ROLL CALL: City council according to agreement met in adjourned session with Mayor
Pro Tem O'Herin presiding and following councilmen present: Burris, Haylett, O'Herin and

BIDS ON PIPE: Motion made by H.ylett, seconded by 'Wirth vnd carried that the matt,
of further considering bids on cast iron pipe be laid over until btm3El Thursday, Jan. 27th,
Motion made by Haylett, seconded by Wirth and carried, that a SV. P. A. project be g;
ated to clean and level automobile parking lots and also such streets and alleys lying Sol
of Columbia St., which are not now included in the street p roject under way.

ACTIVE CLUB CARNIVAL: Isar. John Horrigan �urs being nresent addressed the council_ re
garding proposed carnival to be given by the Active Club to raise additional funds for liph
the ;:itty Bell field and stated that if there was any way in which the license fee c nuld be
waived the club would like to have this done, as the proceeds were all for civic purposee.
He was advised that under the ordinance there was nothing that could be done but that the
council would consider the matter further and that possibly a way out would be found.

"WHEREAS, the city has in mind the acquisition of a number of vacant lots lying cls
in to the business section of the City for the purpose of improving and beautifying the

Motion made by Haylett, seconded by Wirth and carried, that the resolution be adopts
Nater Committee reported that bids were being, called for in connection with con-
structing a new water tank and raising the rresant one. "Progress" was reported by the
License Committee regarding fees to bek charred service stations and by Finance Committee
regarding resolution creating a sinking fund for taking cared of general obligation hondsou
standing.
Haylett stated that he would look into the matter of a safetjr zone at dhittier Schi
in next few days.
W. J. Diehm advised the city that he understood the cemetery project would be
released about 'larch let, but Mr. O'Herin stated that lie had been advised if the city innisO
the project would be xeax released at once and that it would be here next week.
BIDS ON CAs4' IRON PIPE: Motion made by Wirth, seconded by Christensen and enrried,
that the council go into executive session to go into the matter of pipe. Council char''"
was cleared ,nd council discussed various types of pipe. A communication was raxdx%imx
called to the attention of the council from the Chamber of Commerce in which the city W,
advised that at its meeting January 26th, the Chamberof Commerce went on record fnvorin
buying of American made products and that it opposed the purchasing of products manufact
in foreign contries and that particular referedce was made to the order for metal pine, '
purchase of which was being considered by the city.
A motion was made by Halett, seconded by Wirth, that the x city purchase Fr -,1
pipe offered by the Pacific ','Dater Works Supply Co. at a cost of about v?4500. a roll c
was ordered with following result: Yea; Burns, Haylett and Wirth; No; Christensen
O'Herin; motion carried.
OPEN SESSION was then resumed.
CITY COUNCIL CHAMBERS:
Adjourned session, continued _ January 27, 1939.
The council discussed possible changes in the ordinance covering business taxes and
enses but no action was taken.
LOCAL IMPROVEMENT DISTRICT TAXES: Motion made by Wirth, seconded by Christensen and
ried, that City Attorney be i structed to make an investigation and determine what procedu e
necessary to clear property o LI. D. taxes and clear the City Treasurer's books of un_
looted L. I. D. taxes.

Committee representing service station operators was present regarding license fee to
paid and Chairman Wirth of License Committee at}id they would meet them Drifay night.
A communication from A. H. Avery citing a law about being charged a city license
when he handled only beer was referred to the council by the city attorney and was referred
the License Committee for investigation upon motion made by Chri-stenson, seconded by O'Heri
Communication read from Churchman Investment Co., asking that successful bidder on tan
be asked to purchase his bond locally fsas placed on file.
Clerk reported total licenses amounting to $2107.50 for 1939 had been collected.
Following committees reported "Progress"on following assignments: Street Com. on
claim against McRae Bros.; Street Com. on monuments at city entrances; Finance Com. on
resolution creating a bond retirement fund for general obligation bonds. Street Com.
replrted that alley between Lewis & Colmbia back on Fourth St. was being graded.
Haylett reported regarding safety zone at Whittier School, that they wanted a "Slow"
sign painted on the street.
City Treasurer's report was passed around.
City Attorney stated he would advise the council later regarding the L. I. D. tax Matti
which had been referred to him for investigation.
BIDS ON WATER PIPE: O'Herin made a plea for reconsidering bids on cast iron pipe,
but as he had voted in the xg` negative on motion to buy the pipe, was unable to make a moti
to reconsider the matter and clerk was authorized to write the Pacific Water Works, that the
bid had been accepted and that the ,Vater Manager would advise them as to when to ship tnFlPi
FIRE HOSE: Prices on fire hose were submitted by the Eureka Fire Hose Co. and the
Fabric Fire Hose CO. thru Sanderson Safety Supply Co. and after discussing the matter and
hearing recommendations of Fire Chief Pangle, the motion was made by Haylett, seconded by
Wirth and carried, that the recommendation of the fire chief be accepted and that the city
purchase 300 ft. of Seaboard Fire Hose from the Eureka Co. at $1.10 per ft. A substitute
motion made by O'Herin, seconded by Christensen, that the city purchase 250 ft. hose from
Sanderson Supnly Co. of the Black Diamond brand lost by a vote of 3 to 2 on roll call, as
follows: Ayes, Christensen and O'Herin; Noes, Burns, Haylett and Wirth. Haylett theyn
moved, seconded by Wirth, that the city purchase 250 ft. of Eureka Seaboard hose and this
carried on roll call 4 to 1, O'Herin voting against the motion.
MAYOR HICKS ANNOUNCED THE FOLLOWING APPOINTMENTS: Josephine LeRoux to succeed hersel
on the Library Board and W. W. Leach to succeed hthmself on the Park Board.
NEW TANK: Mr. Cunningham reported that the bids for the tank were satisfrctory and
than the bids submitted several months ago. The cost of raising the present tank was toe
in his opinion and should be rejected. He still recommended that the city purchase the nee
tank at a height of 107 ft. rather than a lower tank. He also stated that it would take
about 132 cubic yards of concrete at a cost of not to exceed $3000. for the foundation of
the tank. The council then discussed the tank and decided to adjourn.
ADJOURNMENT: Motion made by O'Herin, seconded by Wirth and carried, that the meeting
adjourn until 7 PM Friday, February 4th'

Adjourned Session _ February 4th, 1939.
ROLLCALL: Pursuant to agreement, the city council met in an adjourned session with
r Hicks presiding and following councilmen present: Burns, Christensen, Haylett, O'herin
tch and Wirth; absent LeRoux.
WATER TANK: Engineer John Cunningham discussed the bids and recommended the award
given to the lowest bidder. The question was brought up that with the new tank 35 ft.
gher than the present one, whether the water in old tank would not be stale and bad for
ie. Mr. Cunningham agreed that this was the case, but suggested that the at present
Link could be shut off until later in the year at which time the city z could see if they
old not get better proposals in cost of raising the present tank.
Geo. Pauline of the Central Labor Council and the business agent of the Hod
rriers Union were present and asked that earnest consideration be given to the bid of
eel Tank & Pipe Co. of Portland, who it was brought out operated on a strictly union
sis in their shop and in their field force.
Motion made by O'Herin, seconded by Christensen, that the council resolve them_
lyes into executive session to consider the matter of bide for the new tank; motion
rried and council went into executive session.
During this session it was brought out that the painting of the tank with

Steel Tank & Pipe Co., 400,000 gal. tank, $26,300., paint with enamel $560.,
tal $26, 760.
Chi-cago Bridge & Iron Co., 400,000 gal, tank 26,020., enamel $945., or a
tal of $26,965.
A motion then was me de by Christensen, seconded by O'Herin, that the city
erd the contract for a 400,000 gal. water tank at a height of 107 ft. to the Steel
ok & Pipe Co. Partch submitted an amendment, seconded by O'Herin, that contract be
bject to a clause suggested by Mr. Cunningham relative to furnishing specified material
3 in case of conflict between specifications and the drawings submitted with the bid,
at the specifications shall govern. Roll call showed all voting for the amendment

RAISING PRESENT TANK: Motion rade by O'Herin, seconded by Haylett and c^rried
thout dissent on roll call, that all bids for raising the present water tank be rejected.
SHOP INSPECTION was discussed, as well as inspection of completed tank and brit.

PUMP REHABILITATION: The matter of modernizing the pumping equipment was discussed
