licensee Motion made by James instr ing.the City Attorney to draw up an ordinance regulating the collection of Garbage without regulating price to CommerciU haulers mation seconded by Hall carried so ordered; A license of $75.00 per year was suggested by the City Attorney as being reasonable. REGULAR ORDER OF BUSINESS RESUMED VY UNANIMOUS CONSENT OF THE COUNCIL. BILLS AND COMMUNICATIONS: LEtters were read from The Pacific States Cast Iron Pipe Company and Hugh G, Purc Company, cpntaining prices on six and eight inch cast iron pipe F.O.B. Pasco; Mot made by Zags seconded by Downey that, The Water Manager and Water Committee get gether, and be given power to act, in prepairingcclll for bids on pipe for 1942 n Motion carried so ordered. REPORTS FROM COMMITTEES: Light Committee reports the extension of ornamental Street Lighting system on Wes Lewis between Fifth and Sixth has been comp�etee.; and about $300.00 left in the budget, Committee would like to improve lighting conditions on Clark to the Depot also on Tacoma and Columbia and clean light poles. The Ornamental street lightin system turned to all night service Pacific Power & Light to change billing June 1941, authorized by C. V. Downey. Aotion made by Dpwney instructing the City Cler to notify the Pacific Power & Light Company in writing confirming authorization f change, motion seconded by Hall carried so ordered. Operating under the all night schedule will not increase the the cost of lighting. t - H S th BURNING WEEDS: on vacant lots by the fire department on practice nights will be to en care of by the fire committee. Motion made by Downey seconded by James that the City Fire Department will not be permitted to leave the City Limits except where an agreement has been entered into for reciprocation motion carr&ed so ordered. TELEPHONE AT,CEMETERY & IMPROVED'WIRING AT THE PUI:IP HOUSE: During a recent story signal system was burnt out at the pumping plant, a discussion relative to wiring improvements was entered into. The need of a telephone at the cemetery was also Downey'was asked to look into Telephone Company's Franchise and make a report on both mgtters. Curfem7is out of order but will be fixed right away. REPORTS FROLI OFFICERS: Water Managers monthly report was read. City Clerksprovided budget reports for each menber of the Council. READING OF ORDINANCES AND RESOLUTIONS: ORDINANCE NO. 467: AN ORDINANCE TO AMEND ORDINANCE 110 435 ENTITLED It AN ORDINANC TO REGULATE AND RESTRICT THE LOCATION AND USE OF BUILDINGS AND THE USE OF LAND WI IN THE CITY OF PASCO, WASHINGTON: TO LIMIT THE HEIGHT OF BUILDINGS: TO PRESCRIBE BUILDING LINES AND THE SIZE OF YARDS AND OTHER OPEN SPACES AND FOR THESE PURPOSES TO DIVIDE THE CITY INTO DISTRICTS" AND PROVIDING FOR THE TRANSFER OF CERTAIN PRO- PERTY NOW IPJ RESIDENTAL DISTRICT R2 TO MANUFACTURING DISTRICT I:21 AND SUBJECTING T THE SAID PROPERTY TO ALL THE RULES AND REGULATIONS PROVIDED IN SAID ORDINANCE NO. 435 FOR PROPERTY INCLUDED IN MANUFACTURING DISTRICT Ml. ORDINANCE NO. 468; All ORDINANCE VACATING NORTH NINTH STREET BETWEEN THE NORTH LINE OF WEST BONNEVILL STREET AND THE SOUTH LINE OF WEST SHOSHONE STREET AND PROVIDING CERTAIN CONDITION Motion made by Chenoweth seconded by Hall that Ordinance No. 46819 be given its fi reading motion carried so ordered. RESOLUTION:: A RESOLUTION AUTHORIZING THE CITY TREASURER TO REFUND $25.00 to W. T. Dunn Company was read and adopted motion made by Downey seconded by James carried by a roll call vote of five. MISCELLANEOUS:: SETTING CITY PROPERTY ASIDE FROM COLUMBIA BASIN TAX ROLLS:: e CITY Attorney was asked to draw up a resolution to open an alley for a utility strip between '"All and "B" Streets block four College Addition, toresent to the Co ty Commissioners._ AND ALSO ANOTHER RESOLUTION to set aside from the tax rolls all City owned property in the Columbia:B:asin District.
