W. O.-Goade, services as special police at E.F.Redd fire 6.50 Letter from Farmers k Merchants Bank of Cape Gireadeau,*Mo. regarding bonds held by in certain 1. I. D. districts was ordered referred to City Attorney. The Central Inspection- Bureau amd A. M. Hickox Inspection Bureau quoted following pr for inspecting new cast iron pipe and the water tank: Central Inspection Bureau: Cast Iron pipe 50¢ ton; shop inspection of tank 601 ton; construction of tank for occasional trips 12.50 per day plus expenses; for continual inspe of tank during construction $10.00 per day plus expenses. A. M.-H16koa Inspection Bureau quoted following: cast iron pipe 50� ton; shop inape of tank 751 ton;- construction of tank $16.00 per day plus expenses. Referred to Wator Ca Baar k Cunningham advised that the Steel Pipe & Tank Co. were getting ready to proce with the fabrication of material for the tank. Communication from Portl=and Cement Aeon. wanted to know why bids for raising tank we rejected and this was turned over to the Water Dept. L. I. D. BONDS: City Attorney O'Brien gave the council an opinion regirding L. I. assesments end advised them that there was no way for the city to clear its books of uncoll assessments except to collect them. The fact that the bond holders permitted bonds to been outlawed does not change the status and the city is still trustee for collection of assessm This applies to all L. I. D. districts except those which h d been foreclosed on thru the And except district for maintenance of the former water irrigation districts. The Pacific Water Works Supply Co. quoted a prive of 52V per ft, for 4" C.I.pdpeF.0,, Pasco and this was referred to the Nater Dept. The Clerk reported licenses amounting to $429.10 collected since the last meeting, making total 1939 cmttxx licenses is sued $2619.10 LICENSE FOR SERVICE STATIONS: Wirth of License Committee reported that they had met with a committee of service station operators and had agreed to let fee for stations st' at their present figures until next August when the matter xo uld again be considered when ti budget is made up for next year. Haylett coincided in this report. Berns submitted a minority report in which he stated that he believed -the fees charged should be reduced. Wirth moved, seconded by Haylett, that the majority report be adopted. A dele¢al of service station operators being present were given an opportunity to address the council Vote of the motion being called for the mayor being unable to decide whether it had carried not, he ordered a roll call, which showed motion lost 3 to 2 as follows: Ayes: Haylett and Wirth: Noes, Burns, Christensen and O'Herin. Motion made by O'Herin, seconded by C4ristensen, that section 64 be amended andfi $25. be stricken and in lieu thereof $15. be inserted and w 'ere $15. appears, it be stricken insert in lieu thereof $10.00. HEV lett raised objection, calling attention to the fact tie the ordinance could not be amended by a motion and the mayor sustained the objection. Motion then made by O'Herin, seconded by Chrietensen, that Ordinance No. 424 pert ing to licenses for businesses in Pasco be amended as follows: That Section 64 of the &for ordinance be amended as follows: Where the figures W,. appears, they be stricken and inse in lieu tkereof $15. and where figures $lb. appear they be stricken and insert in lieu there $10. Roll call ordered and shomed motion carried 3 to 2 as follows: Ayes: Burns, Chriete. and O'Herin; Noes, Haylett and Wirth. Motion then made by O'Herin, seconded by Chrietensen and carried, that tke CitvAt be instructed to draw up an ordinance amending Section 64 in accordance with the previous W Committee reported "Proeress" on following unfinished business: Street on billet McRae Bros.; Street on monuments at city entrances; Finance on proposed creation of sinkia fund for retirement of general obligation bonds. PLANNING COMMISSION: Following resolution creating a Planning Commission was roe "IESHBZ3 BE IT RESOLVED by the City Council of the City of Pasco, that there be and hereby created, under provisions of Chapter 44 of the Session Laws of 1935, a city planing commission which shall consist of seven (7) memb:rs, two of whom, the Mayor and Citv Attorna shall be ex -officio members who shall hold office on said commission by virtue of their off,' and their terms on the Commission shall correspond with their respective tenues in office. "In addition to the said ex officio members, xkmxxhrsr}*Yisexe1gXxdcatadxhRxtkex there ed be five (5) appointed members of such Commissiorj, who shall be apopinted by the Mayor and it, appointments confirmed by the City Council. The first appointed members shell hold office' follows: one shall hold office for the term of two years from the date of his appointment;' shall hold office for three years from the date of his appointment: one shall hold office for the term of four years from the date of his appointment; one shall hold office for the t' of five years from the date of his appointment and one shall hold office for the term of sig years from the date of his appointment; and thereafter the term of auk office for each appol member shall be six years. "Vacancies occuring otherwise than thru the expiration of terms shall be filled forl unexpired term. The fact that any person appointed as an appointed member of such Commissil shall hold an elective office in the City of Pasco shall not be thereby disouslified from Be, as an appointed member on such Commission." Motion made by O'Herin, seconded by Wirth, that resolution be adopted, was carried. The Mayor advised the council he will announce his appointments later. RESOLUTION RE L. I. D. ASSESMENTS: Following resolution instruction the City Trag and County Treasurer to cancel certain L. I. D. asseements was read: WHEREAS, heretofore there was levied certain local improvement assessments for the maintenance of an old irrigation water system in the Cityk of Pasco, in Local Improvment Dist Soo. 25, 43 and 44, and WHEREAS, certain of these assessments have remained due and unpaidot a long period of time and the statute of limitations against the collection thereof has run - " THEREFORE BE IT RESOLVhD bir the City Council of the City of Pasco, that the Cil Treasurer of said City be and she is hereby authorised and directed to cancel of record anY and all assesments shown upon her books remaining unpaid in Local Improvement Maintenance Districts Nos. 25, 43 and 44. "AND BE IT FURTHER RESOLVED that in the event abzt any such assessments have heretofd been certified to the County Treasurer for collection, that the said County Treasurer be andl hereby instructed to cancel such assessments of record, and that a copy of this resolutiontt given by the City Clerk to both the City Treasurer and the County Treasurer." "CIVIL SERVICE COMMISSION' The matter of additional police service bei ng brought up O'Herin,--the-mayor stated that the appointing of additional police officers -would have be h'.ndled by the Civil Service Commission. He thereupon announced the following being appointed on the commission, stating however, that he was a pointing them,as ividuals.and not because they were members of the council: W. Burns for two year m: C. J. Wirth for four year term: A. M. Haylett for six year term. GRADER: The matter of a newgrader being discussed, a motion was made by Hevlett conded'by O'Herin and carried, that the Street Commissioner prepare specifications for grader, bids on which would be advertised for.
