MINUTES: The minutes of the ragalar session on August let, and the special session of August 5th were read and approved. I K3PORT S: The report of ;later Manager aoGhee was read, for the period from June 15th, to duly 15th, showing a gain of $1500.06. O'Herin, reporting for the ;dork Projects committee, stated that a Projette enpinxeer would be in the City in the near future, to investigate the pro- posed projects. Mr. Harve Colvin,in behalf of the Kiwanis Club, addressed Council, stating that the Club will spend $600.00 for putting a portion of the Sylvester Park playground into grass if the city would agree to care for the upkeep. This matter was referred to the Street Committee, with instructions to meet with the YAwanis committee, and the Park Board. !+lotion was made by Wifthinand seconded by O'Herin and carried, that the committee be given powwr to act. "TRAFFIC DRDINANCE: Motion ,gas made by O'Herin, and seconded by Partch that the Police committee bring in a ±xaffta traffic ordinance for consideration at the next regular session. Motion carried. W. p. A. P:iOJECTS: Tho meeting was called for the purpose of passing on the set-up for the VzOP. A. Project plans of a proposed Community Hall, and for any other business whish might legally come before such meeting. After discussion of the plans, a motion was made by Wirth and seconded by O'Herin that the Mayor and City Clerk sign the 'W. P. A. application to be sent in for approval. Motion carried unanimously on roll call. IBRARY PROJECT: An application for a P. A. Pm ject for library work, covering filing ani b book mending was read. Motion was made by haylett and seconded by Wirth that the application be -accepted by the City. Motion carried unanimously on roll call. various changes were made in the proposed budget for 1936. PETITIONS: A petition signed by business men of the City was read, requesting that there be no change madeeat the present time in the manner of parking cars to the paved districts. O'Herin reported that he had received protests of the undesirable conditions existing in the vicinity at the corners of Lewis and 'Tacoma streets, as to the number and character of transients using this part of town as a hangotit, and suggested placing a twyN on duty at said place. idayor McGee zztkxkestated he would take the matter up with Chief Buchanan. U'Herin also reported that the water supply at the Shurger place on the East 014e isvery inadequate, and the expense of repairs would be very small. TRAFFIC ORDINANCE: A proposed ordinance regulating the traffic on the streetsrof Pasco was read. motion made by Haylett and seconded by ;;irth that the ordinance be declared to have it's first reading. The following resolution fixing and adopting the preliminary budget was read and adopted on motion made by O'Herin and seconded by Wirth, and carried. RESOLUTION: "NHEREAS, the City Council of the City of Pasco, iJasgington, met in regular session on Thursday, the 5th day of September 1935, to consider the preliminary budget for the City of Pasco for the year 19;6, and having made such revisions as deemed advisable it said budget as submitted by the City Clerk of the said City of Pasco, iiON THEREFORE, BE IT RESOLVED, that the preliminary budget as considered be adopted and the same is ordered placed on file for the information of any taxpayer who may call at the office of the City Clerk for information concerning same, or for copies thereof, and BE IT FURTHER RESOLVED, that the City Clerk of the City of Pasco give due notice that the said preliminary budget is on file and that the City Council will meet on Monday, the 7th day of October, 1935, at the hour of 9 o'clock P.M., at the City Hall, in the city of Pasco, for the purpose of fixing the final budget and making tax levies in accordance therewith; that the City Clerk cause such notice to be published once each week for two consecutive weeks immmediatly following the adoption of this resolution. COLRIUNICATIONS: A letter from the ;WASHINGTON SURVEY & RATING BU.EAU was read, stating that the City's present classification od Nth class seriously threatened if etepe'are not taken to remedy the unsatisfactory conditions existing in the Fire Department, the foremost suggestion for bringing about an improved classification being the purchase of a modern, approved fire department pumper of not less than 750 gallon per mintite capacity. A RESOLUTION from the CHAIL3E:1 OF C01,=RCE, urging that the City Council take immediate s6eps to comply with the recommendations of the bureau was read. Fire Chief Pangle explained the ratings according to amount of equiptment and water supply, and recommended that a committee of Councilmen study the ratings in order to be able to determine the most economical improvements to make. A number of representatives from the Chamber of Commerce spoke, all urging the purchase of equiptment. Amotion was made by ',Wirth and secondel by O'Herin that a special committee' be appointed to investigate conditions and attend the good roads meeting in Seattle on September 27 & 29, and while there get direct information from the bureau. Motion carried, and Chief Panple, and Councilmen Haylett and O'Herin were duly appointed. UNFINISHED BUSINES: District Helief Engineer Radelmiller presented the M:PeAt street graveling project as he had prepared it for the. approval of the Council. Motion made by Partch was seconded by Haylett that the City Council approve th project, and that it be signed by the Mayor and City Clerk, and presented to N.P.A. District No 2. otion carried A lette r from N.P.A. District No. 2, concerning the Community Hall Pro- ject was read, explaining that the Project and Planning bepartment had shifted the rental of equiptments to the Sponsors column and are taking instead, as the Federal portion, materials, for the reason that they can buy materials on one requisition, while inttakinp, over egiiiptment rentals, it is'neeessary to reauisition the use of equiptment each month. A motion was made by O'Herin and seconded by Haylett to approve the change made in the project plans. Motion carried. A motion was made by ;firth and seconded by Pareth that the City Clerk write to N.S. Darley & Co. for a control unit to flash twenty second traffic changes for the new signal light at 4th and Lewis Ste., to replace the present twenty thirty seconds change. Motion carried.
