ROLL CALL: The City Council met in regular session with Mayor McGee presiding and following councilmen present: Burns, Haylett, O'Herin, Partch and Wirth; absent Sha MINUTES OF REGULAR Session held Dec. 17th and adjourned meeting Dec. 30th, were read and approved. CLAIMS AGAINST THE CITY AS FOLLOWS WERE READ and motion was made by Partch, seco by Wirth and carried withoutm dissent on roll call, that the bills be paid: CURRENT &0 ENSE 13100 L. W. Hemsworth, labor in city park, December _ _ 23.00 13101 Pasco Electric Shop, 2 street light globes _ _ 16.90 13102 Standard Oil Co., gasoline _ 97.44 13103 Patlatch Yards Inc., lumber and material for Parks _ 16.09 153.33 WATER FUND: 296y- Standard Oil Co., gasoline used _ _ _ 5.02 CLAIM OF Mrs. B. L. P:Ioline, Cunnginha m Hotel, regarding rent to be charged for use of hotel lobby as polling place for the city elections was discussed, as she wrote city clerk returning vouches; tendered her in payment of her bill; this voucher was for $10.00, or at rate of 95.00 for each election. Mrs. Holine in returning voucher consisted that she should be paid $20.00 or at rate of $1O.00 per election. The city has for years been paying $5.00 per day for each election held in various polling places. Motion made by O'Herin, seconded by Partch, that the matter be laid on the table; motion carried. Communication read from the 'Works Progress Administration, advising the city that the Washington, D. C. headquarters had turned down the project of building a community hall in Pasco. CITY DEPOSITORY OF CITY FUNDS: Copy of n letter written by Cityia Attorney O'Brien in connection with city funds and securities, which he had addressed to the city treasurer was read, this letter describing proper method of handling of city funds. In the letter it was stated that while the mayor and city clerk should approve of securities furnished the city, a city financne committee consisting of the mayor, city treasurer and one member of the city council should also function. In reply to a question, the city attorney gave it is his opinion, that the city clerk and mayor were not responsible for city funds, that responsibility resting with the treasurer. The City Council should designate one or more bmks in the county/as depository of city funds. POLICE COMMITTEE reported regarding complaint of Central Labor Council about actio �f Police Matron at the free dance Dec. 19th and recommended that the best way to clear it up would be to reimburse the Central Labor Council for the $2.00 paid out by them. Notion made by Partch, seconded by ;Virth and carried on roll call, that the clerk be authorized t issue a warrant for ;2.00 to reimburse the Central Labor Council for the amount paid out t, Police Matron at Dance Dec. 19th. WARRANT No. 13104 issued) Water Dept., reported a loss of4$997.89 for the previous month, this being due to the purchase of a new chlorinator, at e cost of ;j1375.00. City Attorney O'Brien was given additional time in whichl,to check lip on possibili of city securing refunds on gasoline purchased for city use. A memorandum from A. Rolls called ati>mtion to the fact that building ermits must be issued to anyone who has not submitted to the Dept. of Labor an estimate of cost and t numberof work man hours. Upon motion made by Haylett, seconded by O'Herin and carried, this was erefrred to the City Attorney for an opinion. City Attorney O'Brien addressed Mr. McGee complimenting him for the manner in which adfai of the city had been conducted and then presented him with atravelling bag on behalf of businessmen, city employes and city officials, as an expression of their appreciation of his work. Mr. Xagmx bdcGee, then turned over the meeting to Mr. Hicks, and again I:Ir. O'Brien addressed the mayor, expressing the well wishes of the business men of the city, the city officials and employes, all of whom had asked him to present Mr. Hicks with a brief case. Idr. Hicks responded and then called the mattmxxt meeting to order. ROLL CALL: Following councilmen were present upon roll call: Burns, Haylett, Hechtner, LeRoux, O'Herin, Partch and Wirth. FOLLOWING CLAIMS AGAINST THE CITY WERE HEAD and were ordered paid upon motion made by O'Herin, seconded by Mirth end carried on roll call: CURRENT EXPENSE: 13105 Pasco hlachine Co., balance due on pipe in hiverside Park 119.25 13106 Shell Oil. Co., gasoline _ _ 43.77 13107 Cox Investment Co., treasurer's bond (2 years) _ 95.00 13109 Assn. of ',7ashington Cities, annual membership fee _ _ 40.00 WATER FUND 2965 Wallace & Tiernan Sales Corpn., Ortho Tolidin Solution _ 1.25 Councilman H. R. Hechtner submitted his resignation as a member of the council, stating that he was being moved to 'Walls ',Valle and ,,ould be located at that point February 1st. No action was taken on the matter and it w as permitted to lay over until the next meeting. Bond of the city attorney was approved by the mayor and accepted; bonds f city clerk and city treasurer for 4$1000. and wI OOOO. respectively, were approved by the city attorney end accepted by the council. CITY CcVITCIT, CHAI't TRS January Regular Sesssion _ &NERMN Xf 7th, 1937 CONTINUED Mayor Hicks read telegram he had received from Geo. L. Baker, former mayor of Portland, in a,hich he asked co-operation in matter of maritime strike and asked Hicks to join other mayors in telegram to President Roosevelt, asking that attempt be made to settle the strike. Motion made by Wirth, seconded by Partch and carried that mayor be authorized to answer the telegram og behalf of the city. c APPOINTMENT OF OFFICERS: Mayor Hicks a,nnoi�ned the appointment of following officers : Chief of Police, Alf Buchanan; full time patrolman Ralph Hazaelton; Half time patrolmen, Merlin Cooney and Fred Shoemaker, Police Judge A. Id. Johnson; He81th Officer, Dr. H. B. O'Brien; Janitor City Hall, Merlin Cooney; Sexton at cemetery Earl Sample; Street Supt. I. N. Brickey; Fire Chief V. L. Pangle; Building Inspector and Street Commissioner W. E. Burns; Purchasing Agent A. M. Haylett. Mrs. Z. F. Chute was re_apnointed as a meber of the Park Board, her term having expired Dec. 31st, 1936. In the m«tte r of appointing a member of the Library Board to succeed James B. Conroy, Mayor Hicks stated that he would give this a little more consideration and make his appointment later. J. F. O'Herin was chosen as Mayor Pro Tem, upon motion made by Burns, seconded by Wirth and carried. A. M. Haylett was selected by the councilmxa as its member on City Finance Committee suggested in Mr. O'Brien's letter to the council about city funds, he being n)minated by O'Herin and declared as elected after a vote. FLEET INSURANCE Policy submitted by Cox Investment Co., covering liability insurance for city owned cars at a cost of $150.42, was referred to the Finance Committee upon motion made by O'Herin, seconded by ;girth and carried.
