Meeting called to order at eight fifteen O'clock Mayor Hicks presiding.
By Clerk Councilmen present were Burns, Downey McDonnell and Pangle. ABsent
were Linderman, Partch and Nestby.
BILLS & CO_11UNICATIONS :
McDonnell was the only member of the claims committee present, and did net
have time to sign all the bills, they will be held over until next meeting.
A letter was read from Daniel Feins relative to sensus taking of the construe
industry -for the year 1939, and asking for office or desk space and access to the
building permit records. Clerk instructed to inform Yr Fein that the above mention
accomodations will. be made available.
A letter to the Council from L L. Stringham was read where by he wishes the
Council to seriously consider installing a street light at the intersection of Cla
and Sixth. Streets, motion made by Pangle to turn this file to the light committee
consideration; i.:otion seconded by LlcDonnell and carried so ordered.
REPORTS FROM COLNaITTEES:
Nater Committee reports a new pump has been installed at the pumping plant.
Bids on ornamental lights for Lewis S'ireet between Fifth and Sixth data for
which is being compiled by the li,rht committee, is progressin^

Chief of Police Buchanan reports that 3lock 14 lots one to eiMht , IT.P. Plat
are being cleaned up.
REPORTS FROM OFFICERS:
City Treasurer Mary Mee's Monthly Report was presented and reviewed.
Police Judge A. II. Haylett fines in the amount of X50.00 for the Month of
August and X75.00 for the months of September & October.
Building Inspector A. M. Haylett's Report;
August 1939, Residential Bldgs. ten valuation 34,200.

Police Judges Report shows Q125 collected in fines for August, September & 8o
Dater Manager D. N. McGhee reports 637 water services on the sewer system and
397 services that have their own system.
UNFINISHED BUSIDESS:
The Street sign project being carried on with the Active Club is progressing
C. V. Downey reports about 350 signs will be placed costing around .72� each and
175 posts , the setting of which will cost approximately N1.40 each.
Communication from the Association of ;dashington Cities relative to City Garba
collections etc was reviewed lightly, after a short discussion including several sug
gestions; A motion was made by Burnes that a committee including Downey, Pangle and
Burns be appointed to locate a possible sight for a City Dump and report at the next
meeting, motion seconded by Downey and carried so ordered.
I letter to C. M. O'Brien and the City Treasurer from Lehrer and liarquis was r
relating to the payment of L.I.D.Bond number fifteen of District number Thirty two a
stating that unless some action is taken in the near future they will be compelled t
commence a mandamas action. After some discussion Burns moved that the City Treasure
be hereby instructed to pay to Butler Disman the sum of X388.92 in full payment of L
s15 of District #32 upon surrender of the aforesaid bond. this motion was seconded b',
Pangle and carried by a roll call vote of three acDonnell voting no.
The purchase of two pick up trucks one for the Water Department and one 2)r t:
City Street Department was discussed, motion made by Downey and seconded by IvlcDonne.
that truck specifications for bids be obtained from Pangle.
H&W BUSINESS:
Gerald Hall, Civil Engineer of Yakima, -Yash., conversed with the Llayor and council i
regard to additional se.Wew lines for the City of Pasco when conditions so demand; A
ptelimingry report at a nominal cost is desired. l.ir. Hall is to check the system and
report by estimate next meeting november 16th.
A binder attached to the insurance policy on the fire trucks, implies that Cities o
State of ,7ASHIngton may be legally exempt from liability for damage, C. I.I. O'Brien
investigate this and report at next meeting.
The Clerk iskinstructed to cancel liability 5nd porporty damage insurance,.n,one For
Truck 12 ton number 3629701 of the Street DEpartment and one 1926 Ford Truck 11 ton
number 12939072 of the Street Department, and transfer liability and property damage
insurance from Cemetery Furd Truck 1 tons , dump, 1939 number AA3409015 to the
City Street Grader Motor number 60151 C. Nehr Grader frame made in England Fordson N'

NEW BUSTBESS
Letters and blue mints from County ..uditor and Commissioners, relative
to replating Xurths addition. This matter was referred to Street committee
and attorney Charles O'Brien.
Motion made by Pangle to reopen Bid submitted on two pick-up trucks,
and consider purchase. motion seconded by Linderman, carried so ordered.
After short discussion, motion made by Linderman for the purchase of one
one-half ton truck for the water department retaining r'ord V 8 Truck and
one one-half ton truck for the Stre,t Department, turning in 1926 model 'T
truck as per -advertised specification in bids submitted. Purchase amounting
to 41,529.96. Motion seconded by Linderman, carded by roll call vote of 5.
