CALL TO ORDER: Meeting called to order at eight -five P.M. Honorable Mayor E.S. Johnston
presiding
ROLL CALL: By Clerk Councilmen present were Harry Chenoweth, C. V. Downey, R. 0. Hall,
Robert James, M. J. Linderman and M. J. McDonnell; with D. Byron Baker absent.
�READING'OF THE MINUTES OF THE PREVIOUS MEETING: Minutes of the previous meeting were
read and approved as read.
REGULAR ORDER OF BUSINESS SET ASIDE through a motion amde by Hall seconded by James to hea
from laborers in regard to pay for work performed at the Cemetery motion carried so
ordered. Vouchers covering this work were held up on account of a garnishment served
on the City by The Columbia Hardware Company to collect thirty dollars from D.F.Molle
whotcontvacted the work; to satisfy a Cemetery debt of Mr. Rollers; The City Attorney
questioned the validity of the account account being improperly entered; this is to b
ddeided by the Justice of the Peace. Motion made by Chenoweth seconded by Hall that t
vouchers made out and signed by each man working on the room added to the Cemetery.

BILLS AND COL11UNICATIONS:
A letter from the Clerk of the Board of County Commissioners wa
read asking permission for the removal of stumps from the parking in front of the Cou
House, also to elir,,,inate parking strip entirely thus creating more parking space for
cars, they wish also to make application for sidewalk by W.P.A. Project. motion made
Downey seconded by Linderman to grant permission for removal of stumps, also that the
plans in regard to setting back the curb and disposing of present side walk is favore
by the Council, their application for W.P.A. Side walk will be placed at once. The Co
missioners ara to be so advised in a letter by the City Clerk attested by the City At

REPORTS FROM COIZ11ITTEES: for .
Lewis Street Light Extension has been held up:sockets not yet
received; Downey related to the Council that under the axil' rii'oht='ra:te = ='n in electric
Street Lights could be operated all night for less money than to mid -night under the
present rate: The Light Committee would like to have about eighty light poles cleaned
at one dollar per pole from money budgeted for Ornimental Lights; Also to try a new
type of light on Clark Street to the Depot was mentioned with no action taken.
Police Committee has decided on a gas chamber for the exterminat on
of unlicensed dogs, but•a dog catcher has not been obtained.
Two Patrolmen desire to attend the Institute of Government held 'n
Seattle June 23rd, 1941.
Brickey was reiquested to check on stop sign near the Cunningham
Hotel, this seems to be stopping traffic from the Underpass thus causing a conjestion
Closing Alley in Block Nine Pettits Addition to Pasco was discus ed
with no action taken.
Curfew Ordinance No. 199 to be enforced, the curfew will riAg at
nine -thirty instead of eight-th!4ty as stated in the Ordinance.
Non -Ownership Liability Insurance to be reviewed by the Finance
Committee and Austin Hicks,!
The Park Committee marked trees to beremoved from Sylvester Park
IREPORTS FROM OFFICERS:
The City Treasurers April report was read. Water Manager's Mont
report was read.
Department of Highway's monthly report shows $15,964.82 receive
in gas tax money shite April 1939.
W.P.A. Projects Financial Status reports were reviewed.
City Clerk's Monthly Budget Report for all departments was fur-
nished each menber of the Council body.
The Building Inspector Reports April 1941 Permits Issued coveri
the valuation of $20,267.
READING OF ORDINANCES:
ORDINANCE NO. 465.
AN ORDINANCE RELATING TO CITY PRINTING AND ADVERTISING: PROVIDING THAT THE CITY CLER
SHALL ANNUALLY IN THE MONTH OFDECEMBER OF EACH YEAR PUBLISH A NOTICE IN THE REWSPAPL
THEN DOING THE CITY ADVERTISING CALLING FOR SEALED GIDS FOR THE DOING OF SUCH CITY
ADVERTISIIIG AND PRINTItGCiFOR THE ENSUING FISCAL YEAR BEGINNING JANUARY 1; PROVIDING
THAT THE CITY OF PASCO SHALL ANNUALLY AWARD THE CONTRACT FOR THE DOING OF SUCH CITY
ADVERTISING AND PRINTING FOR THE EdSUING YEAR TO SUCH NEWSPAPER PRINTED IN THE CITY
OF PASCO AS SHALL BE FOUND TO BE THE"101"IEST AND BEST BIDDER IN RESPONSE TO SUCH CALL
FOR BIDS: Motion made by Downey seconded by Linderman declaring Ordinance No 465 to
have had its third and final reading motion carried so ordered. Motion made by Linde
man seconded by Bowney that Ordinance No. 465 be adopted as read motion carried by a
roll call vote of six.
1 UI FINISHED BUSINESS:
Al1:etter to the City Attorney from the Department of Health,
approved plans for a sewer extension in blocks two, three, and four between "A" and
"B" Streets.
IMPROVEI:IENTS AT THE BEACH: Negotiations are under way with the Kiwanis Club and W.P'
for the construction of n building at the Beach for stora �ee--Dur��pposes.
NORTHERN PACIFIC AGREEIIm.,11 ON WASHINGTON STREET & SOIIITH ELEVENTH: The City Attorney
submits for recording and filing an agreement with the Northern Pacific Railway Co.
granting the City the use of thier property for the grading of Washington and South
as per plat attached.
The City Attorney furnished an agreement fiorm for the signatures of property pwners
when completing arrangements for W.P.A. side walks.
CIVIL SERVICE APPOINTMENT: C. PORTER SHAFFER was appointed by the Mayor to full fil
the unexpired term of C. J. Wirth as a member of the Civil Service Board, term endin�
February 17, 1942.

The City Attorney advises he has received information from the Company stating
they would not consider an easement over Eighth not for the extensionoif
Columbia; also that �f an easement should be granted for Ninth it would have t(
contain a clause to the effect that such easement may be discontinued by the
Comapny at the expiration of a nineth day notice; Motion made by McDonnell se-
conded by Downey to accept the Northern Pacific Railway Company's proposed terl
and open Ninth Street across the Norther Pacific Tracks Motion carried so ordej
Linderman voted against the Motion.
REPAIR SIDLE WALK AT SHELL OIL SERVICE STATION:
Another letter relative to replacing entire sidewalk at
Second and Lewis for the Shell Oil Service Station was read, Motion made by
Downey seconded by James that the Shell Oil Company be notifiedt to the effedt
that when the side walk Project becomes active this can be taken care of by th(
Shell Oil Company furnishing all the material Motion carried so ordered.

the ALLEN -WALES machines to be paid for in January 1942 without interest.

given consideration; Developments planned by the School Board were related by the City At
stating the Board favored the retaining of a Utility strip by the City, they desire to re

made by Ball that the City Attorney draw up an agreement as outlined by the School Board
to present to Council for acceptance or rejection by the Council Body Motion seconded by
Chenoweth carried so ordered. Downey voting no. A motion was then made byMcDonnell that
