by Haylett, seconded by ;girth and carried, that the second paragraph of Section 3 be amended
to read "between center line of Shoshone St. and center line of Columbia St. on Fourth
Avenue".
Notion made by Christensen, seconded by Haylett, that Ordinance Ifo. 435 be deck
to have had its third reading. I:Iotion carried.
Notion made by Haylett, seconded by ';firth and cerried without dissent on roll
call, that Ordinance No. 435 be declared finally adopted.
Council informally asked clerk to have extra supply of Ordinance _Jo. 435 printed
while it was still set up.
W. P. .1. project providing for grading 7.2 miles of streets and alleys, placing
cu. yds. gravel snrfacing, the construction of 97,150 lin. ft. concrete curbs, the topping
and pruning of 3276 trees along streets, removal of 1000 trees, planting ,1200 trees with al
necessary appirjrtenant work was discussed and motion was made by ',firth, seconded by Haylett
carried, that the .',. P. A. project be approved and signed.
OUTSIDE TOILET FOR CITY YARD: Motion made by ,firth, sedanded by Haylett and
carried, that the water manager be instrneted to purchase an outside toilet for installatio
in the city yard.
RAISING OLD ,7ATER TANK: Matter of raising the 200,000 gal. water tank to sarse
as the new 400,000 gal.tank was discussed and motion was made by Haylett, seconded by 6iirth
and carried, that the ,later Superinten ent be authorized to contact 11r. Cunningham end have
hi•c tlike necessary stens to prepare drawings, plans and specifications and prepare bids Por
raising, the 200,000gal. water tank.

seconded by Christensen and carried unanimously on roll call:

A. R. Cox was at the meeting and asked the council for some kind of an answer in regard
to paying L. I. D. warrants held by H. 4- Deltuth; Haylett,,stated that in talking with
p'Herin about the matter, the latter stated that he did notf-tTiii''at it was a legal obligation
saninst the city under present conditions; no other report from Finance Committee was
presented, so the matter was permitted to lay over and the mayor informed Lir. Cox that
he would be notified about the recommendation of the committee.
Christensen made a motion that the council reject Ldr. Cox's request for payment of the
LID warrants but the motion was lost for want of a second.
John Beck appeared Before the council regarding vacation of alley in Block 24,
riverside Addn., end was advised that the council would consider this later.
The councilor informally agreed to grant .the request of the State Highway Dept.
for use of Columbia St. between 1st and 2nd for a site for a testing station, instead of
between 2nd and 3rd as previously agreed upon.
Mr. McKeever of the WPA ASY&D THAT THE CITY FU3III6H HIM flITH HOT TO EXCEED 16 gallons
gasoline per month for use of his car in connection with 1JPA projects abd aditer discussion
motion was made by 'oVirth, seconded by Christensen and carried, that McKeever be granted
le -allons per month.
MOTION 1IADE BY Christensen, seconded by ',Jirth and carried that the regular order of
business be srisnended.
COU11CIL CANVASSED THE VOTES CAST IN THE CITY PRIIIARY ELECTIO14 Nov. 9th and opened up
absentee ballots for inclusion in the officdaal count. The following resolution was then
read:
"RESOLUTION FOR CANVASS OF VOTES OF P_;II1ARY ELECTION. /moo
The City Council of the City of Pasco having met to canvass the vote cast at the
City Primary Election held november 9th, 1939, for the various city offices to be voted
upon at the regular city election on December 6, 1939; and the City Council as said canvass_
inp board having received the election returns from the City Clerk and having duly canvassed
the said election returns, finds: That there was cast at said City Primary 1599 number
of votes in total; that the candidates on the Indpendent Citizens Tickets for the various
offices received the following number of votes: For Mayor, Raymond Hicks 1249; For
City --Treasurer; Aurelia M. Pratt 755, Lary Mee 791; For City Clerk: Gertrudd Speier
596, Adah 11. Perry 927; For City Attorney, C. I.I. O'Brien 637.
"On the Civic Improvement Ticket, the following candidates received votes as
follows: For City Attorney, K. J. Grimm 794.
"And on the Independent Citizens' Ticket for Councilmen as follows: For the Four_
Year Term: Victor L. Pangle k2O8 ; it. H. Henderson 1163; 4. R. Cox 1193; Councilman_

"WHEREFORE The Council finds that the following named persons were nominated for

Letter from Geo. B. ''dells of Dade City, Fla. esked regarding some bonds in L. I. L.
o. 34, which hPd matured in 1922 and this lett r was referred to the Finance Committee.
RAISING OF OLD 'NATER TANK 35'3" was discussed and motion was made by Wirth, seconded
Haylett, that the city advertise for bids for raising the old tank, bids to be opened
pec. 15th; motion carried.

BIDS FOR SUPPLYIiaG CHLORIDE FOR 1939 were read from the Pennsylvania Salt I.Ifg. Co.
"�iashington and the Hooker Electrochemical Co., both of Tacoma 9nd both bids bring identi_
1 as to price, nine cents per lb. f.o.b. Tacoma or 10- cents per lb, f. o. H. Pasco.
Pon recommendation of the Atter Dept. the contract with the Pennsylvania Salt Co., who
:ow furnish the chlorine, was accepted, motion being made by Haylett, seconded by Christen_
en and carried, that the mayor be authorized to sign the contract with the Pensylvania

The Council informally authorized the transfer of the business license from the
Felson Motor Co. to E. C. Smith, for the balance of the year.
The nroposal of Horrigan & Harrigan for 6. settlement of outstanding L. I. D. taxes
PRainst the Monley property on Columbia St. was discussed, the city attorney recommending
that settlement be made on basis of original tax (i?121.00) and interest be waived. INotion
Made by Haylett, seconded by Wirth and carried, that the city attorney be anthorized to
make a settlement with Horrigan °.: Horrigan on the above basis.
SETTLEIJZi�T WITH `TEEL TA11K & PIPE CO. brought up and City Attorney stated that he
had sugsested to them, that the city would Naive the penalty assessed ags.inst them if the
tank company would waive the repayment of sales tax. No further action ta_en.
