COMMITTEE ROOM
JANUARY 16, 1941.
CALL TO ORDER:
Meeting called to order at eight ten P. M. Honerable Mayor E. S. Johnston
presiding.
ROLL CALL:
By Clerk Councilmen present were Harry Chenoweth, C. V. Downey, R. 0. Hall,
Robert James, M. J. Linderman and M. J. McDonnell. Absent Councilman was D. Byron
Baker.
READING OF THE MINUTES:
Minutes of the previous meeting were read and approved as read.
BILLS AND COMMUNICATIONS:
A letter from the City Treasurer Mary H. Mee, was read , asking for the
transfer of monies from the Cemetery Department Fund to the Current Expense Fund
in the amount of $ 3,186.06.
From the City Street Fund to the L.I.D. Funds $1,217.30 borrowed for the
Street Oiling Project by the Street Department.
From the Current Expense Fund to the Street Fund $4,240.00 to bklance the
Street Fund; And $4,000.00 for current business.
Motion made by Downey seconded by James authorizing the City Treasurer
to make the above mentioned transfers motion carried so ordered.
A letter was read from Mr. Collins submitting a price on wood sawing at
Volunteer Fark, the letter was submitted to the chairman of the Park Committee to
be acted on by the committee.
REGULAR BUSINESS SET ASIDE :
By Unanimous consent the regular order of business was set aside to hear
visitors present that widhe(I to address the Council.
REPORTS FROM COMMITTEES:
Water Committee -reports that the Call for Bids on pipe and fittings for
pipe replacement has been compiled and advertised.
TRUCK FOR STREET DEPARTMENT
The Street Committee reports their decision to call for bids on a new or
usedntncck4for the Street department Motion made by Downey instructing the City C1rk
to prepair and advertise a call for bids on a new or used l� ton dump truck comple e
with hydraulic dump hoist and a two yard bed, bids returnable February 61 1941 Motion
seconded by Linderman carried so ordered. I
ROOM EXTENSION TO CEMETERY RESIDENCE
Cemetery Committee 's investigation discloses, the lumber to cost $226.00
labor $172.00, total $398.00 a contractor or carpenter owing the City $113.00 on
a Cemetery account Usires to do the work for $172.00 whereby the city would owe
the contractor $59.00; paint and wiring costs have not been arranged and no acti
was taken by the Council.
INSTALLATION OF LIGHTS
The -Light Committee reports there are six ornamental light posts on hand
and two more are needed to extend the system one block on West Lewis between
Fifth and Sixth; steps have been taken to purchase two used posts from the City
of Toppenish.
REPORTS FROM OFFICERS:
THE FOLLOWING REPORTS WERE READ
Water Manager D. W. McGhee's monthly report on costs of operation.
City Treasurer Mary H. Mee's monthly report on receipts and distribution.
W.P.A'S monthly project report on the street and parks.
City Clerk presented to each member a monthly budget and a final budget
report;
The City Treasurer presneted each member with a treasurer's annual rep
ORDINANCES:
ORDINANCE NUMBER 456
An ordinance to permit the erection of apartment houses in residential
district R-1.
Motion made by R. 0. Hall that ordinance # 456 be returned to the Planni:
Commission to be rewritten motion seconded by McDonnell, carried so ordered.
UNFINISHED BUSINESS.
Mr. Robert Oland a4dressed the Cpuncil theregard to Ordinance # 456,
explained that he was being inconvenienced pending the passing or rejection of
ordinance.
GARBAGE FRANCHISE REQUESTED BY JAMES KING.

Mr. James King spoke to the Council in regard to an exclusive franchi e
of fifteen years duration for hauling garbage and an ordinance fixing fees and
collections. The Mayor suggested that the street and alley committee, James Kin
meet with the City Attorney and make a study of the proposed plan from all angl s
then submit a report.

NEW BUSINESS::
Mr. Wendel Brown spoke to the council requesting a portion of the car fle t
Insurance Business. This will be considered at the next meeting at which date the
policy should be renewed.
Mr. Hale and a W.P.A. Engineer from Yakima informed the Council that som
steel was needed to continue work on the bath house at Kiwanis Beach; a short dis-
cussion followed whereby a motion was made by Chenoweth that the chairman'of the
Park Committee be furnished a purchasing order and authorized to take action and
purchase steel amounting to approxmately $25.00 to be used in constructing a Bath
house at Ki-nanis Beach and paid out of the Material and Labor Fund. Motion secondd
by McDonnell and carried without dissent on roll call. 11
UNDERPASS SAFETY IMPROVEMENTS
A short discussion envolving the haz/ardous conditions existing at the
underpass, suggested improvements were, slob► sign at east end approach or enteranc
paint the interior white and better lighting, by unanimous consent the Mayor is tc
draft a letter to the State Highway Depaetment.

Motion made by Linderman that the Council accept the appointments made
by Mayor E. S. Johnston, motion seconded by R. 0. Hall carried without dissent on
roll call.

Manager. Motion made by Chenoweth to show the nomination closed and D. W. McGhee
elected Water Department Manager, by the Council by unanimous Ballot; Motion
seconded by James and carried without dissent on roll call.
W.P.A. SIDEWALK PROJECT:
Installing sidewalks and curbs by the W.P.A. and sponsored by the pro-
perty owner was discussed McDonnell is to obtain the figures on cost per lot
through a motion made by Linderman seconded by McDonnell.
