ADJOURNED SESSION _ March 19th, 1939.
ROLL CALL: City council met in adjourned session with Mayor Pro Tem O'Herin presidin
and following councilmen present on roll call: Burns, Christensen, LeRonx and O'Herin.
MINUTES OF MEETING HELD MARCH 3rd were read and approved.
CLAIMS: Following bills against Current Expense and Water Fund were read and motion
was made by Burns, seconded by Christensen and carried without dissent on roll call, that
bills be paid:

No reports except one of "progress" received from committees.
Water Manager McGhee's report for the previous month showing net loss of $151.66
was read and ordered file.
Typed report of city clerk of expenditures was passed to each councilman.
ORDINANCE No. $
432, changing tax levied on service statiops from 06.00 to sis,00i
Class A and from $15.00 to 10.00 on Class B stations was read and motion was made by Chris'
seconded by Burns and carried, that ordinance be declared to have had its third reading.
Motion made by Christensen, secended by LeRoux and carried without dissent on
roll call, that Ordinance No. 432 be declared finally adopted as read.
Communication from the Steel Tank & Pipe Co. advised that they could cut at
least $500. from their bid on raising the old tank and possibly an additional $600. was
placed on file for future consideration.
A letter from Bear & Cunningham brought up the matter of raising the old tank,
making shop and field insrection of the new tank and revised their estimated cost of making
necessary plans and specifications for the change in pumps to $340. for engineering, in list
of their former proposition of $475.
Motion made by Christensen, seconded by Burns and carried, that Mr. Cunningham
be advised to arrange with Mr. McGregor to make shop inspection of the new tank at Portland
and that city will advise him later regarding the matter of field inspection.
The raising of present tank and matter of rehabilitating the present pumping
lay out was ordered held in abeyance until a future meeting at which more members of the
council olould be present.
Mr. Goldberry, repsenting the Allis Chalmers Co., advised the council that he
would arrange for one of their graders to be in Pasco sometime within the next week or t,.o
so that the city officials could see its work and he was advised that the city officials roc
be aklad to see the exhibition of the grader's work when it got here.
ADJOURNMENT: Motion made by LeRoux, secDnded by Christensen and carried
that the meeting adjourn.

CITY COUNCIL CHA133RS
Special Meeting _ March 29th, 1939.
ROLL CALL: Pursuant to call from Mayor Hicks, council met in special session
with following present on roll call: Burns, Christensen, Haylett, O'Herin, Partch
and Wirth; absent LeRoux.
CALL OF MEETING WAS READ, meeting being for the purpose of taking up mayter of
building n-rmit to be issued to E. G. Kerfoot for construction of a building at 6th and
Lewis St. Contractor IA. C. Nerritt was present with plans of the building, which was to
be a "motor inn" of 23 rooms, frame building with asbestos shakes on outside, 95 ft.
long by 49 ft. deep. Messrs E. T. Churchman, A. M. Johnson, F. L. Perry,cadx L. L.
Stringham and Hill Williams were present representing local businessmen and spoke in
favor of the permit being issued, calling attention to the fact that it would probably
be the largest local piece of construction this year.
Motion made by Partch and seconded by Christensen, that the council thought a
building permit should be granted but this motion was withdrawn.
Building Inspector Burns stated that the building would be a credit to the town
but that he would not issue a building permit, as it did not comply with the ordinance
establishing a building code. Burns further stated that he would not issue the permit
until the council took action and he was sure that fire insurance rates would not be
effected.
Motion then made by O'Herin, seconded by Partch, that it is the consensus of
opiniog of the city council that a permit should be granted to Mr. Kerfoot to permit him
to erect the building and that the building inspector is requested to issue such a permit
and that Ordinance No. 423 will be amended to take care of the situation at the next
regular meeting of the council. Roll call ordered and all voted for the motion.
Motion was then made by Haylett, seconded by Partch and carried, that the city
attorney be instructed to draw up an amendment to Ordinance No. 423, striking out Section
2, providing no building less substantial that Type 4 will be erected. In place thereof,
provide, "No building less substantial than Type 5 as described in said building code,
shall hereafter be built or erected, removed or repaired, or remoddled in that part of
the city known as Fire 'Zones 2 and 3, as the same maya hereafter be established, other
than dwellings.
ADJOURNMENT: Motion made by O'Herin, seconded by Heylett and carried that the
meeting adjourn.
