ROLL CAIL: City council met in regular session with Idayor Pro Tem O'Herin presid ing in the absence of Mayor Hicks and following councilmen present on roll call: Burns, Christensen, Haylett, O'Herin and ,firth; absent Leroux and Partch . MINUTES OF 11iETINGS held June 13th, June 29th and July let were read and approved, CLAIMS: Following claims were read and ordered paid upon motion made by Christer sen, seconded by Haylett and carried without dissent on roll call: CURREi;T EXPENSE: 13443 P. Co., power for pumps _ _ _ 566.19 Communication from Marine iiational Co.,Seattle, asked that city give them a chance to buy ,ny water bonds which might be issued and was ordered filed. Communication from Churchman Investment Co., addressed to clerk, asked for details about bond furnished by Diesel Oil Saps Co.; Mr. Churchmen was present and stated he had secured information he wanted from talking with council 'members. Messrs. Earl Brownell and s. T. Chiu•chmen asked that 9th Street between Columbia and Lewis be gravelled and oiled account of heavy traffic there and that if council could do so they world appreciate oiling of Columbia between 7th and 9th. Council advised them that they h,�d program for this year already set but would investiget to see if possibly 9th Street could be,t-ken care of. CONT=,ACTORS' BOND: Clerk presented bond furnished by Diesel 011 Sales Co., amount .9605.90, issued by the General Casualty Co. of America, Bond No. 15129, to cover oiling and gravelling of streets, bond having approved by City Attorney. Iiotin made by Birth, sec )nded by Christensen and carried that bond furnished by Diesel ail Sales Co. be accepted and nlaced oa file. Clerk reported business licenses ,mounting to 1:53.75 and pin ball licenses 19 machines amounting to ?152.00 collected since last Teting. Clerk's reports of expenditpres for dyne in typed form were passed to counciLaen. ORDIIIAIICB 140. 426, Declaring an emergency fir the purpose of providing fundi for the improvement of certain streets in tl:e City of Pasco end authorizing tha expert lure thereof, was given its third reading. Lotion made by Christensen, seconded b;; Wirth and carried, that Ordinance No. 426 be declared to have had its third reading. Notion made by Christensen and seconded by Burns, that Ordinance llo. 426 be adopted as read was carried without dissent on roll call. Communication from Fire Chief of Spokane inviting city's fire chief to meet of Pacific Coast Association of Fire Chiefs in Spokane August 11th to 14th, was read; motion ^ede by Christensen, see)nded by Haylettaand carried that the fire chief be outhorizei to +attend the meeting at Spokane and that his expenses be paid. 'WATER TA11K: City Attorney O'Brien advised the council that he had received advice from State Administrator of the P. ;1. A. that the government would not accept >ny new projects this year :and city could therefore not erect a new tank under the PVL. A letter from the Pittsburgh lies i`oines Steel Co., Seattle, quoted a prime of 129,400. for a 400,000 Gal. water tank, not inclnlinp foundation. I:IcGhse snggested a 300,000 tank be constructed at present for the East side site and that in 4 or 5 years, a 50G, gel. tank be erected in the neighborhood of 4th and Columbia. Idotion finally made by Christensen, seconded by Haylett and carried, that the city advertise for bids 2 -0 - tanks of 300,000, 400,000 and 500,000 Gal. capacity, such bids to be opened at a special meeting the night of August 12th, 1937. Cit; Engineer Smith stated that Er. Youell of the Diesel Oil' Sales Co. was in the city that day and he had contacted Messrs. Bruns and Haylett regarding the oiling program. The contractor proposed to have some machinery at work [7ednesday, July 21st, to mix oil with gravel on the ground, to avoid gravel getting mixed with dirt, but would not start on real wor'* until n week or two later but the work would all. be completed on August 74th in accoddance with the contract. Four additional blocks would be oiled, one each on Henry, Frances, First and Bonneville Streets. Minutes of regular meeting July 15th were read add approved. STREET LIGHT CONTRACT -WITH P. P. & L. Co.: Rov Skill, Manager of the P. P. & L. Co. ppeared before the council And called rttention to an ordin•nce which they had submitted o the city in Spring 19?6, which provided for renewal of the contract covering overhead ights in the residence district, which contract had expirel several years c� o. The for these li-hts would be the same as in the old contract. By informal action -hare-3s h, proposed ordinnce was referred to the city attorn3y for study and report. Water Committee was not yet ready to make report on IL:rge commercial usc- -nd proper rate to charge them nd Haylett was not yet ready with a new zoning ordin•nee. Following resolution in regard to emiction of route markers and directi_ signs on Highways 3 and 11, was read: "WHEREAS, it is the desire of the City of Pasco, that the Director of Hi ways purchase nd erect all necessary directional signs and route mc;rkers on the routes of ]EN PSH #3 and PSH #11 within the corporate limits of Pasco, now therefor "BE IT RESOLVED, that the City of Pasco does hereby acknowledge that it not satisfactorily accomplish and will delay and be unable to purchase and erect direction signs and route m rkers on such city streets and waives notice of the di of highways thereof: "BE IT FURTHER RESOLVED, that the director of highways is requested ;nd mitted to purchase and erect such signs and markers to the amount of $65.00, an ar not in excess of the amount of money now credited or reasonably anticipated to ace to the City of Pasco in the motor vehicle fluid during the next fiscal year, such signs and markers cost to be charged against the &mount so credited, or to be cre' and "BE IT FURTHER RESOLVED, that upnlj statement of the cost of such directis signs and route markers and journ d voucher therefor, approved by the City of Pas(. for all labor, equipment, material, supplies and engineering, the Stite Auditor i,, authorized and directed to reserve and credit to the department of highways in pa::_ ment for such directional signs and routs markers, any funds credited or to be Ere to the Cit;, of Pasco in the motor vehicle fund not to exceed the above specified all in accordance with the provisions of Chapter 197, Session laws of 1937.
