PASCO WASH.
REGULAR SESSION COMIviITTLE ROOM FEBRUARY 20, 1941.
MEETING CALLED TO ORDER: At eight -fifteen P.M. by Mayor Pro Tem M. J. Linderman.
ROLL CALL: By Clerk councilmen present were D. Byron Baker, Harry Chenoweth, C. V. Dow
R. 0. Hall, and Robert James; M. J. McDonnell arriving at eight -thirty.
No members absent.
READING OF THE MINUTES OF THE PREVIOUS MEETING:
Minutes of the previous meeting were read and corrections made M. J. Linder
as to bids on printing and advertising; "and all other printing" was added, minut
approved as corrected.
At this time Mayor E. S. Johnston arrived.
THE REGULAR ORDER OF_BUSINESS SET ASIDE: To hear from Mrs Cauffman,
Mr. Watts,Mr. H. M. Bell and Mr Towne, in regard to vacating Nixon Street between
Second and Third Streets, the group present were not in favor of vacating Nixon
and asked that Nixon be left open unless the School Board would be willing to buy
the property facing Nixon; The Street Committee reports their recommendat oncois
against vacating. motion made by Linderman to table correspondence relative to
vacating Nixon Street, then recalled his motion; Motion made by Downey seconded
by McDonnell that the School Board be notified of the suggestion of the group
present, that the School Board purclgase the adjoining property to Nixon Street
Motion carried so Ordered.
The vacating of Nineth Street was discussed Motion made by Linderman and
seconded by Downey to table this request until after the advertising and public
hearingcarried so ordered.
RETURNING TO REGULAR ORDER OF BUSINESS:
BILLS AND COMMUNICATIONS:
A letter was read from the Shell Oil Company requesting that the side walk
adjacant to their service station 309 Lewis be repaired, this was turned to the
Street Committee, it was thought possible this could be taken care of by W. P. A.
labor after March 3, 1941.
H. F. COLVIN as Clerk of the Board for the Epescopal Church, petitions the
City to grant them relief on their water bills on months other than irrigation
season; The City Clerk is instructed to advise the Board that the Council are un-
able to grant the relief, but the water could be disconnected during the period
mentioned w theno charges for turning on and off.
REPORTS FROM COMMITTEES:

The Water Committee and Water Manager met with Mr. E. M. Grimes, water supe

intendent for the Northern Pacific Railway Company of St. Paul; I,Ir. Grimes refered
the committee to paragraph four of the agreement entered into by the City of Pasco.'
and the Northern Pacific Railway Company March 3, 1925 which states in part It that
the Rail Road Company was to maintain the pump house for stand by equipment" at th

time the Company wishes to be re:tired:Ifrom this responsibility; in as much as this
equipment had not been used for over sixteen years. this was turned to the Water
Committee for consideration and recommendation.
The Water Committee Reports the Play Ground or Park Sight at the east sid
Water thnk is seventy-five percent dQmpleted. Also that the skids are ready for th
unloading of pipe for pipe replacement.
Water and Sewer Committee ask for more time to prepair their report on a
sewer lateral for South Fifth Street. more time was granted. -
The Water Department reports an accumulation in the City Yard of scral iro
old shovels etc. Motion made by Downey seconded by James that the excess scrap be
disposed of to the best possible advantage.Motion carried so ordered.
In regard to the hazardous condition existing at the Underpass; Downey is
to write Norman Hill; and therefore asks for more time, same was grgnted.
Chairman of the Light Committee was inquiring as to the best method of
installing wiring for ornamental lights; laying pipe and pushing pipe by pipe jack
were discussed, a pipe jack would cost approximately $150.00 Motion made by James
and seconded by McDonnell that a sewer pipe jack be rented or borrowed for trial
use in this location. motion carried so ordered.
The installation of Street Signs -will start with the new W.P.A. Project
after March 3, 1941.

seconded by Hall that the City Attorney draft a working agreement to be signed by
the property owner desiring this work. Motion carried so ordered.
Street Committee asks for more time 'on garbage ordinance, the Mayor re-
quests that this committee meet with the City Attorney.
The Building reports they are waiting for better weather before starting
to clean the City Hall.
OVERTIME AND DOUBLE PARKING: Police Committee reports action on over-
time and double parking, courtsey cards are being printed for out of town violater
and police tickets for local offenders, to be attached to violaters car by a.membe
of
Police department; The restricted Zones are from Fifth to Tacoma on Lewis, and from
Columbia to Clark on Fourth; Five minute parking in front of the Post Office. Local
business men and down town employees are requested to nark their cars on the parki

lots or side ,streets. The Courtsey cards will cost $4.50 per thousand and the police
tickets $11.85 per thousand; The above mentioned tagging with a notice in the loca
paper for cooperation will be tried for a short time and if this does not suffice
a more drastic step will be taken. Motion made by Linderman seconded by Downey tha
the report.of the Committee be accepted and police action to proceed as indicated
motion carried so ordered.
The Police Committee are also working on a dog tax ordinance.
The Parks and Cemetery Committee reports the swimming beach has been
graveled with pea gravel, also graded and graveled b&ck on the parking erea. It
was the decision of the Council that the KiwanissBuilding should be located east
of the bath house; also that the finish on the bath house should be a smooth surfa
e.
The Committee would like to clean the upper part of Volunteer Park witIL
W.P.A.labor and sew same to crested wheat grass ; They would also like to make posts
from trees that are all ready out at River View Park

REPORTS FROM COPrTMITTEES CONTINUED::
The Committee working on Liability Insurance for the City was given more time.
Parks and Cemetery Committee reports the wood accumulated at Volunteer Park is
being hauled toaand:measured in the Twin City Lumber Yard. They also report the Tennis
nets are up in Sylvester Park. This Committee reports the room added to the Sexton's
residence at the Cemetery has been completed.
The L,cense Committee decides to exempt Contractor Haysted from a license fee acc�
building a church which is strictly a charitable activity;(Motion made by Hall seconded b;
REPORTS FROM OFFICERS:: (to accept Committees decision)
Water Manager D. W. McGhee's monthly report was read.
The Department of Highwaysl Casty Budget Report was read for January 1941.
The City Clerk furnished each Councilman with the Monthly budget report of all
departments.

ORDINANCE NO. 459
ENTITLED AN ORDINANCE REGULATING THE ERECTION, CONSTRUCTION, ENLARGEMENT, REPAIR
MOVING, REMOVAL, DEMOLITION, CONVERSION, ALTERATION,OCCUPANCY, EQUIPIv2ENT1 USE, HEIGHT, E
AND MAINTENANCE OF BUILDINGS AND STRUCTURES IN THE CITY OF PASCO, ADOPTING THE UNIFORM
BUILDING CODE OF THE PACIFIC COAST BUILDING OFFICIALS CONFERENCE, SETTING UP FIRE ZONES,
PROVIDING FOR THE MANNER OF SELECTION OF THE BUILDING INSPECTOR, FIXING HIS COIlIPENSATION
AND REPEALING CERTAIN ORDINANCES. Motion made by Downey and seconded by Linderman declaa
ordinance number 459 _tashave had its first reading. motion carried so ordered.
ORDINANCE NU.456.
AN ORDINANCE TO AMEND ORDINANCE N01435 ENTITLED "AN ORDINANCE TO REGULATE AND
RESTRICT THE LOCATION AND USE OF BUILDINGS AND THE USE OF LAND WITHIN THE CITY OF PASCO,
WASHINGTON: TO LIMIT THE HEIGHT OF BUILDINGS: TO PRESCRIBE BUILDING LINES ATTR THE SIZE 0
YARDS AND OTHER OPEN SPACES AND FOR THESE PURPOSES TO DIVIDE THE CITY INTO DISTRICTS" BY
PROVIDING UNDER CERTAIN RULES AND RESTRICTIONS FOR THE ERECTION OF APARTMENT HOUSES AND
MULTIPLE DWELLINGS IN THE CITY AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN
CONFLICT HEREWITH. Motion made by Downey seconded by James declaring ordinance number 45
to have had its first reading. motion carried so ordered. Motion made by L+nderman
seconded by James that ordinance number 456 have its second reading by title only motion
carried so ordered; Motion made by Downey seconded by Hall declaring ordinance number 45
has had its second reading by title only, motion carried sb ordered.
UNFINISHED BUSINESS::
BUSSES PARKING AT 59TAGE DEPOT ON LEWIS:
Referring to Busses stopping at the stage depot on Lewis, inquiries were
made as to how soon the alley could be used for this purpose; Police Committee to in-
vestigate and report.
MISCELLANEOUS::
Copies of the letters written by Mayor E. S. Johnston to members of the Park
Board, in regard to discontinuing the park Board, were read to the Council.
PLANNING SECRETARY APPOINTED
Alice Hogan was reappointed as secretary of the Planning Commission; by the
Mayor. Motion made by Linderman seconded by James to accept the appointment motion carri
so ordered,
ATTORNEY GENERAL & STATE AUDITORS OPINION.
A letter from the Attorney General 'Smith Troy and the State Auditor F. P.
McKinney, advvising the City Treasurer and the City Clerk that claims of the Pasco
Hardware Companjt for supplies furnished the City are legal and advise the issuance of
warrants and the honoring of same.
ADJOURNMENT:
Motion made by Linderman seconded by Downey that the meeting adjourn until
next regular meeting night March 6, 1941, eight O'clock P. M. Thursday. Motion carried
Meeting adjourned at eleven thirty.
