Regular Session _ J•-nunry 6th, 1939.
ROLL CALL: City Council met in regular session with Mayor Hicks presiding and foll
ing counciib men present: Burns, Christensen, Haylett, O'Herin and 'rlirth.
MINUTES OF MEETINS HELD Dec. 16th and 30th were read and approved.
Manager Botick of Potlatch Yards was in attendance and said hoboes had a jubgle camp
near their plant and were stealing wood and tearing down fences. Mayor Hicks informed u
that the matter would be referred to the Police Dept.

Clerk reported licenses for 1939 amounting to $540.00 had been paid in.
Communication from bars. Chute asked that the city find work for John Green on th
Street Dept., so that he would be available. later as park caretaker and this was referred
Street Commissioner upon motion made by O'Herin, seconded by Wirth end carried.
Letter from Attorney Geo. A. Custer of Seattle stating that he had a client hold
bond No. 6 in L. I. D. #29, which he was willing to surrenter upon payment of X399.92
which he claimed he had been advised was on hand in the fiend and which letter had been
referred to the city attorney was brought in accompanied by an opinion from Mr. O'Brien,
Mr. O'Brien stated that if there are any unpaid°coupons on a particular bond, such coupon
should be paid before the bonds; wfter which the money should be -pplied on the payioent
of the princinal, applying it to the payment of the lowest numbered bond in the series
still outstanding. After c3nsiderable discussion, motion was made by O'Herin, seconded
Christensen and carried that the matter be laid on the table. Motion then made by Hayle
seconded by O'Herin and carried that the city attorney's opinion be placed on file.
Letter from Atlas Welding Co., asking about the proposed new water tank was refe
to the water superintendent upon motion made by Haylett, seconded by O'Herin and carried,
Communication from B. B. Horrigan about service station at let & Lewis 5t., was
read and discussed; motion made by Haylett, seconded by O'Herin and carried, that City C;
be instructed to advise Lir. Horrigan, that he told members of t e council that if the ap.
nroach to the undernass was moved back, it would be satisfactory and cause no damage.
Dept. of Highway advised the city that they could not grant more than ;$250. poi
mile for primary highway maintenance.
Treasurer's reports were passed to the councilmen.
Water Dept. reeorted a net profit of $110.93 for the previous month.
RESOLUTION ESTABLISHING A SI14KI14G FUED for retiring Gneral Obligation Bonds was
read and motion was rade by 'Wirth that sum of X5000. be inserted in resolution but was la
for want of a second. Motion then made by Barns, seconded by O'Herin and carried, that
the resolution be referred to the Finance Committee for investigation and report.
Mayor Hicks announced that he had signed papers for a 'W. P. A. project for impri
ing city streets and alleys which would amount to 9"29,000., the city to furnish trucks nn(
pay $60.00 per month for blacksmith shop; O'Herin amplified this by saying that he hadb+
advised that this work would be started on Jf,niv.:ry 13th.
The maxtifraamt check put up by the 4hite iiiver Lumber Co. in connection with
their contract for reroofing the city hall was authorized to be returned to them.
ADJOURNMENT: Motion made by O'Herin, seconded by Wirth and carried, that
meeting adjourn; carried.

MINUTES OF REGULAR SESSION HIMu JAN. 6th were read nd :pnroved.
MONUMENTS AT CITY ENTRAIICES: Messrs. E. L. Collins and H. H. Skill were present,
presenting the Ch-imb'r of Commerce and asked aid of the city in securing a project for
acting monuments at the entrances to the city, these being three in number; it was pro_
sod to construct the monuments of rocks and cement and cost would be little outside of
bor, which could be furnished by the W. P. A. Upon motion made by Wirth, seconded by
;onx, the matter was referred to the Street & Alley Committee.

PETITION SUBLIITTED BY Earl James and ten other business men end property owners,
king that the alley behind their places of business between 4th and 5th Streets from
:vis to Columbia St, be improved by grading and gravelling was read and motion was made
Christensen, seconded by Haylett and carried, that it be turned over to the Street &
ley Committee.
Clerk's report in typed form passed to each councilman; clerk also informed
a council that :492.90 had been paid in licenses since the last meeting, amking total of
39 licenses $1022.90
CORRENSEPONDENCE WITH MCRAE BROS. regarding a claim for 540.00 was discpssed and
developed that this Was for rental of equinrnent; m d1ion made by Burns, seconded by
;Tett and carried, that the matter be referred to the Street Dept. to investip•-,te and
re report at the next meeting.
"Progress" was reported by following committees: Water Com. on Tank; License
s. on rate to charge service stations; Finance Com. on resolution creating a retirement
ad for ."neral obligation bonds.

Prepsentatives of various pipe companies addressed the council. Motion then
ie by LeRoux, seconded by 'Wirth and carried, that further action on the bids be postponed

Council was advised by 11.1r. Haylett that a JPA.project for the cemetery was
3roved -and should reach the city shortly.
The County Commissioners asked the city to find room for a sewing project in the
y hell and this was discussed; motion then made by Christensen, seconded by firth and
rried, that the request of th.a county commissioners for snace in the city hull be granted.
