Letter from City Attorney called attention to conditions around buil'ings known as "Scotty's Shack's on Front St. and motion was made by Haylett, seconded by Christensen and Carried that clerk be instncted to write County Auditor or Commissioners that as long as county was using these premises for indigents, the city feels that the county should clenn up the conditions complained of. Letter from (:Ire. -Vm. Nearante to State Health Dept. regarding cows owned by J,:rs. Helen Lantz and asking that conditions be improved from sanitary standpoint, which had been referred to Dr. O'Brien, health Officer by State authorities.,. was discussed and motion was made by Haylett, seconded by Leroux and carried, that clerk be instructed to VT. the city health officer to take necessary action to see that general health conditions are improved and present conditions cleaned up. (Vater Committee called attention to heave rates paid for water by large commercial consumers and suopested that these rates be adjusted in line with irrigation rates. They were instructed to investigate and report at the next meeting. O'Herin suggested that something in the way of condolence be sent to Mrs. Hicks and motion was made by Haylett, seconded by Christensen, that the city* clerk be instructed to secure a bouquet of flowers for Mrs. Hicks with compliments of the city council. City ClerkV CITY COUNCIL CH21BERS Special Rmi)m9cxa Session _ June 7th, 1937 ROLL CALL: City council met in special session with Mayor Pro Tem O'Herin presiding d all councilmen being present. Call for special meeting read, it providing that eting was for the purpose of handling matters connected with the contemplated oiling d gravelling of streets. City Engineer submitted proposed notice to contractors calling for sealed bids o be submitted not later then 9 PEI, Monday, June 29th, 1937, for the purpose of oiling and ravelling 3.3 miles of streets, a certified check for at. least 5% of the bid to accompany ach bid. Contractor is to start work within ten days from date of acceptance of bid nd will have thirty days in which to complete it. Motion made by :dirth, seconded by Haylett and carried, that the city advertise or bids for improving the 3.3 miles of streets. Brown Sand & Grevel Co. submitted a revised bid on gravel at a price of 81.20 per rabic yard and motion was mode by Leroux, seconded by Christensen and carried, that he bid of the Brown Sand & Gravel Co. be accepted. Duration of position of city engineer was discussed and it was inforeally decided hat 1:Ir. Smith will be kept on until the street improvement work is completed. In re pard to East Clerk St. complained of recently, Leroux stated that he end 'Herin had inspected it and while nothing could be done at present to the street, the idewalk complained of should be removed. Burns was not yet ready to submit an ordinance regarding sewers but will have one. n the near future. TRANSFER OF 15&NDS FOR OILING: O'Herin of the Finance Committee recommended that here be the arm of „12531.01 transferred from the L. I. D. funds and ;'.7799.99 from the star Dept.. fund to the City Street Fund for use in connection with oiling and gravelling treats, it this point Haylett was excused. Motion was then made by O'Herin, seconded by Christensen and carried, that a CITY COUNCIL CH,1;1B"-*IS Regular Session _ June 17th, 1937 proper resolution be precured end that "2531.01 be transferred from the L. I. D. Funds to the City Street Fund and thet ;;7799.99 be transferred from the .Yater Dept. Fund to the City Street Fund. The understan"as, of course, that the money so transferred will be paid bgelr into the original funds as the city is reimbursed by the State from the Motor Vehicle Fund, which will be at the rate of ;430.45 per month. Matter of Civil Service Commission was briefly discussed but no action taken. Inasmuch as the County Commissioners last January established seven voting precin in the city instead of 5, entailing considerable additional work on the Clerk's office, which was not foreseen at the time last year's budget was compiled, a motion was mAde by 11 O'Herin, seconded by Christensen and carried, that the Clerk be authorized to put in additional time to make transferzo into the new precincts, for whichkY the clerk would be allowed x;030.00 office expense. Matter of truck licenses was discussed and the Mayor stated he would again a.ssign a patrolmen to handle trucks doing business in Pasco in the immediate future. RESOLUTION REGARDING MARKING STREETS AND PAINTING CENTER LI14F and motion was made O'Herin, seconded by Chri.tensen, that the resolution be adopted as read; motion carried. Resolution read as follows: WHEREAS, it is the desire of the City of Pasco, dash., that the Director of Highwo paint traffic line along, the center line and parallel parking lines on PSH 3 and 11, withi the corporate limits of the City of Pasco, dash., now therefore, BE IT RESOLVED, that the City of Pasco, 9ash.does hereby acknowledge that it will not satisfactorily accomplish and will delay and be unable to paint such traffic lines o„ such City streets and waives notice of the director of highways thereof; BE IT FURTHER RESOLVED, that the director of highways is requested and permitted to paint said tr9ffica lines to the amount of One Hundred & Twenty Five Dollars, an a^taunt not in excess of the amount of money now credited or reasonably anticipated to accrue to the City of Pasco, (Yash. in the motor vehicle fund during the next fiscal year, such cost to be charged against the amount so credited, or to be oretited; and BE IT FURTHER RESOLVED, that upon stetement of cost of such painting of traffic lines and ;ournal voucher therefor, approved by the City of Pasco, for all labor, equipmeo materials, supplies and engineering, the Stete Auditor is authorized and directed to reserve end credit to the department of highways in payment for such traffic line painting any funds credited or to be crelited to the City of Pasco, Wash. in the motor vehicle fund not to exceed the above specified sum; all in eccordance r.ith the provisions of Chapter 197, Session Laws of 1937. City .ngineer advised the council thet he estimated it would cost ensroximately ;295. to widen the oiling on cast Lewis St. two feet in accouidana with desires of State Highway rept. and that the work could be done by the contrF,ctor at the time he does the Elm St. work. The City would be reimbursed out of the rj150O. maintenance allowance which the state would pay. Wirth brought up matter about replacing some trees which were almost blown down and motidn was made by O'Herin, seconded by Leroux and carried that the Street Dept. be authorized to replace the trees as suggested by Wirth. ROLL CALL: Pursuant to call put out by Mayor Hicks, the city council met in special ession for the purpose of opening bids for oiling streets and for consideration of any ther matters which might be brought before the council. The mayor presided and following cuncilmen were present on roll call: Christensen, Haylett, O'Herin, Partch and 'Wirth; 3sentees were Burne end Leroux. both reported as out of the city. Lir. E. Amen, who runs a service station on the Last Side appeared before the council o protest the amount of the business tax, but was advised that nothing could be done t present to relieve him. MARKEE AT CUNNINGHAH HOTEL: Letters from the attorneythe Cunningham, H. B. oland and from the State Highway Commission were read; it w s '.ir. Noland's contention hat markee should be raised to six a highef level on the building and he stated that is clients would not be bound for any damages, should any accident occur due to markee xtending over the xxg roadway beyond the new sidewalk. Motion made by Haylett, econded by Partch and carried, that the matter be referred to the City Attorney with nstructions to bring in his opinion at the next meeting. Matter of Occupational Disease tax discussed, as to whether 1 mill per hour should 3 deducted from employes wages and council informally decided that the cit could pay the 'tire t.,o mills on this tax. ijourn.
