sleepers in the vicinity and this matter was referred to the Police Dept. to see that
they close at the regular closing hours.

Outst9nding business licenses briefly discussed and Police Dept were to be notified
bring dilinquents before the Police Judge.
Light Committee reported that they were not ready to report on light on East LevisSt
but that the matter of a,ight at 4th and Shoshone had been taken up with Manager Skill of
P. P. & L. Co. Motion made by Wirth, seconded by Christensen and carried, that City Clerk
be instructed to write P. P. & L. Co., asking them to place a 200 watt light at 4th and
Shoshone Sts.
Regarding light asked for by the American Hotel, Haylett called attention to fact th
there now two pole lights at 5th and Lewis Sts. end council took no further action.
Matter of new sign at Motor Inn discussed as it appeared dangerous to some of the
councilmen; this matter referred t:) City Attorney to see if owners would sign an agreemon
absolving city from possible damages.
No report from Fire Chief regarding vacant building on East Lewis St•, which some
councilmen thought at previous meeting, should be removed.
Mayor advised the council that he had not yet filled the vacancy on the Park Board,
Mayor also informed the council that he met Mr. Hockley of the P. W. A. and also
kx t made a report regarding the meeting of the Assn. of Wash. Cities and their action on
Initiative No. 127.
FILTRATION PLANT DISCUSSED; Wirth suggested that the dater Committee prepare a
letter to (Yater users, explaining just idnk what the $122,500. P. i7. A. project covered.
Wells also discussed and J. W. Cunningham advised the council that he would see plr Piper
the U. S. Geological Survey on Ground ',later Investigations and have him furnish informatio
regarding this vicinity. He suggested further that the letter to be sent out be made aim
in a question and answer form. The work on the tank he stated was getting aling in good
Matter of raising present tank discussed and Cunningham stated that he had a bid from
Baardsmore & Co. on this job; labor would be $4500. and material $3000. He also advised
the council that if the filtration plant did not go thru, the pumps still needed modernize
as present layout was obsolete. The matter of foundation of new tank is not yet settled
altho he did not think the contractors could get additional work paid for as their work wa
based on a yardage proposition and the bill submitted by the contractors was several hundr
dollars higher than the engineer's figures sh)wed it should be.
Matter of cleaning the streets was discussed; councilmen were of the opinion
that streets should be cleaned every night and street commissioner was authorized to hire
man to clean the streets (informal authorization) and it was thought that streets could be
cleaned by a man working four hours per night.
ADJOURNMENT: Notion made by O'Herin, seconded by Christensen that the meeting
adjourn; motion carried.

Report of water manager for the previous month was read, showing a net loss of
,779.92, this being due to payments on new tank and replacing mains.
Escort of treasurer passed around, while report of clerk in typed form was furnished
each councilman.
ORDINANCE No. 436, providing for issuing bonds amounting to 667,375.00 to cover
)st of proposed filtration plant and making other improvements to the water system was

In connection with the vacant building on Epst Lewis St• which members of the
nmcil thought should be removed, motion was made by Haylett, seconded by 'Wirth and
rried, that the city attorney be instructed to contact the owner, (Ross B. Kirl-wood,
05 N. E. 4th Ave., Portland) and have Kirkwood declare his intention as to the property,
otherwise the city will tear it down. _
Matter of sign across the walk at the I:Iotor Inn discussed and Christensen stated that
Kerfoot advised him that he had liability insurance on the sign. It had been sng,est_
that Mr. Kerfoot should give the city a letter relieving the city of any liability which
pht hepuen due to the sign. No further action taken•
CHIEF OF POLICE BUCFAiIAN'S SALARY was discussed as Clerk wanted to know at what
to to pay him and Patrolman Cooney and Haylett stated that Buchanan was to draw the salary
chief for the month of July,
A letter was read from Arthur I.I. Piper of the U. 5. Geological Surve,; at Portland,
which he stated that his department would be willing to make a servo;; of the Pasco basin
rep_ard,to ground water conditions, but if the city wanted such a survey in the near
tore, it would cost the city fifty per cent of the total cost, his department assuming
e other half of the cost. If the survey could be postponed for some time, it might
done ,vith little cost to the city, but s,1ch a survey would take from six months to a
Ar at least.
