I CALL TO ORDER: PASCO WASHINGTON COMIAHTEE ROOM Meeting called to otder at eight -twenty P.M. by the Honorable Mayor Raymond Hicks. ROLL CALL: By Clerk Councilmen present.were W.E.Burns, M.J.McDonnell, M.J.Linderman, and A.M.Westby; Councilmen absent were C.V.Downey, Art Partch and Rex Phillips. READING OF THE MINUTES OF THE PREVIOUS MEETING: Minutes of the previous meeting were read and approved as read. BILLS AND COMMUNICATIONS: Bills held over from 1940, in the amount of $569.92 were ordered paid; Mo- tion made by Linderman, that all bills signed by the Committee be paid Motion secondecd by McDonnell and carried by a roll call vote of -four. There seemed to no one able to get away at this time, Motion made by Chenoweth seconded by Linderman that The City of Pasco would not be represented at this meeting ca ried so ordered. ORDINANCE: ETBSTD READING: ORDINANCE NO. 458 AN ORDINANCE RELATING TO THE VOLUNTEER FIREMEN'S RELIEF AND COMPENSA- TION FUND, PROVIDING THAT THE CITY OF PASCO CONFORM WITH THE PROVISIONS OF CHAPTER 121 OF THE LAWS OF 1935 OF THE STATE OF WASHINGTON, AS AMENDED BY CHAPTER 49 OF HE LAWS OF 1939, AND CREATING A BOARD OF TRUSTEES TO BE KNOWN AS if THE BOARD OF TRUSTEES OF THE VOLUNTEER FIREMEN'S RELIEF AND COMPENSATION FUND" AND REPEALING ORDINANCE NUMBER 452. Motion made by McDonnell seconded by Linderman declaring ordinance number 458 to have had its first reading, motion carried so orderecl. Motion made by McDonnell seconded by James that ordinance number 458 have its second reading by title only, motion carried so ordered; Motion made by Linderman seconded by James that ordinance numb 'as s d its second reading. Motion made by Linderman seconded by James that ordinanci-Rumber be given its third and final reading in full, motion carried so ordered. Motion made by Linderman seconded by McDonnell that ordinance number 458 be declared to have had its third reading in full; Mot on carried so ordered ; Motion made by James that ordinance number 458 be definatel adopted as read, motion seconded by McDonnell carried by a roll call vote of fiv . ORDINANCE NUMBER 456 AN ORDINANCE TO AMEND ORDINANCE NO. 435 ENTITLED "AN ORDINANCE TO RE ULATE AND RESTRICT THE LOCATION AND USE OF BUILDINGS, AND THE USE OF LAND WITHIN THE CITY OF PASCO, WASHINGTON: TO LIMIT THE HEIGHT OF BUILDINGS: TO PRESCRIBE BUILDING LINES AND THE SIZE OF YARDS AND OTHER OPEN SPACES AND FOR THESE PURPOSES TO DIVIDE•THE CITY INTO DISTRICTS" BY PROVIDING UNDER CERTAIN RULES AND RESTRICTIONS FOR THE ERECTION OF APARTMENT HOUSES AND MULTIPLE DWELLINGS IN CERTAIN PARTS OF RESIDENTAL DISTRICT R-1 AND REPEAL ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREW TH. Motioncmade by Chenoweth seconded by James that ordinance number 45 has had its second reading in full, motion carried so ordered. By unaminuous consent ordinance number 456 was held up for further study and investigation, co ncil men, Chenoweth, Hall Fames and Linderman were given a copy of the ordinance for consideration. NEW BUSINESS: 4 COUNCIL MEETING PASCO, WASHINGTON ADJOURNED SESSION CONTINUED COMMITTEE ROOM JANUARY 7, 1941. NEW BUSINESS: The Mayor presented, to each menber, a list covering a proposed -'.Committee arrangement, to handle the different branches of the City business; Motion made by -Linderman seconded by Chenoweth that the Council accept the arrangement as prop©.s.64 Motion carried so ordered. ONE COUNCILMAN APPOINTED TO SERVE ON "THE PASCO BOARD OF TRUSTEES OF THE VOLUMTEER FIREMAN'S RELIEF AND COMPENSATION FUND" Motion made by McDonnell that the CHAIRMAN of the Fire and Light Committ be appointed to serve on this board, Motion seconded by James carried so ordered. MAYOR PRO TEM APPOINTED Motion made by Chenoweth seconded by McDonnell and carried by unanimous that M. J. Linderman be appointed Mayor Pro Tem. MISCELLANEOUS: ONE ROOM ADDITION ON HOUSE AT CEIaTERY: Mr. Earle Sample spoke to the Council about starting to build on one ro to the dwelling at the Cemetery, by unanimous consent this was given to the Cemet Committee. PIPE REPLACEMENT: WATER DEPARTMENT: Pipe replacement by the Water Department was considered, and the Import ante of exp6diting this work was discussed; Motion made by Chenoweth seconded by James that this be turned to the Water Committe and Water Manager with the authori to prepair and advertise for bids on the amount of pipe and fittings decided upon. Motion carried so ordered. WOOD AT VOLUNTEER PARK Caretoker John Green,of Volunteer park, spoke to the Council in regard reserving the dry wood now at the park for use next summer; Motion made by McDonne seconded by James that the Park Committee investigate the wood situation at the pa Motion carried so ordered. ADJOURNMENT: Motion made by McDonnell seconded by Chewnoweth that the meeting adj until next regular meeting night January 16th, 1941 eight o'clock P. M.
