PASCO, WASHINGTON. PULAR SESSION CO'DMITTTr r ROOM MAY 1 X941 CALL TO ORDER: Meeting called to order at eight -fifteen o'clock P. Il. Honorable Mayor E. Johnston rpesiding. ROLL CALL: BY CLERK Councilmen present were D. Byron Baker, Harry Chenoweth, C.V. R. 0. Hall, Robert James and IiI. J. McDonnell; Absent was 14. J. Linderman. READING OF THE MINUTES OF THE PREVIOUS MEETING: Idinutes of the previous meeting were read and approved as read. REGULAR ORDER OF BUSINESS SET ASIDE:4LW unanimous consent of the Council, to hear from Thr, Chappel in regard to having water turned on property owned by a party living out of town, and a water bill charged against the property of $12.00, this was referred to the Water Committee, Water I,Ianager and City Attorney for opinionz MR. AYES MOLESTED: Mr. Ayers spoke to the Council in regard to annoygnce caused by childred from Pasco peeking in his window at night; the curfew Ordinance was feferred to with no actio taken other than referl,,o Judiciary Committee for investigation. REGULAR ORDER OF BUSINESS RESUMED: By unanimous consent of the Council BILLS AND C004UNICATIONS: Current bills against the City were read as follows, and ordered paid through a motion made by Chenoweth that all bills signed by the claims Committee be paid motion seconded by Hall carried by a roll call vote of six. Two vouchers were with held one in favor of Austin Hicks Company in regard to a rider t)n the Fleet Ins, policy pretaining to non owner ship liability coverage, Motion made by B&ker secon ed Chenoweth that this be referred to the Committee. motion carried so ordered. The other voucher in favor of Roy Tomkins in the amount of of $15.00 for painting the flag pole, the Council maintained the job was incomplete until the ball on top was polished or painted; City Clerk to so notify Mr. Tomkins. Police Committee reports, anticipating the purchase of a tank or gas chamber for the extermination of unlicensed dogs; Committee and Police Department to decide Police Committee to investigate further the speeding on South Tenth . Park Committee Chairman reports, the W.P.A. crew will be working at the beach another two weeks 260 feet of pipe will be layed to the bath house. City.Treasurer, City Clerk & Committee have arranged call for bids on two add ing machines. Street Committee reports the City Trucks will be available);f©tuclegn.l`up day. REPORTS FROM OFFICERS:: VACATING NINTH STREET The City Attorney reports meeting with the School Board in regard to vacating Ninth Street, The Board desire to remove all sidewalks and curbs then fence the plE ground straight through; They agree to replace sidewalks and curbs in their origin, condition, alsoureturniproperty to the City at such a time as it is no longer used for a play ground; They do not object to a utility strip North and South on Ninth but could not see the feasibility of a strip East and West through Block 14 where the School stands. Action was deferred to a later date. Had its first reading motion made by Chenoweth seconded by James carried so ordered. Motion made by James seconded by Hall that Ordinance No 4E be given its seconded reading by title only motion carried so ordered. AN ORDINANCE RELATING TO CITY PRINTING AND ADVERTISING: PROVIDING THAT THE CITY CLERK SHALL ANNUALLY IN THE MONTH OF DECEMBER OF EACH YEAR PUBLISH A NOTICE IN THE NEWSPAPER THEN DOING THE CITY ADVERTISING CALLING FOR SEALED BIDS FOR THE DOING OFESUCHYCITY ADVERTISING AND PRINTING FOR THE ENSUING FISCAL YEAR BEGINNING JANUARY L; PROVIDING THAT THE CITY OF PASCO SHALL ANNUALLY AWARD THE CONTRI FOR THE DOING OF SUCH CITY ADVERTISING AND PRINTING FOR THE ENSUING YEAR TO SUCH NEW" PAPER PRINTED AIM PUBLISHED IN THE CITY OF PASCO AS SHALL BE FOUND TO BE THE LOWEST AMD BEST BIDDER IN RESPONSE TO SUCH CALL FOR BIDS. NEW BUSINESS: EXTENSION OF EIGHT,__NINTH, AND COLUIJIBIA STREETS: City Attorney to negotiate with the Northern Pacific Railroad Company for I% -.h opening of Eightha.and Ninth also the extension of Columbia Atreet. D. W. McGhee spoke to the Council about attending the Annual Water Conven- tion in Seattle, Washington, he was advised to attend by unanimous consent. City Attorney to draw up an agreement to be signed by property owners desi: ing the construction of Works Progress Administration side walks. City Attorney also to contact property owner in regard to broken side tralk at The Bank Corner Third and Lewis.
