IVIIIJUTE5 OF SESSION HELD 014 July 7th, 21st, 29th and August 4th were read and apprcr. Representatives of the 'Nestern dell Drilling Co. of San Jose, Calif. appeared befr the council regarding wells, but were advised that they had better submit their propositi - to the citizens' fact finding committee which was to meet the follo..inp night. Mr. Collyer of t.e NPA office at Yakima was present and spoke about the propose project covering sidewalks and curbs. At Toppenish, he stated onnder a similar proje the sidewalks were paid for by the property owners.. ld)tion made by Haylett, seconde Wirth and carried, that the mayor and clerk be authorized to sign project for Sidewalks curbs. P. & L. Co., pump cower _ _ _ _ 790.03 901.65 A commrnnication from Id. n. Krier protesting against a bill sent him for 9`12.50 for damage to a water hydrartwas referred to the 'dater Committee. The Empire Electric Co, advised the city that a signal line from the new water tank to the pump house would cost a little less than X500. and a motion was made by Christensen, seconded by Burns and carried, that the '.Vater Supt. be authorized to call fo: bids on a signal line from the rater taink to the pump house. A communication from the Assn. of ;Jashington Cities called attention to tho ad- ditional tax money cities were to get and that legislative candidates should be lined up on the matter. ADDITIONAL PAY1:1-LIT 014 ,TATER TANK. The Steel Tank & Pipe Co. wrote asking that another 20o be paid on the contract*price of tank in accordance with contract. Tdotion made by Heylett, seconded by Wirth and carried without dissent on roll call that City Clerk be instrncteci to draw a warrant for 9%352.00 in favor of the Steel Tank & Pipe Co. sa s partial nayment on their cintrct. ( WAR3ANT 3340 Issued.) A request dated July 15th from the Steel Tanl, & Pipe Co., asking that they be given additional time to complete the water tank was 'read, they wanting an extension to about Aug. 15th and letter was ordered filed. Clerk's reportfor July in typed form was passed around. Renort of the ',Vater Dept. showed a net gain of `959.56 for the previous month. Jm.Falk asked the council regarding a building permit for a brick rest room he desired to build at 4th & Clark by the ,Vhite zose Service XK± station and Bldg. Inepect Burns advised the council he would investigate this promptly. Ordinance ido. 435, covering zoning of the city, submitted by the Plat,.i.p Commissiod was discussed briefly but no action taken. No report was received regarding a light requested on East Lewis St., nor did Liayor Hicks announce any apTlointment to the Park Board. Clerk asked regarding license fee for doing business in the city tax owed by the Steel Tank & Pine Co. and whether same should be collected and was informally advised that license will be collected. Clerk called attention of the council that altho budgets from various denartme:: were due in her office by Angnst 9th, none had been received from the City Treasurer, Police' Dent., Fire Dept., Parks Dept. and Police Jndpe. Wirth stated he would see that Police Dent. submitted their budget promptly, but no other action was taken. NEW POLICE CAH: Motion made by Haylett, seconded by Burns and carried, that City Olerlr be instructed to drew up a. call for bids for a car similar to the ones used by State Patrol, the old car to be taken in as a part payment on the new car, bids to be opened Sept, 1st. Specir ROLL CALL: Pursuant to call put out, the city council met in special session Mayor Hicl=s presiding and following councilmen present on roll call: Burns, Christen O'Herin, Partch and Wirth; absent Haylett Leiioux. CALL- OF 1e1EETI11G, as follows, read: "A special meeting of the city council is here_ called for 9 o'alock P. I.I., Tuesday, August 23rd, 1939, for the purpose of receiving acting on the renort of the "Fact Finding Committee on 'dells and Filtration Plants"." REPORT OF TFE COIII:4ITTEE WAS READ and Hill Williams, Chairman of the commttee, rised the council that all members of the committee were agreed that facts covered the report were correct; in recommending the filtration plant, however, four of committee agreed on this, while a fifth one (Mr. Kerfoot) had phoned I:r. dilliams t he too would sign the report favoring the filtration plant; the other two members the committee, Idessrs. Davis and yov�iney, however, did not agree with the majority ort, except for the statement of facts. !_lotion made by Partch, seconded by ,firth, carried, that the council accept the report of the committee, which was a very clear ort and saved the council a great detl of work and that asfar as the council was con_ r:ied, they thought the statement of facts were correct. A motion was then made by ristensen, seconded by girth and carried, that a vote of thanks be giv•_-n to the com_ ttee. At this poilit, Partch was excused. 1lotion made by ',girth, seconded by Christensen and carried, that the report of a committee be 1Kx'ss9ctx published in the Pasco Herald and 1000 additional copies nrinted for dis'tribntion, that the committee be authorized to »dd to their renort h information, as statement of break -down of the thins which the bond issue and grant old pay for, in addition to filtration plant. Do action was taken on the ordinance covering calling election for authorising e,nance of bonds, etc., as this will be taken up at the regular meeting Sept.lst.
