Mayor Hicks presiding. The Council met in Special Session got the purpose of adopting thei,budget for the year 1940'. Councilmen present on roll call were 4. E. Burns, Q. L. Pangle, Art Partch and .1. M. destby; C. V. Downey appearing at eight twenty. Absent were M. J. Linderman and M. J. McDonnell. Art Partch was called to the Depot at 9;25. It was agreeded to that changes in the budget would be made by unanimous consent and hereby eleminate making of motions. A number of changes were made in ac- cordance with the request of various Councilmen and the Ilayor; The Budget was made in shape for passgge as an ordinance. ORDINANCE 14 0. 446,ADOPTING THE BUDGET I+'OR THE YEAR 1940, was given its fir reading, motion made by Downey seconded by Burns. Carried, that ordinance No, 445 be declared to have had its fTrdt-r�aadin Motion made by Pangle seconded by Downey that Ordinance No. 446 bevgit4n its second reading by title only, and ordinance was read by title. Motion made by Downey seconded by Pangle and carried that Ordinance 10.446 has had its second reading; !.lotion carried. Ordinance N0.446 was thereupon read the third time and motion was made by Pangle and seconded by Downey and carried,that ordinance ido. 449 be declakied to have had its third reading. Motion was then made by Pangle and seconded by burns and carried by a roll call vote of four, that Ordinance 1lo, 446 be declared as finally adopted. Motion made by Pangle that the claim be adjus according to prior claims; ;lotion seconded by Linderman and carried by a roll call of four. I,ir. Skill informed the Council that a lower rate effective September 1st., on s ornamental, overhead and underpass lights, would mean a reduction of about ;"348.43 annually. A letter from Karl Grimm representing the Active Club, *as-rea(1, in regard to ere street signs in the business and residentiet district from Tacoma to Tenth, Columbia Henry all enclusive and through Tenth to the Bridge. The Club now proposes to furnish all pipe necessary to begin the work and to provide posts for the signs providing the City agrees to furnish all other material and labot for the projeet; 1Sfter a general cussion relative to financing, a motion was made by Pangle to borrow by resolution f the Gereral L.I.D.Fund of 9"514.96 enough monde to erect street signs in the above men erea. motion seconded by Downey carried tinamimousl.I- without dissent on itoll Call. Motion made by Downey that the action of the aforesaid motion be turned over to the S Committee to carry out street sign project with ActivecClub seconded by Pangle carrie so ordere RNSOLUTION DRA'WIT UP BY O'BRIEii READS AS FOLLOWS: BE IT RESOLVED, By the City Council o e Ci y of Pasco, that the City Treasure, be and is hereby authorized and directed to transfer. on the books of her office from the fund known as L.I.D.General Fund, to the General Fund of the City of Pasco the su x514.96 and to render the same available to the STreet Department, of the said City the year 1939; Be it further resolved that the sum so transfered be returned to the L General Fund as soon as monies therefor shall be available in the general fund of the said City. Marquis desires to -surrender L.I.D. Bond r15 of district #32 belonging to Butler Disma for the amount of money in that fund at the present time which is x}388.92. After a sho discussion a motion was made by Pangle to table the letter for further investigation. Motion seconded by.Linderman and carried,so ordered. M. L. Driscoll!s letter of September 2nd., to the Ilayar and Council was read, he expresses a strong -desire in having the City Streets and alleys clear weeds especiall;,' the Russian Thistle on account of it being a menace to hay fever sufferers; this was discussed with no action taken. A letter to J. F. O'Herin from Frazier & Company relative to the City Council hav- ing accepted the Blanket Program of Insurance, through their Agent Mr. Grant Stringham There wac a binder attached, same to be filed ;.nd letter returned to Irlr J. F. O'Herin both were noted. Council in favor of having liability and property damage insurance on Cemerer3t car transfered to the City Grader, clerk to contact r. O'Herin with this reouest. 9. 1939. COUTINUED. 0 ---,TS FROM OFFICERS: Mr. D. W. McGhee's Svater report for the month of September and October was read. The City Treasurer's report for the i'onth of Septemper was read. The City Clerks 1:onthly Budget Report for the Month of September was presented. The amount o$ Business License Fee received to date is 9"7, 912.50. SHED BUSINESS: Extending Street lights on ,lest Lewis Street was discussed, Notion marle by Pangl that Street Committee and C. M. O'Brien draw up specifications for bids, motion second by Downey and carried so rodered. BUSINESS: A petition was read asking that 1J .P. Plat block fourteen lots one to eight both inclusive, be cleaned up; The chicken house back of the Peoples Store must be removed also junk rubbish and machinery. Motion made by Downey that petition be turned over to the Police Department to see that this condition be cleared up. :lotion ,seconded by Linderman and carried so ordered. Letters from R. H. Corey consulting Engineer of Portland Oregon, to the Ila yor an Council placing his application with the City for future engineering work, was reviewed lightly; Clerk to inform Mr. Corey that there are no projects contemplated at this time Gerald Hall's name was given to the Council by D. 17. 11cGhee and recomended as bd ng a compitent engineer residing in Yakima Washington thus being close and easy to obtain. Clerk to write Mr. Hall asking him to cohtact the ::ayor and Council at some convenient time in the near future. The light marking the enterance of the Underpass at the east enterance on the south side is minus a globe, 11r. Brickey to be advised of this condition. A motion to adjourn until next regular meeting night November 2nd at 8 o'clock P.
