Regular Session _ _ November 17th, 1937.
ROLL CALL: Council meeting called to order by Mayor Hicks with following counci
present: Christensen, Haylett, Partch and Wirth; absent Burns, LeHoux and O'Herin.
MINUTES OF PdZIETINGS HELD Nov. 4th and Nov. 6th were read and Approved.
FOLLOWING CLAIMS AGAINST City were read and ordered paid upon motion made byb
Christensen, seconded by Wirth and ,carried unanimously on roll call:

Communication read from State Highway Engr. Hill's office, regarding trnaefer of
funds to Street Fund, ordered filed. Communication from State Treasurer advising the ci
it would received ,$437.00 monthly from gasoline fund was ordered filed.
COLLATERAL: Treasurer sent council a communication advising that Seattle First
National Bank, thru its local bank, was putting up $bO.000. in U. S. Govt. bonds as
collateral. Proposed contract covering the handling and deposit of city funds in the
bank was also attached and w4s read. After considering the contract, a motion was
made by Wirth, seconded by Partch and carried, that the contract be approved upon its
approval by the city attorney.
City Clerk reported $56.00 collected from pinball licenses, making 31 machines u
this month and total collections to date from licenses $4,483.52.
Clerk asked authority to issue transfer order, transferring "1400.00 to current
expense fund from city street fund, account having issued current expense warrant in
Payment of water for parking strips and this was authorized upon motion made by Wirth,
seconded by Partch and carried.
Water Manager McGhee reported gross receipts for previous month of W"4508.42,
operating expenses of ;1934.61 and $1570. to transfer for bonds and interest, leaving net
profit of $1003.91

GENERAL PETROLEUM CO. OIL ST,TION: The matter of 'the new oil station constructed
by the General Petroleum Co. at 2nd and Lewis was discussed, as they had cut four entrance
thru concrete curb, altho they had been advised they could get only three entrances, one
to be on Lewis St. and two on 2nd St. Motion made by Wirth, seconded by Partch and
carried, that the City Attorney be instructed to write the General Petroleum Co. and
ask them to replace the sidewalk and curb where they had no permission to make an entrance
and to have them comply with the building code in connection with their new building.
Water Manager had not yet received report from Baar & Cunningham in connection
new water tank but expected it shortly.
No ordinances covering further zoning of the city and fire prevention were
handed in, the matter being allowed to rest.

GEnera.l Petroleum Corporation had been notified by the Citp Attorney to

erything that the city asked of them. They had replaced the curb but asked that

Alley between 3rd and 4th Streets discussed and it was thought that grading the
ley would not help the property owners whonrecently petitioned for a change. However,

about 600,000 to 700,000 gallons, raltho the latter figure was best. They recommended tl
installation of a new tank on Oregon St. nt Elevation 510, instead of the present Elevat.

give the city water pressure of 65 lbs. instead of the present 45 lbs. They also
recommended revision of the present pumping system, stating that the city would save mon

Watsr Mnnager McGhee stated that he agreed somewhat with the recommendations
the engineers, but thou,ht that a 300,000 gallon tankwould be sufficient at the present
time, as in 5 or 6 years time when bonds are -11 paid off, mother tank could be install
He thought Elevation 475 would be better than the higher one, as there are still some wo
mains in use which might not withstand a higher pressure, altho the city's program provi(
for gradual replacement of the wooden Twins. He asked the council to give early consid
to the matter of the improvements to the water system. Motion rade by Wirth, ndalkx
seconded by Burns and carried, that the engineers' report be turned over to the ''Vater
Committee and that the committee bring in a report at the next meeting on Dec. 16th.
Contract was submitted by the Pennsylvania Salt Mfg. Co. of 'iJashington
covering furnishing chlorine for the 'dater Dept, for next ,year at a price of 9 cents per
lb. F. 0. B. Tacoma or 1014 per pound FOB Pasco, the same as the present contract. Motif
made by O'Herin, seconded by Wirth, that the mayor be authorized to aim the contract;
motion carried.
CIGARETTE VENDING MACHINES: Wirth called attention to the report that of
vending machines would be installed in the city about January 1st but that present lie
ordinance did not cover them. It was understood that an ordinencoto cover such machi
will be brought in.
Council discussed matter of a new grader but took no definite action.

City Treasurer asked council f a authority to transfer $14.0(' from Current Expense
City Street Fund and there being no objections, Clerk was authorized to issue necessary
ansfer order to do so. Order No. 50 issued.
Communication read from General Petroleum Corp. regarding their service station
2nd & Lewis St., which confirmed their verbal statements in regard to making changes

Clerk reported licenses for pin ball machines issued since last report amounted to
04.00, making total collections to date $4933.52.
Water Committee reported on water tank and recommended going ahead with the
oposition on the basis of s 400,000 gallon tank and also that higher tank be installed
increase water pressure to -bout 60 lbs. They stated that higher pressure would
obably later result in another decrease in fire rtes. The committee was not in favor
raising the present tank, however. Motion made by Christensen, seconded by O'Herin
A carried, that the report of the committee be nceented. After further discussion,
motion was made by Haylett, seconded by O'Herin and carried, that the city advertise
r bids for both a 300,000 and a 400,000 gallon tank at an elevation of 510 ft. and also
vertise for raising the present tank to the same elevation and that Bear & Cunningham
employed to draw up plans and specifications for the tanks as well as plans and snecifica_
ons for raising the present tank and that they prepare necessary advertisement for bids;
ch bids are to be made separately to cover construction of the tank and the raising

Water Manager was informally instructed to find out what Bear & Cunningham's fee

Report of ',Vater Manager showed a net gain of ;114.90 for the previous month, and

ORDINANCE No. 431, covering vacation of Southermost alley in Block 25, Riverside
idition, was given its third reading. Motion made by Haylett, seconded by 'Wirth and

3. 431 be declared finally adopted.
Burns reported on alley between 3rd and 4th streets stated that they could not
de the :l1ey without lowering the water pipes, as grading would take off --bout 15 inches
dirt, and pines would only be about 2 ft. below the surface. Altho discussed, no
ther action was taken by the council.
Clerk called :,ttention to the fact that reimbursement had been claimed from the
ate for $759.91 on prima ryk highway maintenance and that this exceeded the city's al_
wance of $750.00. Haylett stated that an excessive number of light globes had been
rned out, which it had been necessary to replace and then made a motion which was
conded by O'Herin, that the city clerk be instructed to contact Mr. Hill of the
ate Highway Dept. , advise him of the seriousness of the situ -tion confronting the
ty and ask him for his assistance or at least his advice in the matter; motion carried.
"A" STREET CROSSING: Mr. O'Herin brought up the matter of "A" Street crossing
e S. P. & S. Ry. A,.nd N. P. Yerd tracks, the N. P. asking that the locatiln of the
casing be changed; he and Messrs. Burns and Haylett had gone over the ground.
At this point Burns was exceused.
Motion then made by O'Herin, seconded by Haylett and carried, that the Street
mmittee be authorized to neogotiate with the Northern Pacific Pilway officials with
view to having the present street efossing on "A Street changed and relocated so that it
uld be directly on "A" Street and that the committee have power to act.
