Regular meeting September 3, 1937.
Skill of the P. P. & L. Co., stated that one reason why the company preferred a ten year
contract was because they contemplated making a number of improvements which they would
do and on which they could spend more money if given a ten year contract rather ban a
short one. Motion made by Haylett, seconded by O'Herin that Ordinance No. 42 be declared
to have had its first reading; carried.
Motion made by O'Herin, seconded by Haylett, that Ordinance No. 42Y be given its second
reading by -title only; motion carried and ordinance wqs read by title. Motion then
made by Wirth, seconded by Haylett and carried, that ordinance be declared to have had
its second reading.
TENTATIVE BUDGET for 1939 was passed to each councilman.
JfEMOVAL OF SURPLUS LIGHTS: During discussion of light contract under Ordinance 42?
attention had been called to a number of lights at the Lewis St. undercroseing which could
be dispensed with and motion was made by O'Herin, seconded by Christensen and carried
that matter of removal of lights be referred to the Light Committee with power to act.
Haylett called attention that council should decide whether to include lights at
underpass with residential lighting or with ornamental street lights. If included with
former, the P. P. & L. Co. would have to furnish globes, while under the latter, the city
would furnish them.
Upon motion made by O'Herin, seconded by Christensen and carried, the purchasing
agent was authorized to purchase a car of coal for the city hall and library.
ADJOURNMENT: Motion made by O'Herin, seconded by Christensen and carried, that
the meeting adjourn until a meeting is called by the mayor for the purpose of considering
the budget.

ROLL CALL: City council met in regular session with Mayor Hicks presiding and
ollowing councilmen present: Burns, Christensen, Haylett and Wirth; absentees were

REGULAR ORDER OF BUSINESS WAS SUSPENDED to enable the council to give more time to
onsideratioid of the budget, upon motion made by Christensdn, seconded by Wirth and carried.
CLAIMS AGAINST CURRENT EXPENSE AND WATER FUND were read as follows and ordered

RESOLUTION regarding teductions from claims against the city ks from parties

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:

WATER TANK: A communication from Baar & Cunningham, engineers of Portland,
Ivised that they would make a survey of the system water system and make recommendations
,garding the proposed water tank, at a cost of $100.00. If the city wanted their
rvices further in connection with the construction of the tank, their charge would be
4 of the cost of the pro jecj3. Motion was then made by Burns, seconded by Christensen
d carried, that the city hire Baar & Cunningham to make a survey and that Mr. Haylett
authorized to get Mr. Cunningham to Pasco to go ahead with the work.
City Attorney O'Brien suggested that the council might consider the formation of
planning commission, but no action was taken.
VACANT LOTS: The following resolution was read and declared adopted up04 motion

"WHEREAS, The City of Pasco has in mind the acquiring and Improving as parks, a

CITY COUNCIL CHAMBERS
Adjourned session _ September 23rd, 1937
ROLL CALL: Pursuant to agreement, the city council mat in an adjourned session +vitt
Mayor Hicks presiding and all councilmen, excepting Partch, who was sick, being present.
WATER TANK: Mr. John W. Cunningham of Yaar & Cunningham, Portland, was present and
informed the council th:;t he had made a survey of the water system that day. His observa_
tion lead him to believe that the xmxx city should have a storage capacity of about 700,000
gallons and that possibbly elevation of tank should be increased to increase water pressure,
He would write up a report to the council, furnishing several different plans for their
consideration and this would be sent to the city in a few weeks.
BUDGET: The council then considered the budget as $9799. would have to be cut off
to meet estimated receipts. After going over various items the council cut $4991. from the
prelimins ry budget as submitted. In Clerk's Dept., item of "Office Expense" was changd
to read "Deputy Clerk" account increase in work due to elections, registrations and new
city business tax. In Treasurer's budget, the item of "Office Help" was cut to $125.00 ami
made to read "Emergency Office help" to be used in case of sickness, etc. Fire Dept. budget
was cut X125., while Library was cut ti400. Parka and Cemetery were cut some, while Street
Dept. budget was cut from ;9116. to $6170, the item for a new radar being cut to ;1500. ins
of $3500., while sale of street superintendent was cut from 1920. to $1690. The sewer
department was cut bYI300. to eliminate new equipment.
ADJOURNM&NT: The mayor adjourned the meeting at 12:45 AM until the next meeting,
which will be held Monday, Oct. 4th, on which date the budget for 1939 shonld be adopted.

H. F. Colvin, M. R. Denny, Hill Williams and Earl Brownell were present representing
e Kiwanis Club and called the attention of the council to the fact that the tennis courts
Sylvester Park had been resurfaced and that they expected to apply the $105. license
id for their carnival on the cost of this work. They agreed, however, that the club
old pay for the material used for the tennis courts and that the city could repay them
en the money was available in next year's budget.
Mr. Horriga.n then assured the council that if for any reason, they were unable to
thru with their lighting program, that the money would stay in the Park fund; he
ated further that they expected to raise the balance of the money needed this winter.
The council after informal discussion finally agreed to allocate both of the
ove amounts in the 1939 budget, as requested. It was stated by several members of
e council, however, that in future, there would be no earmarking of funds secured from

The re4senta.tives of the Kiwanis Club then asked for help from the council in
tting in effect their proposed five year plan for improving the swimming beach. They
ated that the County Commissioners that afternoon had agreed to turn over several lots
joining the beach to them for park purposes which they proposed to put into lawn ^zd
ses# for the benefit of the swimmers. The question of water had come up and they

out $350. While having had hopes that the council could help them out in installing
is water line, in view of the council's troublex in balancing the budget, they would
satisfied if the city would put another 0105. in the budget for next year to apply
this. The question of mointenance and cost of water was brought up and it was
timated that the water would cost $75. to AAO. per year. Mr. +irownell stated that

The council proceeded with consideration of thebudget for 1939. The assessed
uation of the city has dropped from $1,544,973. last year to $1,477,947. this year, a
e of $67,026. The amount of taxes to be raised was therefore set at 15 mills to yield
,169.20: estimated balance on hand Dec. 31st was set at $4802.90 and receipts from
or sources was set at $14,390., making a total of $41,362.10 with which amount the

ORDINANCE No. 429, adopting the budget for the year 1939, was read and motion
e made by Haylett, seconded by O'Herin and carried, that the ordinance be declared to
