ROLL CALL: City council met in regular session with Mayor Hicks presiding and fo lowing councilmen present: Burns, Haylett, LeRoux, O'Herin and Wirth; absent Christense, and Partch. MINUTES OF MEETINGS HELD MARCH 17th and 19th ane special meeting March 29th were rea and approved. ORDINANCE NO. 433, amending Ordinance No. 423 covering adoption of the buildin code, was read and motion was made by O'Herin, seconded by Haylett, that the ordinance declared to ]shoe had its first reading; motion carried. ORDINANCE NO. 434, creating a Civil Service Commission was read and motion made Haylett, seconded by Wirth and carried, that the ordinance be declared t6 have had its first reading. Motion made by Haylett, seconded by Wirth and carried, that both ordinances be given their second reading by title only, which was done. Motion made by Haylett, secou Wirth and carried, that Ordinance No. 433 be declared to have had its second reading. Motion then made by Haylett, seconded by O'Herin, that Ordinance No. 434 be declared to have had its second reading. Motion made by O'Herin, seconded by Haylett and carried that Ordinance No. 434 given its third reading, which was done and O'Herin moved, seconded by LeRoux and that Ordinance be declared to have had its third reading; motion carried. TANK FOUNDATION: Baer and Cunningham had sent in plans and specifications for the undation for the new water tank and motion was made be O'Herin, seconded by Wirth, that the ty advertise for bids for constructing the foundation of the new 400,000 gallon water tank, ds to be opened April 21st; motion carried. PLANNING COMMISSION: Mayor Hicks announced that he had appainted the following as tubers of the city planning commission: F. L. Perry, 6 year term; R. 0. Hall, 5 year term; B. Mayor Hicks was authorized to attend the meeting of Assn. of Nashington Cities at oma MAY 5th and 6th and meeting of Washington Progress Committee at Olympia, May 4th, upo ion made by Wirth, seconded by Burns and carried, motion being that Mayor attend the meet his expenses be allowed. O'Herin brought up matter as to how much power the Library Board had, whether the oard can place insurance on the city property without advice from the council and whether ou4cil had anything to say regarding their spending of city money. City Attorney O'Brien greed to submit an opinion covering this at the next meeting of the council. ADJOURNMENT: Motion made by O'Herin, seconded by LeRoux and carried that the meeting journ.
