A letter was also read from the Association of Washin=ton
Cities reminding the City of the
Convention to be held

Correspondence between D. W. McGhee and the Hughes Co, Spokane
was read relbative to the
turn in value of a
"Bm tapping machine, this amounting being $40.00, a
new machine costing $130.50 thus
making the net cost
$v`90.50 after a short discussion where by Mr. Linderman advised that the Water Dept.
was badly in need
of a new tapping machine and he moved that there would
be no objection to turning in
the old machine on
a new one, this move was seconded by McDonnell carried
so ordered.
A letter
to Water Manager McGhee from the John Manville
Co, Seattle was read, in regard to
a small amount of
Transite Pipe to be layed for experimental purposes,
The Council was not interested in
this kind of pipe
for this location, wkiereby no action was taken.

delinquent indebtedness from $1,243.30 tp w290.00 per Month,
City Clerk -reports Business and Pin Ball License received in the amount of '$4, 494.30.
RESOLUTIONS:
A Resolution whereby the Summer Water rates will continue in effect until November 15th of ea
year, instead of October 15; Water Superintendent is hereby instructed, to continue in effect the water
rates prevailing through the Summer Months to and enclude November 15th, Resolution adopted by Motion ma
by Downey and Seconded by McDonnell, carried so ordered.

In regard to the triangle piece of land at the end of Shoshone Street and Hopkins St,
City Street Superintendent and Acting City Engineer should get together and figure out which street to
continue through, Downey Move that Ecting City Engineer lay out triangle as to continued streets etc,
furdishing a chart whereby Council can reach a decission. Motion seconded by Linderman carfied so ordered
NEW BUSINESS:
Mayor Hicks discussed with the Council the purchase of a new Power Unite for the Pumping
Station; I:iotion made by L;cDonnell that Downey and Linderman get together with ';later Manager 1dcGhee and
decide on size of unite needed and call for bids for same; And at the same time consider a new Motor for
the pump installed Octisb®rrlq.J9 Motion seconded by Burnes, carried so ordered,
NEW BUSINESS:
Mr. Sandstedt spoke to the Council in regard to improving Sylvest -r Park by installing some
new Tennis Courts, by V.P.A. Project, sponsoring to be considered at a later date. Downey move that the
Records show Council approving this Sylvester Park improvement, Motion seconded by Linderman Carried so
ordered.
MISCELLANEOUS:
The subject of s';eeds was discussed, Mr. Brickey is to get in touch with Mr Ingham for the
purpose of exterminating Morning Glory and burning tumble weeds,

Meeting called to order at eight thirty P. M. Honorable Mayor Raymond Hictis presiding.
By Clerk, Councilmen present were W. E. Burns, C. V. Downey, M. J. Linderman, M. J.
McDonnell and A. M1 Westby. Councilmen absent were Y. L. Pangle and Art Partch.
READING OF THE MINUTES:
Minutes of the Previous meeting were read and approved as read.
REGULAR ORDER OF BUSINESS SET ASIDE:
By an=tnuou concent the regular order of business was set aside to open and read sea
led bids received on crushed rock.
Edger Brown, of Pasco submitted a bid on 2000 cu, yds. of crushed rock price per. cu. y*.
$1.30 total $2600.00 Mathieson Cont. Company of Sunnyside Wash. submittdd fi
gures of 1.35 " $2?00.00 . Motion made by Linderman to reject all bids account price
being to high, Motion seconded by McDonnell carried by Roll call, Burns, Linderman and McDonnell
voting "yes" to reject and Downey & Westby voting against the rejecting. Five percent deposits by check
$130.00 returned to Edgar Brown and $135.00 returned to Mr. Mathieson.
VATER ACCOUNT OF W. A. KEYES :
Mrs.,Keyes appeared before the Council in regard to a water account of long standing
caused by a deficient ice cream machine; After listening to the details from Mrs Keyes and D. W.
McGhee, Motion was made by C. V. Downey that Water Manager McGhee be given authority to settle
the account to the satisfaction of the Vater Department Motion seconded by Linderman and carried
so orderedi
BILLS IND COMMUNICATIONS:
RESIGNATION OF V. L. PANGLE :
A letter from Victor L. Pangle tendering his resignation as Fire Chief and Councilman
as of May 16th 1940, was read. Motion made by Downey that resignation of Councilman Victor L.
Pangle be accepted Motion seconded by Burns and carried so ordered. Motion was then made by
Linderman that Rex Phillips, ben.g the next in line by electorial votes, fill the unexpired
term of Victor L. Pangle, Motion seconded py Downey carried so ordered.
READING OF PETITIONS:&E REMONSTRANCES:
A petition was presented and read petitioning the City for a street light at the
intersection of Sixth and Shoahone streets. Motion made by Downey to install street lights to
the extent of using up monies that would be surplus in the current lighting budget account
reduction inlight rates, Motion seconded by Linderman and carried so ordered.

UNFINISHED BUSINESS: •RECONSIDER BIDS ON GRAVEL FOR STREET OILING PROJECT.
Motion made by Westby to reconsider bids for gravel, previously rejected by Linderpan's
move and McDonnell's second, Motion to reconsider was seconded by Downey and carried by a roll
call vote of three Burns, Downey and Westby voting to reconsider and Linderman and McDonnell
voting to sustain the rejection. After figuring with Harold Blanton and discussing seemingly al
angles of this size bid; Motion made by Linderman thgt the lowest bid of $1.30 per cu. yd. tote.
