CITY COUNCIL CHAM9eRS '
Regular Session _ March 3rd, 1939.
ROLL CALL: City council met in regular session with following members present
on roll call: Burns, Christensen, O'Herin and Nirth; Haylett dame in later and Mayor
Hicks presided.
MINUTES OF MEETING HELD February 17th were read and apnroved.
CARNIVALS: A committee ffom Veterans of Foreign Wars were present and askedwhatt
city would do in regard to reducing the fee for a carnival they wanted to sponsor during
probably the last week in April or first week in May. They were informed that the city
not reduce the fee charged for a carnival, but that possibly some adjustment could be made
op account of the veterans policing the grounds. Messrs Huber and Lottrepresenting the
Kiwanis advised the council that they proposed to hold their annual carnival May 12, 10&
and asked that the council do not grant a license to any other organization for a carnival
prior to those dates. They were advised that the city could not withhold a license for
any organization and it was suggested that the Vets and Kiwanis get together and try to
iron the matter out between themselves.
0. A. Myklebost asked that something be done to improve bht Kitty Ball fields near
the passenger de-^ot and was told that the city undoubtedly would clear the ground and see
about furnishing water to settle the dust.
CLAIMS: Following bills against various funds were read and
motion was made by

Communications: Letter from Pasco Auto Co., asking that they be considered if
new cars were bought this year and was ordered filed.
Standard 011 Co. wrote the city that they were reducing price of gas in the
contract with the city 114V per gallon; ordered filed,
Letter from Geo. A. Custer, attorney at Ser ttle, asking what city would do in tt
matter of Bond No. 6 L. I. D. #29, which was held by a client and for which he was willing
to accept the $399.92 supposedly on hand; letter ordered placed on file.
AT THIS POINT HAYLETT CAME IN.
Treasurer's monthly report whs passed around.
Clerk reported license collections of $399.00 since the last meeting, ma'cing t�
for 1939 $3006.10 to date.
Letters read from the Steel Tank & Pipe Co. and from Barr & Cunningham in regard
to furnishing the new tank with welded bottom instead of revitted plates as specified

ad motion was made by O'Herin, seconded by Haylett and carried that Mr. Cunningham be

PUMPING FACILITIES:
MR. CUNNINGHAM SUBMITTED A PROPOSITION TO THE CITY, PROPOSING at a cost of $475.
analyze the pumping situation and determinewhat pumps will be required, to write
>acifications for such pumps, prepare foundation plans and pipe layout which would
)needed and to act in an advisory capacity. Motion made by O'Herin, seconded by Burns
A carried, that City Attorney be instructed to write Mr. Cunningham and give him
re views of the council. (Council thought the figure of $475. was too high.)
ORDINANCE NO. 432, changing rate of license fee to be charged service stations
is read and motion was made by O'Herin, seconded by Christensen and carried, that the
:dinance be declared to have had its first re -ding. Motion made by O'Herin, seconded
7Cbristensen and carried that ordinance be read by title for sec nd reading which was
me and motion was then made by O'Herin, seep byy Christensen and carried that
•dinance No. 432 be declared to have had its `reading.
Motion by O'Herin to give ordinance its third reading was lost for want of a
)cond.
An agreement from the Franklin County School District No. 1 proposing to lease
s 21 to 29 inclsuive in School Block Addition to the city for use as a parking place
read; agreement provided for a term of ten years but school district could cancel
after five years in event of property being sold. Motion made by Christensen,
onded by O'Herin and carried, that the lease be accpted.
In the matter of the city's claim against I,icRae Bros., motion was made by
stensen, seconded by O'Herin and carried, that the attornye notify McRae Bros. taht
city expects them to pay $40.00 so as to close the matter on the books.
Street Committee reported nothing done regarding monuments at the entrances of
city, while Finance Com, reported "Progress" regarding a bond retirement fund.
Mayor Hicks stated he had not yet decided whom to appoint on the city planning
fission gb: but would do so shortly.
Street Grader discussed and specifications for a grader were submitted by the
rest Committee. Motion made by Haylett, sec)nded by O'Herin and carried that they
ce,)t the recommendation of the Street Committee and that Cityx Clerk be authorized to
vertise for bids for a grader, bids to be opened April 7th.
ADJOURNMENT: Motion made by O'Herin, seconded by Christensen and carried
t meeting adjourn.
