ROLLCALL: City council met in regular session with Mayor Hicks presiding and fo ing councilmen present on roll call: Burns, Christensen, O'Herin and wirth; absent w Haylett, LeRoux and Partch. MINUTES OF MEETINGS HELD AUGUST 18th and 23rd were read and approved. Regular order of business was suspended by unimous consent in order to consider Ordinance No. 43 ORDINANCE NO. 436, PROVIDING FOR SPECIAL ELECTION TO APPROVE OR REJECT PROPOSED BOND ISSUE OF $67,375. to oover IK=t cost of a filtration plant was given its third reading. Motion made by Christensen, seconded by Wirth, that the date of election be changed to September 20th, instead of September 6th; motion carried unanimously. Motion made by O'Herin, seconded by Burns, that Ordinance No. 436, be declared to have had its third reading as amended; motion carried unanimously. O'Herin moved, seconded by Wirth, the final adoption of Ordinance too. 436; roll e, ordered and showed Burns, O'Herin and Wirth voting for the motion and Christensen against Christensen explained that the cause of his vote against the motion was because he under. stood that a report from the minority of the fact finding committee had been filed and he thought the council should discuss that minority report before taking action on the ordinance. No report had been filed with the clerk or council by the two minority memb of the committee and then Mr. Christensen said that inasmuch as no such report had been filed, he wished to withdraw his vote against the motion and wanted to go along with the council in adopting the ordinance; he asked that the record be changed to show him votiA "Yea". Inasmuch as result of roll call had not been formally pronounced, the mayor now gave the result of roll call on the motion, as having been carried unanimously. While discussing the matter, Mr. O'Herin left the council chamber and as he failed to return, the meeting was adjourned. account no quorum. W• &.for aid in constructing a community hall, as follows was read and adopted upon motion made by Wirth, seconded by LeRoux and carried: "A resolution authorizing the City Clerk, Gertrude Speier, to file an application to the United States of America through± the Federal Emergency Administration of Public Wor for a grant to aid in financing the construction of a community building and designating G. A. Pehrson, Architect to furnish such information as the Government may request. "BE IT RESOLVED: by the Council of the City of Pasco, Franklin County, State of Washington: "SECTION I That Gertrude Speier, City Clerk, be and she is authorized to exercise and fil an application on behalf of the City of Pasco, Franklin County, State of Washington. to the United States of America for a grant to aid in financing the construction of a community building. "SECTION II That G. A. Pehrson, Architect, be and is hereby authorized and directed to f*urnisa such information as the united States of America through the Federal Emergency Administration of Publick 'Works may reasonably request in connection with the application which is herein authorized to be filed." J. H. Perry appeared before the council relative to claim for damage to his pro at 626 W. Clark St. and motion was made by LeRoux, seconded by birth and carried, that t matter be ref,rred to the Street Committee to investigate and report at the next regular meeting. Continued. was read and ordered filed upopi motion made by Wirth, seconded by LeRoux. Assn. of Wash. Cities asked the council to place an additional ;740.00 in their budget next year. STEEL TANK & PIPE CO. submitted a bill for balance of their contract, 06362.00, p state tax of $535.60. or total of 9'5997.20. Motion made by Haylett, seconded by Wirth an that consideration of the claim be postponed until the next meeting. BIDS FOR CONSTRUCTING SIGNAL LINE were opened; only one received, it being from the Empire Electric Co., at cost of $491.12. Motion made by Wirth, seconded by Haylett, that consideration of the bid be postponed until the next meeting; carried. BIDS ON POLICE CAR were opened from following: Maughan Motor Co., 01095., less X375. for old car, or $720. net. Nelson Motor Co., $1037., less I`400. for old car, or .637. net Conlen Auto & Impl. Co., X915. Motion made by Wirth, seconded by LeRoux that the bid of the Nelson Motor Co. be a cepted as the lowest and best bid; roll call ordered and showed 3 Ayes and i No as follow Ayes, Haylett, LeRoux and Wirth; Noes, Burns; motion declared carried. Petition for a light at 8th and Clark was ea referred to the Light Committee. 'Matter of Salary for Chief of Police Buchanan was referred to the Police Committ for consideration and report at the next meeting. UNIFORMS FOR POLICE DEPT. discussed and motion was made by Haylett, seconded by Wirth end carried, that members of the Police Dept. be instructed to secure uniforms, that the city will advance the payment for the nniforms and that members will reimburse the cit; by deductions 4t from their salaries over a peri o of s x months. Following `-Rdopting the budget for 1939 was thereupo4 read and adopted upon motion nada by Wirth, seconded by Haylett and carried: "WHEREAS, the City Council of the City of Pasco, Washington, met in regular session on Thursday, the 15th day of September, 1939, to consider the preliminary budget the City of Pasco for the year 1939 and having made such revisions as deemed advisable in said budget as submitted by the City Clerk, "NOW, THEREFORE, BE IT RESOLVED, that the preliminary budget as considered be and the same is hereby ordered placed on file for the information of any pax -payer who may call at the office of the City Clerk, for information regarding same, or for copies thereo. "BE IT FURTHER RESOLVED, that the City Clerk of the City of Pasco give due notice that the said preliminary budget is on file and that the city council will meet on Monday, the 3rd day of October, 1939, at the hour of 9 o'clock PM at the City Hall in the City of Iasco, for the purpose of fixing final budget and making tax levies in accordance therewith; that the City Clerk cause such notice to be published once each week for two consecutive weeks immediately following the adoption of this resolution." ROLL CALL: Pursnant-to a call issued by Mayor Hicks, the city council met in special Sion with following members present on roll call: Mayor Hicks, Councilmen Burns, istensen, O'Herin and Wirth; abentees were Haylett, LeRoux and Partch. The call the meeting was the read, the call stating that the purpose of the meeting was for the pose of canvassing votes at the recent election, consideration of the budget for 1939, Sideration of the zoning ordinance submitted by the Planning Commission and such other tern as might come before the council.
