HomeMy WebLinkAbout05-20-1937 Minutes564 100 iegular Session _ VEV 6th, 1937. purposes, including all moneys received from the Motor Vehicle Fund of the State of ;lash, ington, and, "BE IT FiR TH&R RESOLVED that all expenditures made for the construction, alterat repair, improvement and maintainance of city streets, shall thereafter be paid out of sue fund only, and the City Clerk be and is hereby authorized and directed to procur special warrants of a distinct type and color to be xxtk=:tx<dx utilized in drawing warrants upon said City Street Fund, and the Clerk is authorized and directed in the issuance of warrants for any work of this kind done or performed upon, or materials purchased for use upon the streets of the City of Pasco, to draw warrants therefor only upon said City Street Fund on the forms so provided therefor, numberi ng such warrants from one up consecutivelj, beginning with the first such warrant drawn or payment made after establis', ment by the City Treasurer of said City Street Fund. "BE IT RESOLVED that the said City Street Fund may be from time to time further enhanced or increased from any moneys available therefor on orders made by the City Council; that no money shall be withdrawn from said fund, except that the same shall be for a proper street purpose in payment of expenditures for construction, alteration, repair, improvement and maintainence of city streets or material or equipment purchased therefor. i "Passed and apnroveAy the City Council of the City of Pasco, this 6th day of May, 1937 by the affirmative vote of four councilmen." Motion made by O'Herin, seconded by Partch and carried unanimously on roll call, that resolution be adopted as read. Petition signed by 62 citizens residing in the vicinity asked that the oiling of 9th Street and "A" Street be completed, as those streets now had a gravel base and only needed the oil surfacing. Thispx petition was turned over to Street Committee upon motion made by U&Herin, seconded by burns. 4r. Partch wee excused but returned in about 20 minutes and meeting was again called to order. BILL SUBMITTED BY ,TATER DEPT. ASKING FOR REIIJBURSEME14T OF $64.20, account ,rater bill of Sather & Sons having been cancelled was discussed but no action was taken on it. CLAW BAR MACHINES: Police Dept. asked for a ruling regarding licenses for Claw Bar Machines and City Attorney gave theruling that claw bar machines are similar to pin ball machines and subject to the same license. Matterof music boxes discussed and Haylett moved, seconded by u'Herin, that Ordinance No. 424 be amended so as to place music boxes in the same class as pin ball maehire s, separate license to be required for Roll call showed Burns and Haylett voting for the motion and Partch and O'Herin *- ainst, so motion was declared lost. F. C. Boyce of Ellensburg asked for a franchise to collect garbage at rate of 50V per month for residence (weekly Collection) and 50V to X3.60 for business houses (daily collections. Letter placed on file upon motion m9de by Partch, seconded by O'Herin and carried, as it developed that he would not put up a bond, etc, to guarantee satisfactory n•,rformance of such a contract. Letter from Carl Bird asking that old assessm m t against properties in the city be cancelled was placed on file on motion by O'Herin, seconded by Partch. Partch reported on Lewis St. Undercrossing SEWER, that nothing has been done by his committee after interviewing state and railroad engineers and school board as we as interested citizens; comittee reported project as not feasible and motion was mode b O'Herin, seconded by Partch that the report be accepted and committee discharged; Carrie Light Committee reported that light at hospital would be taken care of this wee O'Herin moved, seconded by Partch, that the report be accepted. O'Herin reported that he did not go to Ulympia to see about a ramp at the Lewis St. undercrossing, as he figured it would be a waste of money as it was too late to make change at this time. ROLL CALL: City Council met in regular session with Mayor nicks presiding and all mbers present on roll call. Minutes of regular sessions April 15th and May 6th were read and approved. DR. V. G. BACIGUN was present to protest against Ordinance No. 424 (business license dinance) insofar as he and his partner Dr. Greenwell having to pay separate license es. He stated that their firm was a partnership and the firm should be licensed. tter discussed by the council, but opinion was that no relief could be granted in this se without amending the ordinancewhich the council would not care to do at this time. CLAIMS AGAINST WATER FUDD, as follows were read and motion was made by O'Herin, conded by Christensen and carried on roll call, that they be paid: 3HANT : 59 Art Gobiet, labor _ _ 59.00 60 H. H. Campbell _ Labor _ _ 40.25 62 Sterling Green, Labor _ _ 26.12 193.12 BUSINESS LICENSES: Clerk presented a list of 84 lincense applications covering usiness and professional tax and council decided to dispense with reading of list as olice m License Committee was to OK the license applications. Clerk reported that hese 94 licenses brought in •,919.44 revenue, making total to date $2277.40. Motion ade by Partch, seconded by Leroux and carried that clerk's list of applications for icenses he accepted. Patrelnan Cooney and Clerk brought un questions regarding folldwing license otters: Nfix Harry Conlan had submitted application for garage as stated that e would move about June 1st and would not have a drive-in station or curb pump; council nstnicted that he must pay for a drive-in station which he has been operating since rdinance went into effect April 18t. Contractors and Painter contractors: question asked whether they were subject to license under the ordinance and council ruled thethey are under Section 79. Milkmen, it was decided could not be license as they were peddling milk from heir own cows. Casey Chicken hatchery: Only subject to Section 79 in the opinion of the council nd should pay on the ;710.00 license basis. Pfliper service station, it was decided to let this ride as the ordinance reads. Burns suggested that in future when property owners made connections with the ewer system, only iron pipe be used by them. Renort of Titer `tanager 'IcGhee showed a net loss of $19.13 for the previous month. OILING STREETS: The matter of oiling streets was discre sed and Burns moved, ;econded by Haylett, that the unexpended balance of Street Dept. budget, amounting to 13397.60 be transferred from Current Expense to the City Street Fund. Motion was then made by O'Herin, seconded by Chrsitensen and carri9c' t;.at unexpended balance of moneies budgetted for Street Dept. and Sewer work be transferred from the lurrent Expense Fund to City Street Fund, together with monies coming from Secondary lighway Fund, amount in Current _'xpense non being .p3636.35.( TRANSFER ORDER iro. JI-( . ) Wirth reported that he and Sir. Haylett a had made a survey of streets in connection pith the proposed oiling; two years ago 53 blocks had been oiled, while this year ;hey figured that 33 blocks could be oiled, these being 9th Street from "A" to Ainsworth; 'A" St. from 10th to the N. P. railroad tracks and all of Sylvester Addition excepting )ne street. ENGINEERTO B': HIRED: Motion made by O'Herin, seconded by Haylett and carried ,hat the Street and Finance Committees be authorized to employ an engineer to make astimates, run grades and do whatever is necessary to start the oiling project. CONTRACT FOR PURCHASING STiiELT LAAPS, etc., which provided that the city would uy 8300.00 worth of lamps during the ensuing year and receive a discount of 231,6 plus 2% vas discussed, contract being submitted by Pasco Hardware Co., who called attention to the fact that only •($192.00 worth had been purchased on previous year's 2800. contract. Ir. James advised the clerk's office, however, that if the city would sign the new ,ontract, the only one would be wiped out. O'herin moved, seconded by Leroux, that ?urchasing Agent be authorized to extend the contract; carried. ADJOURifligNT: Motion made by O'Herin, seconded by Leroux and carried that eating adjourn.
