CITY COUNCIL CHAMBERS
REGULAR SESSION JANUARY 5,1939.
CALL TO ORDER: By Mayor Hicks,City council met in an adjourned session.
ROLL CALL: The following councilmen present Burns, Downey, Linderman, Pangle & Westby
absent Partchi Thts begins the first business meeting of 1939.
MINUTES: Of special meeting held January 3rd read and approved as read.
COMMUNICATIONS: A letter from Attorney Chas O'Brien appointing Attorney Karl Grimm as
deputy City Attorney during his absence from the city.
A letger was read from Charles L. Powell Attorney at Kennewick Wask. ask.
ing for a copy of ordinance number 369, suggestion was made by Mayor Hicks
that Mr. Powell be advised the ordinance was quite lenghity to copy but he
could feel free to read or copy same by coming to Pasco City Hall. Clerk
ordered to write Mr Powell a letter to that effect.
CLAIMS: The following claims against the various funds were read and motion
made by McDonnell and seconded by Downey and carried unanimously on roll call
that the bills be paid.

REGULAR MEETINQ ADJOURNED SESSION JANUARY 19, 1939.
CALL TO. ORDER:
Honorable Mayor Pro Tem. W. E. Burnes called the meeting to order at BPM.
ROLL CALL:
Roll call by the Clerk present were Downey, Linderman, McDonnell, Pangle,
and Westby; Absent Art Partch.
TNUTES :
Minutes of the previous meeting read and approved as read.
SILLS & COMMUNICATIONS:
A letter from Mrs. J. Warden Secretary for the Townsend Club Number One,
relative to the Red Cross using the Council Chambers Tuesday nights; For some
time this has been their regular meeting night and Place.
The Public Building Committee are to contact the Townsend Committee
for rearrangements.
The Chamber of Commerce at Pullman Wash. inquired by letter into benefits -
difficulties encountered through the enforcment of our new zoning ordinance
nbmber 435. The Clerk was asked to advise that thus far every thing had been
very favorable.

A motion was made by Linderman and Water Dept 490.97
seconded by Downey carried unanimously on roll Total
call that Burns be appointed Mayor Pro, Tem.
MISCELLANEOUS: Mayor Hicks advised the council that the contract for raising the old
water tank had been signed and bonds furnished; The plans and specifications
were reYiewed by the council.
McDonnell inquired into repealing ordinance number 436, council
adjourned briefly while city attorney Karl Grimm prepaired a new ordinance;
Upon reconvening city attorney advised it necessary to put the question
of suspending regular order of business to a vote of the council;
At this time Mayor Hicks announced his intention to veto any ordinance when
passed by council, having any effect on the present situation concerning
filtration; Linderman made a motion to suspend regular order of business;
roll call vote as follows Burns No, Downey did not vote,Linderman Yes,
McDonnell Yes, Pangle No, and Westby No.Motion to suspend regular order of
business defeated.
Pangle brought before the council for discussion the bubject of
widening 3rd street from Bonneville north to the state highway; this was
given to the street committee for consideration.
ADJOURNMENT: Motion made by McDonnell and 2nd by Downey and carried that the
council meeting adjourn until 8 PM, Thursday January 19, 1939.

MISCELLANEOUS:
HEREAFTER licenses will be issued by the City Clerk when application and
fee are presented, except when something doubtful or unusual appears
motion made by Pangle and seconded by McDonnell and carried without
dissent on rollcall .
License Fees for the City, to date total $1110.50.
FUNDS amounting to $1340.45 were transfered from the Cenetery fund to
the Current Expense Fund, motion made by Linderman and secended by
Westby carried unanimous by roll call vote.
CITY HALL REROOFING WARRENT amounting to $101402 interest $55.67
making a total of $1069.69, was order paid motion made by Downs$ seconded
by Pangle and carried unanimous by roll call vat.
Mr.Dave McGhee brought before the Council the matper of adiquate pumping
facilities for the new water tank during the process of raising the old
one. The Water Committee with other members of the Council and Mr. McGhee
will investigate and w(I out this question.
Mr. I. N. Brickey asked the Council through Mr Pangle to give some con-
sideration to two second hand dump trucks needed badly for expediting
street work; Street Committee were instructed to look into this thoroughly
McDonnell volenteered to obtain prices on trucks in this class while in
Spokane.
Vic Pangle asked for the annual quota of fire hose, and that quotations for
same be obtained; He also asked for parts and repair work for the Pressure
pump of the old fire truck, this pump is badly worn by sand.
ASSOCIATION OF WASHINGTON CITIES: Legislative information Headquarters,
room 337 Olympian Hotel Olympia, Wash; are sending bill reports to all
cities and towns members of the association; these bullitians are quite
lengthy to read at Council Meetings, so here after Mr. Grimm will review
them prior to the meetings and bring out and discuss points of interest
Council Meeting.
ADJOURNMENT: Motion made by Linderman and seconded by Mcdonnell and carried that the
meeting adjourn until February 2nd 1939.
