Letter read from Pittsburg Des Ilointex Steel Co., enclosing letter which they forgs{ to enclose with their bid on water tank and this was ordered filed. Haylett was not yet ready to mal• e report on rates to be charged large commercial vial users, lso regarding new zoning ordinance. Clerk's report in typed form passed to councilmen. ,Vater Manager reported gross earnings of '?4906.79 with net of $1197.49 for the previous month. P. P. & L. Co. CONTRACT: Pronosed ordinance renewing contract with P. P. & I for ligihts in residence district was reported on by City Attorney, ,vho said it was Cori form, but that the ten year period it covered snneared rather long. Suggested five ye miglit b6 long enough in view of Northwest electrical develop ements. WATER TARX: After some discussion, motion was made by Wirth, seconded by and carried without dissent on roll call, that all bids for a water tank be rejected an checks submittal by bidders be returned to them. A motion was then made by Haylett, seconded by O'Herin and carried, that adeciv bids and specifications be prep .red by a competent engineer and that the city proceed t again rsk for bids on a water tank. Fire Ordinance: Motion was mode by Haylett, seconded by Christensen, that Fire Committee, together with Fire Chief, have an ordinance drawn up covering fire prevo motion carried. A fortune teller having asked for a business license, clerk was advised t one, if arnlication is made. Matter of sponsoring of carnival by Active Club, week of Aiig. 23rd, was di: as Active Club wants license fees 'learmirlm d" for city improvements and ii clerk was rd - that it would be OK to issue license. The budget provides for additional L.bor at $400.00 but it seems to me that Mr. Brickey can receive is zr125.00 per month. You will place yourself ixa in a her peculiar situation if you plece a man on a monthly salary and then allow him over_e and you are not then following your budget. If he did the work for the Diesel Oil es Co. on the city's time, it would iika look as thoughjV check belodgs to the city. time you are paying Brickey more than $1500. per year, you are exceeding your budgetU. however, the work for the Disel Oil Sales Co. was done by Brickey on his own time, can pass that thru all right without being criticised by the Auditing Dept." It eloped that the work for the Diesel Oil Co. was performed after Brickey performed his alar hours of service and that the $45.00 should be paid to him. A motion was then by O'Herin, seconded by Christensen and carried that the Street Dept. pay roll be vised to the extent that the item shown on Line 4, consisting of 72 hrs. work by 1. N. ickey, be held in abeyance, penling further investipiition. Motion was then made by O'Herin, seconded by Partch and carried on roll call. without ssent, that the balance of the claims against Bity Street Fund as corrected bgr allowed. �_Renort of city treasurer was passed around. Clerk reported license applications for licenses amounting to $377.75, making total lections to date $3919.02. Light Committee thru Haylett reported that proposed ordinance submitted by P. P. & L. [renewing contract for lights in residence district, that committee saw no reason ordinance should not be passed as it is written and that committee recommended its sage. (Ordinance brought up later). Burns reported regarding service station at let & Lewis, that no action should be On at this time, as they will have a driveway 24 ft. wide. Brown, 30 yds. rock _ _ _ _ 36.00 State Treasurer, industrial insurance, med. aid etc. _ 9.06 WATER TANK: Hpylett reported that it was the opinion of the committee, that Y should get a competent engineer to prepare specifications, advise as to location of 'And prepare preliminary nlans. Motion made by O'Herin, seconded by Christensen and ried that report be adopted. ORDINANCE 4 , covering a renewal of contract with the P. P. & L. Co. for bts in the resident district, for a period of ten years was read. Wirth objected to Year term as too to#g and city attorney called attention to fact that the Bonneville Coulee dam projects would be completed before that time and city might want to secure er from these sources. The committee stated that kka five year contract would cost 16* more per year than a ten year contract, or $530. for the five years. Manager Roy 5r,✓ CITY COUNCSL CRAMBMS Regular meeting September 3, 1937. Skill of the P. P. & L. Co., stated that one reason why the company preferred a ten year contract was because they contemplated making a number of improvements which they would do and on which they could spend more money if given a ten year contract rather ban a short one. Motion made by Haylett, seconded by O'Herin that Ordinance No. 42 be declared to have had its first reading; carried. Motion made by O'Herin, seconded by Haylett, that Ordinance No. 42Y be given its second reading by -title only; motion carried and ordinance wqs read by title. Motion then made by Wirth, seconded by Haylett and carried, that ordinance be declared to have had its second reading. TENTATIVE BUDGET for 1939 was passed to each councilman. JfEMOVAL OF SURPLUS LIGHTS: During discussion of light contract under Ordinance 42? attention had been called to a number of lights at the Lewis St. undercroseing which could be dispensed with and motion was made by O'Herin, seconded by Christensen and carried that matter of removal of lights be referred to the Light Committee with power to act. Haylett called attention that council should decide whether to include lights at underpass with residential lighting or with ornamental street lights. If included with former, the P. P. & L. Co. would have to furnish globes, while under the latter, the city would furnish them. Upon motion made by O'Herin, seconded by Christensen and carried, the purchasing agent was authorized to purchase a car of coal for the city hall and library. ADJOURNMENT: Motion made by O'Herin, seconded by Christensen and carried, that the meeting adjourn until a meeting is called by the mayor for the purpose of considering the budget. ATTEST City Cler . Campbell, labor _ _ 24.00 040 Pasco Machine Co., material _ _ _ 41.97 770.70 RESOLUTION regarding teductions from claims against the city ks from parties sing the city, was read as follows and declared adopted upon motion made by Haylett, 30onded by Yirth and carried: "JREGARDING DEDUCTIONS FROM CITY WAGES OR SALARIES FOR PAST DUE WATER BILLS: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO: sat whenever the Water Superintendent shall report to the City Clerk and City Treasurer sat any person who has performed labor or furnished goods of supplies to the City, is sdebted to the City for any past due water bill, the City Clerk is authorized and 3reby directed to deduct from any warrant issued in payment of such indebtedness by the Ay to such party, the amount of such indebtedness to the city for such past due iter bill. Passed and approved this 16th day of September, 1937." WATER TANK: A communication from Baar & Cunningham, engineers of Portland, Ivised that they would make a survey of the system water system and make recommendations ,garding the proposed water tank, at a cost of $100.00. If the city wanted their rvices further in connection with the construction of the tank, their charge would be 4 of the cost of the pro jecj3. Motion was then made by Burns, seconded by Christensen d carried, that the city hire Baar & Cunningham to make a survey and that Mr. Haylett authorized to get Mr. Cunningham to Pasco to go ahead with the work. City Attorney O'Brien suggested that the council might consider the formation of planning commission, but no action was taken. VACANT LOTS: The following resolution was read and declared adopted up04 motion de by Christensen, seconded by Wirth and carried: "WHEREAS, The City of Pasco has in mind the acquiring and Improving as parks, a mber of areae of county owned land in the part of Pasco commonly known as "Old Town", "NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO that the and of County Commissioners be and are hereby requested to withhold from sale, all unty owned lands on Columbia, Lewis, Clark and Tacoma Streets, lying between 3rd Street d the railroad tracks until such time as the City can mature its plans for acquiring is property and improving it . D. bonds which were st due without advising the council, was discussed and the following resolution was 3d and adopted upon motion made by Haylett, seconded by Burns and carried: "RESOLUTION Regarding Transfer of Funds in the office of the Cdtyx Treasurer of 300, Washington. The council also authorized insertion 032,000. in the Water Budget for 1939 to cover cost of proposed new tank, this amount ng offset in receipts by cash on hand in the fund. The following resolution was then id and adopted upon motion made by Haylett, seconded by Christensen and carried: "RESOLUTION ADOPTING THE P&LIMINARY BUDGET FOR 193$: "WHEREAS, the City Council of the Cityk of Pasco, Washington, met in ular session on Thursday, the 16th day of September, 1937, to consider the preliminary get for the City of Pasco for the year 1939 and having made such revisions as deemed usable in said budget as submitted by the City Clerk, "NOW, THEREFORE, BE IT RESOLVED, that the preliminary budget as considered and the same is ordered placed on Pile for the information of any taxpayer who may 1 at the office of the City Clerk, for information regarding same, or for copies thereof, "BE IT FURTHER RESOLVED, that the City Clerk of the City of Pasco e due notice that the said preliminary budget is on file and that the City Council l meet on Monday, the 4th day of October, 1937, at the hour of 9 o'clock P.M. at City Hall in the City of Pasco, for the purpose of fixing final budget and making levies in accordance therewith; that the City Clerk cause such notice to be lished once each week for two consecutive weeks immediately follow ption of this resolution. ing the "Passed and approved the 16th day of September, 1937".
