BOLT, CALL: City council met in regular session with P:Iayor McGee presiding and following councilmen present: Burns, Haylett, Partch and 7.1irth; ageent O'Herin and Shaf} Minutes of regular session held Nov. 5th were read and approved. CLAIMS: Following bills against Current Eppense and Water Funds were read and motion was made by Wirth, seconded and carried withoutn dissent on roll call that bills be paid. H. Smith for soft drinks at Regina stand and Mrs. L. Fallon for West Hotel; motion made by 'Wirth, seconded by Partch and carried that licenses be granted. Request came from Walter Oberst, president of Pasco Choristers, asking for use of th City Hall ilednesdays between 7:45 Phi and 9 PM and this was passed to City Clerkwith instructions to advise Mr. Oberst that the request was granted. Communication read from Washington Cities Assn., giving report of action taken at various regional conventions. Matter of additional light at underarossing was discussed and referred to the Light Committee. Reports of City Clerk were gassed to each councilman; report of police matron for past three months was read and ordered filed. Report of taster 11anager McGhee showed total receipts of '$4411.61, expense of oDerati.4,1597.01, $1570.00 placed in bond sinking fund, leaving a net profit for previous month of $1244.42. Matter of raising sidewalk at Skaggs Store and restoring cut curb at 4th and Clarlc was brought up and Mr. Haylett advised the council that he had advised Skaggs that their request to be permitted to raise the sidewalk in front of their door had been turned dowi Invitation of N. 7d. Aviation Council, which was organized last May, asking that the city sent a representative to their meeting at ?ortland Dec. 4th and 5th was discusse Motion made by Wirth, seconded by Partch, that Haylett be authorized to represent the city at the meeting and that the city pay his expenses; motion carried. carried. Dague to open Palm Cigar Store, was granted upon lotion of Partch, seconded by 'Wirth and .carried 3 to 1, Burns voting against. Contract for chlorine fir 1937 was submitted by Pennsylvania Salt Mfg. Co. noting a price of 9 cents per pound F.O.B.Taeoma, same price as at present, and this as referred to 'eater Committee. SECURITIES: Question brought up about secisities offered by the Bank of ommerce to cover city deposits; they offered ;"'10,000. of Tax Anticipation Notes f the City of Woburn, Mass. and $10,000. of Tax Anticipation Notes of the City of evere, Mass., as securities, which Clerk and Mayor felt were insufficient to protect he city and the matter was referred to the Finance Committee for investigation and eport. LIBRARY BOARD called attention to the fact that the term of James Monroy ould expire Dec. 31st, 1936; Mayor McGee in connection with this announced that rfective Oct. let, he had appointed Idrs. Hill Williams to the Library Board to fill he vacancy caused by the moving away of Miss Alma Olson. Clerk visa instructed to advise the American City Magazine that the city 54 546 would not renew its subscription. SIDEWALK AT Shell Oil Co. was reported as sunken and Burns was instructed to check upm on this. CONDITION OF DETOUR AT LEWIS STREET was brought before the council and the fol- lowing resolution was read and adopted, the clerk being instructed to send a copy to Mr. Norman Hill of the State Highway Dent.: "WHEREAS", the detour around the construction work at the Pasco undercrossing is rough, dusty and in exceedingly poor condition, and the traffic thereover very great, THEREFORE BE IT RESOLVED, that the State Highway Department be and is requested to immediately take steps to place such detour in satisfactory condition by oiling or otherwise. MINUTES OF REGULAR SESSION HELD Dec. 3rd were read and approved. Haylett, expense to Aviation meeting as representative of city, Portland _ 29.26 211.29 WATER FUND: 44 1t1stmx Art Gobiet, labor on service maintenance 14.25 CLAIM FROM CUNNINGHAM HOTEL for .$`20.00, for space for election booths t two city elections, was read and discussed; city has always paid $'5.00 for ach election in the past. Bill referred to the Claims Committee. T MATER OF REFUND ON GASOLINE USED BY THE CITY was discussed, it beigg the nderstanding of some of the members of the council that the city is entitled to efund for state taxes on gasoline used for city purposes. Matter referred to city ttorney for investigation to see if the city can secure refund. At this point Partch and Wirth came in. FINANCE COMMITTEE REPORTED ON SECURITIES OFFERED TO THd CITY by the Bank of ommerce, O'Herin reporting for the committee that the comittee and city attorney had p eld a meeting in the city treasurer's office and gone into the matter, that the city ttorney advised that the securities were not what they should be and that he had been City' sked by the committee to write a letter to that effect to the Bank, which he did, dvising the bank that the securities were not satisfactory. As letter was not promptly nswered, Mr. O'Herin called on the bank and Mr. Stringham advised him that the bank ould deposit bomds for the city. He also called on Mr. Stringham and showed him a arbon copy of a letter, which showed that he had instructed the Bank of Hanover to enosit securities in trustee for the city. Mayor McGee and City Clerk advised that hey did not feel like signing an approval of the securities unless they ;,ere sure hat the securities were OK and covered the city's deposits. Altho, committee stated hot the treasurer was asked to ascertain the value of securities in future, the city Jerk was asked to write and see if she could find out the value of the anticipation ,ax notes, now being offered as secutity by the Bank. In regard to improving detour at Leuis St. undercrossing, I:Ir. O'Herin stated hat the Highway Dept. said that it was up to the contractor to improve the road and ix the detour and that they probably would be able to do some oiling in Spring. atter of ramp or stairs at the crossing was discussed but no action taken. Matter of bill of Pasco Auto Co., amounting to ;133. was discussed by Haylett, ho stated that this was not a regular bill, the intention of the Fire Dept. being to ave that amount, which covered work on booster pump, chnrged against that budget item nd not to Fire Dept. P.4a.intenance Motion made by O'Herin, seconded by Haylett, that Le item of X150. allowed in 1936 budget for "Pump Overhaul" be trabsferred and added o the amount allowed for Fire Dept. Maintenance; carried. PURCHASE OF NEW COATS .9I41) HATS FOR FIREMEN WAS AUTHORIZED upon a motion made y Haylett, seconded by O'Herin, that they be permitted to spend $130. for these items nd carried without dissent on roll call. Matter of contract for chlorine which.had been referred to 'Vater Committee as brought up and Water Manager McGhee made a verbal renort that contract would be eted on later. Mr. Burns was given an additional two weeks to investigate the sunken walk at he Shell Oil Co, station. ORDINA14CE NO. 421, declaring an emergency forpayment of over -expenditures in P. A. and secondary Highway work, '2000. for the former and �j399. for the latter, as given its first reading. Motion madeby O'Herin, seconded by Wirth and carried, hat ordinance be declared to have had its first reading. ORDINANCE No. 422, FIXING SALARIES OF VARIOUS OFFICERS AND EMPLOYES OF THE CITY ffective Jan. let, 1937, was read; motion made by ''girth, seconded by O'Herin and carried hat ordinance be declared to have had its first reading. Notion made by Shaffer, econded by Haylett that ordinance be given its second reading by title only; carried nd ordinance was duly read by title., Motion made by Partch, seconded by Haylett and arried, thatordinance be declared to have had its second reading. Notion made by O'Herin econded by Haylett and carried, that in Section One, reference to offices of Police udge, Chief of Police and Health Officer be stricken. Motion made by Haylett, seconded by Partch, that ordinance be given its third eading, rules being suspended and motion was carried. Ordinance was then read for hirl time. Motion then made by Partch, eeconded by O'Herin and carried that motion declared to have had its third reading. Motion made by O'Herin, seconded by Haylett, that ordinance be declared finally dopted; carried on roll call with ill members voting for it. Report of Water Manager, showed net earnings of $119.93 end was ordered filed.
