Regular session _ October 21st, 1937.
ROLL CALL: City council met in regular session with Mayor Raymonds Hicks presiding.
following members present: Burns, Christensen, Haylett, O'Herin and Wirth; absentees were
LeRoux and Partch. Minutes of meeting held Oct. 7th were read -.nd pproved.
Letter toTreasurer was read, letter being from Bank of Commerce advising that city
funds would be taken care of thru their new organization thru the Seattle -First National
Bank and that collateral held by the city would be recalled and new collateral furnished.
Treasurer ksd advised the council that the new collateral would probably be $60,000. in
U. S. Government 31% bonds. Treasurer also stated that she still held $8000. in Arkansas
bonds which the bani*had not called for. Letter placed on file.
Communication from Dayton invited city officials to be present at the Southwestern
Regional meeting of the Assn, of Washington Cities at Dayton Nov. 1st.
Clerk reported $121.75 additional collected in licenses, there having been 31 pinball
machines licensed for October. Total licenses collected to date is $4224.27
Monthly report of city clerk passed to each councilman in typed form.
Ordinance No. 429, proposed contract with P. P. & L. Co. for street lights in residem
district, which had already received two readings, was passed up until later.
Under flUnfinished Business", proposed zoning ordnance to be brought in by Haylett
and new fire prevention ordinance were reported, aB nothing having been done.
Regular Session - November 4th, 1937.
CITY COUNCIL met in regular session with Mayor Raymond Hicks presiding and following
ncilmen present: Burns, Christensen, Haylett, O'Herin and Wirth; absent* Partch & LeRoux.
County Commissioner Jas. Fanning being present, asked the council to have a fire hydrant
talled on the North side of the Court House in order that their insurance rates would be
aced. Motion made by O'Herin, seconded by Burns and carried, that a hydrant be in_
lied in accordance with the wiehes of the county commissioners.
MINUTES OF MEETING HELD OCTOBER 21dit were read and approved.
CLAIMS AGAINST THE CITY , AS FOLLOWS, WERE READ AND motion was made by O'Herin, second_
by Christensen and carried on roll call, that the bills be allowed:

I. N. 13RICKEY Brought up claim for overtime in Aug»st, amount $43.20, which council 3621
had deferred action on when the August payroll was considered. This covered 72 hre. 3622
supervising work on primary highways at 60 cents per hour. Burns explained that he had 3623
authorized the work and felt that the bill should be paid. Motion made by O'Herin, 3624
seconded by Wirth and carried without dissent on roll call that bill be paid. WARRANT Ido, 3625

CITY HALL ROOF: A Mr. tZglish representing the Pablo Roofing Co. was present and 3627
asked that if possible,•Kleeb Lumber Co. be given consideration in awarding the contract. 3629
It was brought out that the members of the council held an informal meeting early in 3629
the week and had discussed the muter of roof with representatives of the Johns Manville Co 3630
and that such representatives had already ordered material ehipned to Pasco. The council 3631
felt under a kind of moral obligation to secure such Johns Manville roof. City Attorney 632
O'BRIEN RULED, that the reroofing of the city hall would h•ve to be advertised f7)r as it 3633
exceeded the $500. limit. He explained that after bids were called for and if the council 634
rejected all bids as being too high, they could then award a contract for roofing with tha 3635
material they thought was the best. 3636
Motion made by Burns, seconded by Wirth and carried, that the city advertise for
bids for reroofing the city hall with fire resisting roofing and copper valleys and flashi

mittee to draw up plans and specifications for the new roof: Mayor Hicks appointed on 069
this committee, Burns, Christensen and Haylett. 069
BIDS WILL BE OPMD NOVEMBER 4th in accordance with agreement made by the council 070
ORDINANCE No. 430, declaring an emergency account of the proposed new roof was 71
read. Motion made by Burns, seconded by Wirth and carried that ordinance be declared to 072
have bad its first reading. Motion made by Haylett, seconded by O'Herin, that Ordinance 073

Motion made by O'Herin, seconded by Christensen and carried, that the ordinance be given 75
its second reading by title only, which was done and motion then made by Christensen, 076
seconded by O'Herin and carried, that ordinance be declared to have bad its second reading, 77
Matter of relieving property of outstanding L. I. D. asseements was discussed 79
and it was stated that an ordinance would be introduced later to cancel outstanding assess. 90

VACATION OF ALLEY IN RIVERSIDE ADDITION: A petition from Chas. P. Diamond was
ad asking for vacation of southermost alley in Block 25, iliverside Addition. A resolution
s also read, setting the timefor mru hearing on vacating this elley on Dec. 2nd, this
solution rending as follows:
"WHEREAS Charles F. Diamond has filed a,petition Betting forth that he is the
Per of more than two-thirds of the private property abutting upon the southermost alley
Block 25, Riverside Addition, and petitioning that said alley be vacated.
"NOW THIMEFORE BE IT RESOLVED by the City Council of the City of Pasop that the
d day of December, 1937, at eight o'clock P.M., at the council ch mbar of the City Hall,
and is set down as the time and place of hearing on said petition and the City glerk is
rested to give notice of filing of such petition and time and place of hearing thereon
Posting in three of the most publish places in the City of Pasco, notices of the filing

Warrant No. 13535 had been issued in favor of W. M. Worthy on Sept. 7th, who owed
.00 for water and refused to sign over the xbmmk warrant to the Water Dept, in payment of
3 bill. Water Dept. asked that the warrant be cancelled and that another one in lieu,
3reof in favor of the 'Rater Dept. be issued. Altho discussed, no actiop was tnken and

Treasurer's report was passed around.
Clerk reoorte.l additional collections of 311.25, including $17-00 for pinball
machines, making total to date $4411.52.
$2.00 fees received for opening and closing sewers is being placed in current ex_
pense fund and matter discussed, and also whether the budget allowance for sewer work shoo
not also properly be placed in City Street Fund. Motion made by Burns, seconded by Wirth
and carried, that the City Clerk be instructed to write to Norman Hill of the State
Highway Dent. and ascertain just what should be done with respect to the sewer fund.
Ordinance No. 429, which had passed two readings and was a proposed renewal of
dontract with the P. P. & L. Co. for street lights in the residence district was discussed
Motion made by Wirth, seconded by Christensen and carried that Ordinance No. 429 be tabled
motion was later withdrawn. Motion then made by girth, seconded by Christensen and carri
without dissent on roll call, that Ordinance No. 429 be not passed.
Ordinance No. 430, declaring an emergency and providing for an expenditure of $1201
for reroofing the city hall was brought up and read; motion made by O'Herin, seconded by
Christensen and carried, that ordinance be declared to have had its third reading.
Motion made by Christensen, seconded by O'Herin and carried, that Section II be
made to read "interest at a rate not to exceed six (6) per cent per annum".
Motion made by O'Herin, seconded by Christensen and carried without dissent on roll
call, that Ordinance No. 430 be finally adopted.
In the m tter of a zoning ordinance, Messrs. Haylett and O'Herin agreed to bring
in an ordinance shortly.
BIDS ON REROOFING CETY HALL were opened from the following:
White River Lbr. Co., ;$1014.02 bid, accompanied by check for $50.70.
Martin Roofing Co., ',Valla Walla, made two separate bids, totals of which were $1639. for
one pro posi ti onandd$1343. for a second; bid was occompanied by check for $93.00
McMundo Roofing Co. and Kleeb Lbr. Co., submitted several bids ranging from$1020. up to
1370., depending upon kinds of material to be used; bid accompanied by check for ?73.50.
Mr. Robbins stated that tf ridges were to beof copper, their bid would be increased by
$90.00, while work on gutters would cost about.,y25.00 additional.
Motion made by Christensen, secDnded by'.7irth and c_•rried, that action on the
contract be deferred until the council had had a chance to study the bids.
The matter of alley beywen Lewis and Clark Ste., running from 4th to 3rd, was
discussed, as it was pointed out that if alley was graded, the new buildings on Lewis St.
would be below the grade, as there is about a 3 ft. fall between 4th ,nd 3rd. Mayor
Hicks them appointed Haylett and Wirth on a committee wick to work with Mr. Burns in getti$
the alley matter straightened out.
Wirth brought up matter of weeds on parking strips but no formel action taken.
ADJOURNhIENT: Motion made by O'Herin, seconded by Christensen end carried, that
council adjourn until 9 PM, November 5th.

Adjourned meeting _ November 5th, 1937.
In the absence of the mayor, Mayor Pro Tem O'Herin called the meeting to
order with following council men present: Burns, Haylett, O'Herin and Wirth; absence
Christensen, LeRoux and Partch.
BIDS OF REROOFING CITY HALL: Motion made by Haylett, seconded by Wirth and
carrEed, that the count it go into executive session for the purpose of discussing the
bids for reroofing the city hall.
COUNCIL MOVED INTO CLERK'S OFFICE FOR THEIR DIOCUSSION.
Motion made by Haylett, seconded by Wirth and carried without dissent on roll
call, that the bid of the White River Lumber Co. be accepted as the best bid, upon
return of council members to the council chambers.
Motion then made by Haylett, s;ecoiaded by Wirth, that the City Attorney be
instructed to draw up a contract with the 'White River Lumber Co., to be executed by
the mayor and city clerk; motion carried.
Matter of material for ridges discussed but no formal action taken.
Matter of proposed drive-in grocery of Francis Jones at 9th & lewis brought up
by Haylett, but no action taken except to call it to the attention of Burne.
The construction of the service station at 2nd & Lewis St. was also called to
Barns' attention, as structure is of wood, contrary to the building code.

meeting adjourn.
