Linderman presiding. ROLL CALL: By Clerk recording all members of the Council present. READING OF THE MINUTES OF THE PREVIOUS I1IJETI dG: Minutes of the previous meeting and of a Special meeting were read; foll corrections in Special meeting minutes, both were approved. REGULAR ORDER OF BUSINESS SET ASIDE: I LEGION CARNIVAL Iilotion made by Downey seconded by Hall that the regular order of busines be set aside to hear from a Legion Body, motion carried so ordered. C. L. Booth acting as spokesman asked the Council to waive the carnival license fee ori account o Legion arranging an amusement carnival to raise Money for the Drum Bugle Corps; moti mode by Chenoweth seconded by Downey to waive the License Fee, motion carried so ord It was understood however that the only out of town concessions were to be the ridin devices, merry-go-round etc. They also asked permission to close Clark St. from 3rd to100 feet East from Fourth, also to use the vacant lots notrbeing used for parking purposes, motion made by Hall seconded by Baker to grant the Legion permission to us the parking lots and block Clark Street from Third to one -hundred feet east of Fourt Motion carried so ordered. CLOSING NINTH BETWEEN YAKII,IA & SHOSIIOI-TE: Dr. Greenwell spoke to the Council relative to agreements, and drafting an ordinance preparatory to closing Ninth Street; The agreement was read by the City Attorney, I -lotion made by Chenoweth that the agreement read, also having an ordinance drafted was favored by the Council Body, motion seconded by Baker carried, downey voting no. VACATING ALLEY IN BLOCK "D": Mr. A. I.I.. Haylett spoke in regard to closing an alley in Block "D" he presented a sketch showing the proposed change, no action was taken. BURNING WEEDS; George Hill requested the burning of weeds near and around his property, McDonnell to contact•S.P.& S Section Foreman in an effort to have them take care of the burning. The Pacific Telephone Co. 's bill and the Austin Hicks Ins. vouchers were sith held; more information requested on the phone Bill; Austin Hicks non ownership Ins. coverage was ordered returned. Cote Civil Engineer of galla Walla was read an- nouncing the opening of a complete Engineering and Survey Service to serve South- eastern Washington and Northern Oregon. LICENSE REFUND: A letter was read from W. T. Dunn Company, received by the City Attorney, asking for a refund of $25.00 paid to the City Clerk, of the City of Pasco, for a business license; The City Attorney informs the Council than provisions set out by the "Steele Act" exonerate firms dealing in beer and wine exclusively, from other than Federal Tax. Motion made by James seconded by Hall, that the City Clerk and the City Treasurer, be hereby authorized to refund, from the General Fund $25.00 to W.L, Dunn Co. Lotion carried by roll call vote of seven. REPORTS FROH COM11ITTEES : Burning weeds from vacant lots by the Fire Department on practice nights was discussed, also taking fire truck out side City Limits; Foamite fire extinguishers should be carried on trucks disbursing petroleum products as set out by ordinance, V. Downey to report on solutions for these discussions. A traffic Ordinance will be introduced at the next regular meeting. City Clerk to collect License from Reno Room, on Columbia Street. W.P.A. Project I;ianager Hales is compiling a project for the extension of a sewer lateral on south 5th st. City Attorney reports an easement to open 9th street across tracks is waitin€ signatures of Rail Road Officials in St. Paul. REPORT FROM OFFICERS: The Building Inspector A. M. Haylett's report was read showing building permits issued during the month of May 1941 cover a valuation of $3,700.00. The City Treasurer's Monthly Report was read for I1ay 1941. READING OF ORDINANCIES: ORDIIJANCE ITO. 466: All ORDINANCE GRANTING PERMISSION TO THE PORT OF PASCO, A 111UIIICIPAL CORPORAT' TO CONSTRUCT, OPERATE AI'D 1AINTAIN SPUR RAILROAD TRACKS AND OTHER STRUCTURES. Linderman requested an amendment to section five and Six that planking be done on City property to Vine Street. west.
