ROLL CALL: Roll call by clerk councilmen present were Burns, Downey, Linderman & Pangle absent were McDonnell, Partch and Westby. READING OF THE MINUTES: Minutes of the previous meeting were read and approved as read. BILLS & COMMUNICATIONS: A letter was read from the Association of Washington Cities, relative to Finan Officers' Sectional Meeting, to be held in Spokane May the 19th & 19th. This meeting was discussed at length, also the meeting of the Pacific Water we Association to be held in Tacoma Apr i the 11th, 12th., & 18th. Motion made by Pangle and seconded by Burns that mea s be made available to send representati to these meetings. Motion carried. REPORTS FROM COMMITTEES: Street Committee given more time to investigate out laying sewer service, and widening Yakima Street. Building Committee not ready to report on blanket coverage insurance. Cemetery Committee granted more time on determining changes in prices of lots, account Mr Westby's illmess. REPORTS FROM OFFICERS: The City Treasurer'8 March report was reviewed; The Water Department's Monthly Report was read and discussed. City Clerk presented the Monthly Budget Reports. C. M. O'Brien advises he has filed application to have the R. A. Kling grope put up for sale. INSTRUCTION & READING OFORDINANCES & RESOLUTIONS: ORDINANCE NUMBER 443 declaring an emergency and providing for a Deputy City CL and for compensating such deputy City Clerk for Services to be rendered. Be it ordained by the City Council of the City of Pasco as follows; SECTION ONE: WHEREAS: an emergency has arisin which could not have beasonable been foreseen the time of making the budget for the year 1939, which emergency requires the expenditure of monjtenotrprovided for in the budget. Such emergency being occasi by the increase of work in the office of the City Clerk, growing out of the col lection of license fees, and out of the fact that the duties of the City Clerk were believed not to be sufficient to require an assistant in such office. AND WHEREAS. it now develops that such work does require an assistant therein a it is estimated that it will require an expenditure of $300.00 over and above that provided for in said budget for the office of City Clerk. THEREFORE, The City Council does hereby declare an emergency to exist requiring expenditure of $300.00 over and above the amount in the budget for the office o City Clerk. SECTION TWO: THE City Clerk be and is hereby authorized to employ as assistant or deputy for a salary not exceeding $25,00 per month, and that emergency warrents be issued pay the salary of such deputy when. so employed. SECTION THREE: This ordinance shall take effect five days from and after its passage and publi cation. Motion made by Downey and deconded by Burns that Ordinance number 443 has had its first reading, va.rried by vote of four. Motion made by Pangle seconded by Downey that Ordinance number 443 have its sec reading by title only. (FINISHED BUSINESS: Relative to work on Third Street the WPA crew is in need of a concrete mixer; Mayor Hicks in favor of selling or trading ca.terpillar,to obtain more useful equipment, all agree that the City should have a mixer for use in the various departments, arrangements could be made to obtain by a joint purcgase. For the present City Clerk to write Wm Knox, WPA Zone Engineer,Division of Operation, Yakima, asking if a mixer would be available for this project; Also to advise Mr. Collier that on his next trip to Pasco the Street Committee of the Council would like an interview with him. Pangle and Downey produced litature on a small gasoline power mixer with water mixer to cost 435.00 dollars known as the Jagear. Telephone polls on Third Street in the vicinity of the High School and Park, no to be moved, since the widening of that street. Mr. Downey to contact Mr Skill ascertain how this situation is to be handled. CALL Roll Called by the Clerk, Councilmen present were, Burns, Downey, Pangle and Partch. Absent were Linderman, McDonnell and Westby. 9 & COMMUNICATIONS: On account of Art Partch having to leave the meeting at nine oclock, Motion was made by Downey and seconded by Pangle that regular order of business be set aside and the claims against the City be taken care of. A claim for x'1,134.21 from the Hugh G. Purcell Company, covering Pipe, lead & Oakum for the River View Park, was with held and the Clerk instructed to write the Company relative to omitting sales tax and inquire about the .7311 price per foot accoubt, the amount purchased being shipped by 40,000 pound car load rate.
