Pursuant to call of Mayor Hicks, the City Council met in special session for the purpose of considering matters in connection with proposed oiling prgram for the city. ROLL CALL: Mayor Hicks arrived a few minutes late and meeting was called to order by Mayor Pro Tem O'Herin and all councilmen were present on roll call. A committee consisting of Burns and Haylett had been in Yakima Hayb24th and submit a report to the council in connection with their interview with District 'Engineer Hill and other State Highway Dent, officials. Haylett advised the council that all Seconda Highway monies must be used for construction. There would be maintenance money, based on J,500.00 per mile, or X1465., which the city was to set aside for maintenence of prima highways. The gas allotment moneywhich the city would receive during the next twom years would be 810,330.69. The state highway department was anxious to receive a reply to their letter of April 20th, advising, tham as to work the city contemplated doing and clerk was instructed to write them as soon as figures could be furnished. The council tentatively picked following streets for this year's oiling program: "A" Street, 13 blocks Nixon St. 3 Blocks 9th Street 2 " 4th St.,Depot to 5th Street 2 " Ainsworth 2" Arthur St. 2 " Columbia St. 4 " Henry St. 3 " 6th "A" tomLewi s 2 " Park St. 4 " 6th,7th,9th & 9th Norbert St. 4 " (Col.to Lewis) 4 " Margeret St. 4 " Elm Street 4 " Total 53 Blocks CITY P]NGIIJ ER: Motion made by ;firth, seconded by Haylett, that W. J. B. Smith be engaged as engineer to make preliminary surveys, estimates and draw up plana and specifications for the poposed oiling projects covering certain streets in the city of Pasco; motion Carrie t unanimously. Mr. Smith being Present, stated that he would be willing to work for 810.00 per day, on the supposition that he would be working until such time as contracts are let. Also stated that he would undoubtedly be able to do the necessary work in two weeks. SALARY: Motion made by Birth, seconded by Chrsitensen and carried with nit disc that City Engineer be engaged at a salary of ,;10.00 per day. Street Committee wil have an ordinance prepared and introduce it at next meeting provide that in future people desiring to make connection with city sewers, will have to cast iron pipe. Letter from City Attorney called attention to conditions around buil'ings known as "Scotty's Shack's on Front St. and motion was made by Haylett, seconded by Christensen and Carried that clerk be instncted to write County Auditor or Commissioners that as long as county was using these premises for indigents, the city feels that the county should clenn up the conditions complained of. Letter from (:Ire. -Vm. Nearante to State Health Dept. regarding cows owned by J,:rs. Helen Lantz and asking that conditions be improved from sanitary standpoint, which had been referred to Dr. O'Brien, health Officer by State authorities.,. was discussed and motion was made by Haylett, seconded by Leroux and carried, that clerk be instructed to VT. the city health officer to take necessary action to see that general health conditions are improved and present conditions cleaned up. (Vater Committee called attention to heave rates paid for water by large commercial consumers and suopested that these rates be adjusted in line with irrigation rates. They were instructed to investigate and report at the next meeting. O'Herin suggested that something in the way of condolence be sent to Mrs. Hicks and motion was made by Haylett, seconded by Christensen, that the city* clerk be instructed to secure a bouquet of flowers for Mrs. Hicks with compliments of the city council. Call for special meeting read, it providing that eting was for the purpose of handling matters connected with the contemplated oiling d gravelling of streets. City Engineer submitted proposed notice to contractors calling for sealed bids o be submitted not later then 9 PEI, Monday, June 29th, 1937, for the purpose of oiling and ravelling 3.3 miles of streets, a certified check for at. least 5% of the bid to accompany ach bid. Contractor is to start work within ten days from date of acceptance of bid nd will have thirty days in which to complete it. Motion made by :dirth, seconded by Haylett and carried, that the city advertise or bids for improving the 3.3 miles of streets. Brown Sand & Grevel Co. submitted a revised bid on gravel at a price of 81.20 per rabic yard and motion was mode by Leroux, seconded by Christensen and carried, that he bid of the Brown Sand & Gravel Co. be accepted. Duration of position of city engineer was discussed and it was inforeally decided hat 1:Ir. Smith will be kept on until the street improvement work is completed.
