ROLL CALL: Pursuant to a call put out by the mayor, the city council met in sF session with Mayor Hicks presiding and following councilmen present on roll call: Burne, Christensen, Haylett, LeRoux, O'Herin and 'Wirth; absent Partch. CALL OF THE MEETING WAS READ AS FOLLOWS: "A special meeting of the City Council is hereby cal led for 9 o'clock P. hi., Saturday, June 11th at the City Hall in the council chambers for the purpose of taking cup matters pertaining to the Filtration Plant and P. Grant, or Grant and Loan." Figures submitted by Baar & Cunningham, suggested that total cost of a filtration plsnt capable of handling 4,000,000 gallons per day,aagtotxkimprovements to the distribu ing system and rehabilitation of pumping system would be bblff $122,500, of which 67,375, would be furnished by the city and grant of the government would be 55,125. The followinresolution was read and adopted by the council upon motion made by O'Herin and seconded fy ChristAneen: Be it resolved by the City Council of the City of Pasco; Section 1. That the City Clerk be and he is authorized to execute and file an application on behalf of City of Pasco, Washington to the United States of America for a grant to aid in financing the construction of a filteration plant and other improvements to City ,Nater System. Section 2. That John ',N. Cunningham, be tis hereby authorized and directed to fu such information as the United Stated of America through the Federal Emergency Administra of Public 3orks may reasonably request in connection with the application which is herein authotized to be filed. Hatter of wells discussed and water committee was informally asked to get in contact with A. A. Durend, well driller, and talk the matter of wells over with him and to the council. Haylett stated that samples of water from three wells had been submitted for to as to hardness and the tests showed the water very hard. ADJOURNMENT: Motion made by O'Herin, seconded by Christensen and carried, that the meeting adjourn. MINUTES JF MEETINGS HELD JUIJE 6th and 11th were read and approved. CLAIMS: Following bills were read and ordered paid upon motion made by Christensen,j' conded by Burns and carried on roll call: Water Fund: nl 77 A. M. Hauschild, refund on civil service examination 1.50 102 Harry Sandstedt, repairs to mower at Riverside Park _ 2.50 4.00 Postcard received from state Dept. of Labor, etc. advising that Dr. Backman was lowed $7.00 for attendance on J. P. Green and this was ordered filed. Communication from Didelity & Casualty Co. regarding completion of work under air contract by D. H. Kimpel and Fred Dill was referred to 'Water Committee. to be ted on at the proper time, upon motion made by Burns, seconded by Christensen. Wires from Senators Schwellenbach and Bone were read advising that WP. P. A. project 949, amounting to $61942., for street and alley work, had received presidential approval. Letter from Steel Tank & Pipe Co., asking for 60. of contract price, or 16,056. provided for in contract for construction of tank, total price of which is 26,760. s laid over until the next meeting. Request of Mrs. Tina Brown of American Hotel asking for 300 watt. light near the tel was referred to the Light Committee. Washington Progress Committion asked that city appoint a committee to help work t plans for the 1939 State Golden Jubilee, but no action was taken. City of Yakima invited the city to come to their town for their annual Old Timers lebration; this was read but no action taken. LETTER READ FROM THE STATE DEPARTMEIuT OF HEALTH URGING THE CITY TO APPLY FOR A deral garnt or loan inx connection with installing a filtration plant and this was aced on file for future referrence upon motion made by Haylett, seconded by Christensen. Baar & Cunningham urged the city 'jp appoint an inspector to seethat new rivets d connections for new tank are handled in proper manner and motion was made by Burns, conded by Christensen and carried, that the communication be turned over to the 'Water mmittee and for that committee to use their discretion in the matter. C. C. Hockley advised that he would be at the Court House at 10 AM, June 29th and uodd be glad togo over P. W. A. projects; motion made by Haylett, seconded by Burns at Mayor Hicks and L'Herin be requested t) attend the meeting to get all information asible; motion carried. Notice of special meeting of Washington Assn. of Cities was read and motion was de by Christensen, seconded by Burns end carried, that the Mayor be authorized to attend e meeting at Olympia, 2 PM, June 30th and that his expenses be paid. Communication fromthe City Planning Commission submitting a proposed zoning dinance was read and motion was made by Haylett, seconded by Christensen and carried at a special committee consisting of the Bldg. Inspector and Fire Committee be appointed go over the ordinance and report back to the council. PIPE BILL: Motion made by Haylett, seconded by Christensen and carried on 11 call, that the Water 1.4anager be authorized to make proper deductions for shortages d breakage on pipe pur,hased and that then a warrant be issued for the balance due to e Pacific Water Works Supply Co. Water Committee was to report on test wells and Haylett suggested that some location for a. test well be selected as soon as possible, so that a well could be put down. Suggested that Durand, well driller, meet with the Mayor, Water Committee, Planning Commission, civic committee of the Kiwanis Club and other people who are interested and that enthusiasts favoring wells be also invited to give some constructive line of thought in connection with nronosa.l to put in wells. Matter discussed and it was informally decided to have the Water Committee arrange for a meeting to be held Friday, July lst. LICENSE REFUNDS: Request of Spiv Hamiel for refund of X10.00 paid for a license for bakery was referred to License Committee for investigation. Mrs. H. H. Flesher and Mrs. Ted Flesher having disposed of the "Sessie" shop, asked that their license be transferred to the new owners and this was ordered ;$aka done upon motion made by Burns, seconded by Haylett and carried. Report of Water Ieianager I:1cGhee, showed net loss of ;j4260.34 for the nrevious month largely duo to pipe replacements and new tank footings, etc. CARETAKER OF CITY DUMP 'WAS DISCUSSED, as Mr. King had aslzed for the job and motion was made by Haylett, seconded by Christensen and carried, that King be given the job at $5.00 per month, clerk to advise him to that effect. Street Com. reported signs had been placed at 10th & Clark to ease traffic conditions there. LIGHT ON EAST LE,VIS St. near Rolison discussed and motion was made by Christensen, seconded by Burns end carried that the matter of placing the light be turned over to the Light Committee for report at the next meeting. A house in bad shape, vacant and without doors and windows on East Lewis St. was reported with suggestion that it be removed and motion was made by Haylett, seconded by Christensen, and carried, that the matter be referred to the Fire Chief for investigation and report. Adjourned Session _ June 23rd, 1939 Continued. Complaint had been made about bowling alleys operating until 3 and 4 ANI, dist sleepers in the vicinity and this matter was referred to the Police Dept. to see that they close at the regular closing hours.
