Scott _,off of the Oasis was present and st ted that a state officer (Mr. Golden) had informed him that he would withhold action until April 16th, so ,s to pen,it the city to straighten the matter out as under tho present ordinance the ch.rge would be about .;¢600.00 for a dance license. A motion was finally made by O'Herin, seconded by Christensen, that the License Committ be instructed to investigate the act of the legislature in respect to dance halls in beer narlors and if they find that our nresent ordinance will not permit of dancing where beer and ;,ine is sold, that they prepare a new ordinance grunting that privilege and present it to the council at the next meeting; motion carried. ADDITIONAL LIC'�iJSES: Mr. Roff then submitted lie nse application for Mrs. Leverich for the Oasis, also last year's license for restaurant, and license was granted upon motion made by O'Herin, seconded by Christensen nd carried. ADDITIOidAh STREET EQUIP3,E'iiT: Burns brought up the matter of new enuipment needed by the Street Dept., saying they had 3 pieces now which might be traded in on a deal for new enuipment. Motion made by O'Herin, seconded by Christensen, that the matter b? referred to the Street Dept. .Aho should investipite and bring in a re -ort at the next meeting. Orlando Lewis, Ed Pitman and others representing the Vterans of Foreign Wars ,sked for permission to bring in a carnival under the sponsorship of their organization that license fee be suspended. They proposed to bring in a carnival the l :at week of May, beginning M,y 24th. Being questioned, tha committee stated that they had received 340. gross last year from the carnival and abort .970. the your before and that they exnected that the carhival thi year would pay for the water and lights used by them. A motion :.as then made by O'Herin, seconded by girth, that the city suspend the license fee for the particular carnival spon,ored by the Vets, subject to the legality of so doing, to be determined by the city attorney. ',later Manager M -Ghee advised the council that the contractor working on Lewis St, undererossing had uncovered a large concrete sl -b baa', of the Cunningham Hotel, whit evidently covered an old well or cesspool and this ;lab would interfere with repairs, should their need develope, to .eater ,nd sewer lines; he suited that the contractor had @"reed to remove the ka slab for ?35.00 :and that the state engineers had agreed to pay one half of this amount. Swimming Beach: Mr. Burns advised the council that to the b,st of his k=%ledg¢ nontractor on the high ay bridge had completed thi work ut the swimming beach. Motion was then made by 7irth. seconded by O'Herin, that the water bill of Sather Bros., eontr�ctors at the bridge, be stricken off the books in accordance with agreement: motia carried. Secy. Notion made by Wirth, seconded by O'Herin and carried, that the mayor and one member of the council be authorized o attend the meeting, with their expenses paid. Alvin Pfliger spoke about license fee for his service station at let & Lewis St., elling attention to the fact that work on nndercrossing had blocked cars from driving in ad stated that he believed he should not have to pay full amount called for by Ordinance o. 424; referred to Police & License Committee upon motion made by Wirth, seconded by 'Herin and .carried. KI'WANIS CARNIVAL: Ronald Henderson and a committee representir_g the Kiwanis Clyb ppeared before the council regarding their annual carnival, which will be held in liay. pinion of City Attorney O'Brien was read regarding license fees for carnivals, which tated: "This ordinance is a taxation measure. In it, no reservation of the right to wive in such circumstances was written. The waiver could be accomplished, of course, y amending the ordinance. Unless the ordinance was amended, the Clerk, could not issue a icense until the fee was paid. If the carnival was given without e license being procurre he parties doing so would be liable for the nenalties provided in the Ordinance. The onncil can not by mere motion or resolution Jet aside the provisions of its own Ordinances. Wirth sugPested that the Kiwanis pay the license fee for the three days and as the roceeds of the carnival are used in improving city parks and playgrounds, when the onncil prepares its budget in fall, the amount raised by the carnival could be put in udget as a senerate item to be snent by direction of the Kiwanis organization. CO., was ordered filed for the present. Reorganization of committees, was laid over until future meeting. Stop sign at Tacoma & Clark St., requested by F. Young; nothing lone as this is a state highway. USE OF CITY HALL: Request of the Townsend Club No. 2 for use of the city hall for their meetings Pre openedup considerable discussion, as it ,was pointed out that on a number of occasions the council was unable to properly hofT,m'e`etings due to the hall being used by outsiders. A motion was finally made by O'Herin, seconded by Haylett and carried, that effective May let, no organization will be granted the privilege of meeting regularly in the City Hall; for special meetings and occasions, parties desiring hall, should contactthe mayor the morning of the day the hall is desired and ascertain whether the hall can be used. Wirth asked that additional •light be placed in front of the hospital and this was irrefrred to the Light Committee with power to act, upon motion made by O'Herin, second ed by Christensen and carried. Enforcement of License Ordinance and Traffic Ordinance: Mayor Hicks advised the council that he was changing the hours of patrolmen to secure enforcement of the ordinances.
