REGULAR SESSION NOVEMBER 7, 1935
ROLL CALL: Council mot in adjourned session with Mayor McGee -:presiding, and Councilmen 30LL CALL: Council met in regular session with Mayor McGee presiding, and Councilmen
Burns, Hnylett, O'Herin, Partch, and Ydirth answering to roll call. Burns, O'Herin, Partch and Wirth present.
THE REGULAR ORDER OF BUSINESS was suspended upon motion made by Haylett and seconded by
O'Herin, and carried, and the discussion taken up on FIRE TRUCK BIDS.
After thorough -discussion of all bids submitted, O'Herin moved to accept the
second bid of the Seagrave Corporation, The Sentry Pumping Engine, a 750 gallon
pumper, at V$11,776.00. The motion was seconded by Partch, and carried unanimously
on roll call. O'Herin then moved that a performance bond be drawn -up by the City
Attorney, and that the contract be signed by the Mayor. Motion seconded by Burns
and carried without dissent.
ADJOURNMENT: A motion to adjourn was made by Wirth, seconded by O'Herin, and carried.

�!UliiCATIOVS: A letter from the State Department of Public delfare, asking the City to re
lease the Department from any further responsibility in connection pith the
Police Project as set up in 1934. Motion made by 'iiirth and seconded by Partch that
the release be granted. Motion carried.
'ORTS: A report from Edna F. Linbsrger, was read, ahowing the amount on hand
in the library desk fund on November 1, as X215.84. Council recommended that the
Librarian take this matter up with the City Attorney to ascertain the proper method
Of handling said fund.

The ,eater managers report was read, showing a gain of j1409.96 for the
month of September.
LICENSE APPLICATIONS were read from J.A. Patrick and from Jerden Porter, bblth for oporati
of restaurants. Motion made by Partch and seconded by girth to grant the licenses.
Motion carried
UNFINISHEi) BUSINESS: The Empire --lectric bill for the installation of the traffic signal
light was brought up, and explained by Cecil Downey. `1.20 was cut from the ex-
pense, leaving a total of ?103.94. Motion was made by Partch and seconded by
O'Herin to allow the bill. Motion carried on roll call. ,`arrent No. 12039
covers.

:.:IJUTES: The minutes of the regular session of November 7th were read and approved.
THE RESIGNATIOV OF P.E. ANDEtiSOD FRO11: THE COUNCIL was read, and a motion made by O'Herin
and seconded by Haylett that the resignation be accepted. ;notion carried.
C.P. Shaffer was then nominated by O'Herin to fill the vacancy. Nomination seconded by
Haylett.
A motion that the nominations be closed was made by Haylett and ;seconded by Partch.
Motion carried.

I.P.A. BUSINESS: Upon onestions raised boncerning ti -,e results of ,,.P.A. project proposals,
Hirth moved that the City Attorney write to H.S. Senator Schwellenhach to ascertain
what projects have been approved. I.Iotion seconded by O'Herin, and carried.
)RDINANCE 413: O'Herin moved that Ordinance 413 as read in regular session be amended by
inserting the following title, AN ORDIIiANCE CONCE=iNING THE IMFROVEIIENT OF LE;;IS STREET'
IN THE CITY OF PASCO, BY SEPARATING THE STREET AND RAILROAD GRADES AT THE LE-lIS STREET
CROSSING OF THE NORTHERN PACIFIC'HAIL,7AY C011PANY'S TRACKS IN THE CITY OF PASCO, BY
THE CONSTRUCTION OF AN UNDERGROUND SU3,1AY BENEATH THE SAME, AND ADOPTING THE STREET
GRADES THEREFOR. Motion seconded by Wirth, and carried.
Partch moved that Ordinance 413 be given it's 2nd reading as amended by
title only. Motion seconded by Haylett, and carried on roll cr,ll. Ordinance 413
was then read by title.
Motion by Wirth, seconded by Haylett that Ordinance 413 be declarel to have
had it's second reading. (lotion cnr.ied on roll call.
Haylett moved that the Ordinance be given it's 3rd reading. Notion seconds
by',7irth, and carried. Ordinance 413 was then given it's 3rd reading.
Motion by Partch, seconded by O'Herin, that the Ordinance be declared to
have had it's 3rd reading, notion carried on roll call.
I.iotion made by ,firth, seconded by O'Herin that Ordinance 413 be adopted
as read. Motion carried on roll call.
IRE HOSE TO BE PURCHASED: It mtl6n was made by Haylett that the Purchasing Agent be au-
thorized to buy 200 feet of 12 inch, and 100 feet of 2,�inch fire hose. Motion
seconded by O'Herin, and carried unanimously on roll call
RNLENT: Notion to adjourn was made by 'Hirth and seconded by Haylett. Motion
carrio d .
O'Herin moved that the Clerk cast the unanimous vote of the Council for Mr. C.P. ,
Shaffer for Cmmcilman, to fill th vacnncy made by the resignation of P.E. Ander-
son. Motion seconded by Haylett, and carried. The vote was duly cast, and Mr.
Shaffer took his place in the session.

NORMAN HILL, -DISTRICT ND:5.;HIGH;9AY EIIGINVER, addressed Council, presenting three sets of
underground crossing plans, and stating that the State is nowlj,n a position to go
ahead with the project as soon as the pending injunction suit of B.K. Moline a,nl
Adelaide Moline, versus the City of Pnsco, account of damages to be caused to their
property by the underground crossing, an.l such other cases as may come up in this
respect are cleared up.
A PROPOSED ORDINANCE ADOPTING THE PLANS FOR THE UNDERGROUND CROS ING was read. Ilotion was
made by Partch that the Ordinance be declared to have had it's firbt reading.
Notion seconded by Haylett, and carried on roll call.
