CALL TO ORDER:
Meeting called to order at eight -twenty P. M. Honorable Mayor E. S. Jolanst
Presiding.
ROLL CALL:

READING OF THE MINUTES OF THE PREVIOUS MEETING:
Minutes of the previous meeting were read, Mayor Johnston corrected the quotation
on W.P.A.Project sidewalks to cost thirty cents per running foor,tuead appproximate y
thirty -cents per running foot; corrections were mgde and the minutes approved.as

was read setting the date and time for a hearing by the Council to be April 3, 19,
at the City Hall, Motion made by Chenoweth seconded by Hall to adopt the resolutic
motion carried so ordered.
Motion made by Linderman seconded by James to change the date of hearing from Apr:
Third to April seventeenth, motion carried so ordered; Motion made by Chenoweth
seconded by Baker to have the Street Superintendent barricade 9th at Yakima and
Shoshone by chains during the hours from seven thirty o'clock A. M. to five o!clo�
P. Ii. Motion made by Linderman seconded by Downey amending the foregoing motion
to read Monday through Friday of each week until April 18th, 1941, motion and
amended motion carried so ordered. Notices will be posted by the City Clerk.

A letter was read from Kathleen L. Riggle, of the Pasco Press, asking for more time
to submit a bid on printing; City Attorney to out line the call for bids to comply with
Third Class Dities Laws.
PETITIONS:
Mrs. A. Halbrook petitions the Council for a street light at the intersection of
Fifth & Nixon. The Council was also petitioned for a street light at the intersection of
Second & Nixon; Both petitions were turned to the Light Committee.
A petition protesting the proposed vacating of 9�h Street between Yakima & Shosh
was held until the date of hearing April 17th, 194.
Two petitions were read requesting W.P.A. Sidewalk on north 9th & 10th Pettits &
Keystone Additions to Pasco.
A petition in regard to filling a hole on North 7th was read and turned to the
Street Superintendent.
REPORTS FROM COT&TITTEES:
Light Committee reports that prices of supplies needed for Light Extension on Lewie
have been received from The Westinghouse Electric Supply Co. City Clerk is instructed to
order supplies and fixtures as outlined Chairman Downey who also reports that the W.P.A ar
to furnish the conduit for this work.
A pipe jack has been located in Kennewick arrangements will be made soon to borrow
it for trial use.
The police Department fu.rhishdd each Pool Room operator with a copy of Ordinance
number 310 sections six and eleven, relative to closing all card games at twelve o'clock
and creating a penalty.
The bicycle oridnance was reviewed by the Police Department at the grade schools
and bicycle owners instructed to keep.b'cyele accessories in accordance with regulations.
Dog license ordinance not ready for presentation.
Motion made by Chehoweth that the City Attorney draw up an easement premitting the
school board to errect their tennis Court fence on Nixon block four N.P. First addition to
Pasco, approximately four feet on City PropertyniLbutting on sidewalk; motion seconded by
James and carried so ordered. B'y unanimous consent Mr. Booth was granted permission to pil
material in the street during the construction of the Tennis Court in Block Fourt
The Park Committee reports the Kiwanis Building at the Beach has been moved to the
east property line in a direct line with the bath house; Motion made by Chenoweth seconded
by Downey authorizing the park committee to stucco the Kiwanis building motion carried so
ordered. Twenty9two and two-thirds cords of wood have been hauled to the Twin City Lumb
Yard from Volunteer Park. The Pipe Fence around the Tennis courts in Sylvester Park have
been painted.
The extension of a sewer lateral on south Fifth has made no protress; A west side s
system has been contemplated, which would involve the south Fifth lateral; The City Attorr
is waiting for information from the State Health Office in regard to further development
of the present system by W.P.A. Project.
Finance and Judiciary Committee repdrts Blanket Insurance for the various departmer
of the City not now insured are as follows; $5000.00 liability for one person and $10,000.
for two orr.mo.renpersons involved in any one accident; non owner ship coverage $15.00, stre
and sidewalks $188.787 City Hall $9.00, Cemetery $9.00, Volunteer Park $9.00,River View Pa
9='_`club $9.00, and Beach $22.50 making a total of -$271.28 Motion made by Baker seconded
Chenoweth to accept the report of the Committee and split the insurance three ways betweer.
Wendell Brown, Churchman and Austin Hicks; Motion carried so ordered.
The building committee reports necessary repairs to the City Hall such as replastez
ing part of front enterence, cleaning same on out side and kalsomining it on the inside
cleaning and kalsomining Council room, refinishing stains in Committee Room, kalsomining
water office and hall at an estimated figure by W. W. Bear of $363..50; Motion made by Dowr
seconded by Hall that the report of the Committee be accepted, motion carried so ordered:.
Street Committee asked for more time on garbage ordinance, same was granted.
Police Committee reports it has been made clear to the Stade Depot operator that
Busses will not be allowed to double park must pull to the curb on Lewis Street or use the
rear enterence. Mr. Fann will oil the alley soon as the moisture is out of the ground.
The Water and Park Committees are to get together in regard to further development
at the east side Water Tank grounds.

BY AMdIENDING SECUTION NO. 54. Motion made by Linderman seconded. -by James that Ordinance NO.
461 has had its first reading; Motion made by Hall seconded by Chenoweth that -the Licnese
Fee per day for each peddler be set at $50.00, I -lotion carried so ordered.

by title only Motion carried so ordered. Motion made by James seconded by Linderman that

UNFINISHED BUSINESS.
The City Clerk was asked to write William A. Sullivan Insurance Commissioner at
Olympia, relative to dismantling Northern Pacific Pump House, to ascertain what effect if
any this would have on Insurance rateing.
The Claim pad by the City in the Amount of $158.64 for damage caused by w%ter
resulting from fire lepartment practice, has been paid back to the City by the Hartford
Accident Insurance Company.
I.Irs Hatch in person suggested that slow signs be placed on Sylvester Street
near Sylvester Park.
Traffic Light on Fourth and Legis is not Standard, Light Committee coo investiga
