HomeMy WebLinkAbout04-22-1938 MinutesA;) CITY COUNCIL CHA11n9RS Regular Session _ April 21st, 1939 ROLL CALL: City council met in regular session with Mayor Hicks presiding and fol. lowing councilmen present: Burns, Christensen, Haylett, O'Herin and Wirth; absent LeRoua and Partch. MINUTES OF REGULAR SESSION April 7th were read and approved. CLAIMS CURRENT EXPENSE FUND: Voucher against city in favor of Mike Murphy, amount $$17.50, for labor in Sylveste, Park, was read and ordered paid upon motion made by Wirth,seconded by Christensen and carr, on roll call. Communication read from General Petroleum Corpn. protesting against paying the tax on businesses and professions, claiming it was illegal and that they would bring actio later to recover the $15.00 they were paying under protest. Letter ordered filed. A request from Steel Tank & Pipe Co. of Portland asking that they, hheck they had posted with their bid on tank be returned to t> -em, as they had furnished a bond e 4* .21-t G.— Communication from Assn. of Wash. Cities giving their program for the meetinget Tacoma May 5th and 6th was read and ordered filed. Aix DUTIES OF LIBRARY BOARD: An opinion was read from the city attorney outlini the duties of the Library hoard and stating that the Board was repponsible for running the library, spending money allotted in the budget for library use, could place what insur and where, when deemed necessary and that it was not necessary for the city council to OB vouchers issued by the Library Board. City Treasurer A. M. Pratt advised the council that she had appointed Mrs. Clary Ellison as her deputy and Mrs. Ellison's oath of office was also filed, ixgkxa effective date being April 12th. Finance Committee reported "progress" in the matter of lining up a bond retirew fund and Street Com. reported similarly in the matter of monuments at the city entrances, GRADER: The Street Committee and Councilman Haylett reported on the matter oP street grader and recommended that an Adams No. 20 be purchased; action on this deferred until later. Ordinance exdxx/No. 433 covering changes in the building code was passed over, its third reading to be given later. The Water Dept, reported net x loss of $97.75 for the previous month. LICENSES: Clerk reported '$63.00 collected in licenses since last meeting, makiq total for the year $4109.50; also called attention to the fact that Mr. Mallory had not paid for the 4 pin ball machines he owns nor had Geo. Austin Jr. for two in his place. Also said that outside contractors who were building houses in the town were not paying city license, one of them giving the excuse that he was building the house for himself but that he would sell it when he got the chance. The Mayor stated that he, the city ettornel Police Dept. would see that licenses were paid the next week. RAISING OLD TANK: The matter of raising the old tank was passed over. GRADER BIDS: Bids on a new grader were opened, bids being received as follc Columbia Eqpt. Co., Spokane: Austin Western $$3919.20, with x'919.20 allowance for old equi Feenaughty Machy. Co., one for '3525., another for $2900., with $$750. allowance for old e andadditional charge for starter. Howard Cooper Corpn., Adams #20, $2950. xk±k and #301 $$3900. ruith $1100, allowance for of L. A. Snow Co., Spokane:Warco machine, one for $3471. and another for $$3960., with allows of $692. for old eget. Webb Tractor & Eqpt. Co., $$3339., with allowance of $$991.50, to cost should be added $4'55F for scarifier, lights, canopy top. Kennewick Implement Co.: 3375., with i"900.ellowance for old equipment; to which should be added $465. for additional equipment on new grader. Motion made by O'Herin, seconded by Christensen and carried, that the council go i executive session. Council went into executive session. During this session, a moti was made by Haylett, seconded by Wirth, that the city buy an Adams No. 20 grader. There was cnnsiderable discussion on this motion and Councilmen O'Herin and Christensen, left t meeting, leaving the council without a quorum present. No action was therefore taken. FOUNDATION OF NEW WATER TANK. Mr. Cunningham being present and bids being on has for constructing the foundation of the tank, City Attorney gave it as his opinion that tha could be opened but that no action could be taken on them. Bids were therefore opened and figures worked out by IIr. Cunningham on the basis of the unit bids as follows: Ray Yates, total $3074.56; D.H.Kimple & Fred Dill $2225.20; Id. C. Meritt $$2974.63. TANK FOUNDATION: Bids as followsing having been submitted for constructing the undation of the new tank, they were discussed: Ray Yates, total bid $3074.56; H. Kimple and Fred Dill, total bid $2225.20; M. C. Meritt, total bid $2974.63. otion made by LeRoux, seconded by O'Herin and carried without dissent on roll call, that a kad'xkxxsrwxa3 contract be awarded to D. H. Kimple and Fred Dill, they to furnish a bond r the amount of their bid. FOURTH OF JULY FIRE CRACKERS were discussed and motion was made by O'Herin, second by Haylett and carried, that the same regulations will prevail this year as last, that that fire crackers can be sold for five days previous to July 4th, the letter date elusive. GRADER: Motion made by Wirth, seconded by O'Herin and carried, that the ncil go into executive session to consider the matter of buying a new grader. The ommendation of the Street Committee that a No. 20 Adams grader be purchased was on file the motion made at the previous meeting by Haylett, seconded by Wirth, that the city chase a No. 20 Adams grader was up fir consideration. A substitute motion was ered by O'Herin, seconded by Christensen, that the council reject all bids; roll call ered and substitute motion carried five to two as follows: Ayes , Burns, Christensen, lett, LeRoux and O'Herin, Noes, Partch and Witlhh. A motion made by Wirth, seconded by Partch that the old grader be repaired carried without dissent. Motion made by Partch, seconded by O'Herin and carried, that the executive session declared closed. OPEN MEETING: PROJECTS: Matter of preparing projects for future WPA and PWA work was discusse and motion was made by Christensen, seconded by O'Herinxxxtcaxxxt , that the Street ommittee get up a WPA project covering streets and bring it back to the council at the ext meeting. Motion made by Partch, seconded by Christensen, that the portion of the otion referring to committee reporting to the council be stricken; the amended motion as carried.
