DISCISSIONS: Mr. Sylvester heing present, Enyor Pro Tem Anderson asked him to give reasons why he should be allowed to have card games going in his place of busineEs after 12 o'clock P. M. Pdr. Sylvester ansuered that if he were to Ie permitted to keep his place open until 1 he thought it was all right to let Eames run until about this time; but that the police ranorts showing card games running until after 1 A. 11. were incorrect. Anderson asked Chief Buchanan what features were objectionable, and to state the conversation between himself and Sylvester when he spoke to him on the subject. Juchansn .,,as not certain of the conversation, but said that Sylvaster said there would no undesirable games, and that Vpw objectionable feature is a low partition which hide,: the tables, but not the heads of the players from the outside. At this time Patrolman hoemaker dntered. He stated that the police report as given to the Council was correct, and that the chips ware pinced on the counter at the times stated on the report. attorney O'Brien asked Sylveste_, "'!that do they play for-" Sylvester answered, "Merchandise checks". O'Herin Asked, "Did you know that the Is,,, says games must stop at 12 P. 1,1.e" Sylvester answered, "Yes"; and continued to say that he thoupht the time hal been extended. He stated that he believed competitive bne,iness caused most of the complaints made, that he did not wish to be obstinate, and had no interest in the games, except to create business, and make his marpin on the sale of merchandise. EXECUTIVE 1­3SSION: A motion made by O'Herin and seconded by ',firth to go into executive session c:as carried. :,Ir. Sylvester was exc,.sed. A motion by Partch to revert to the regular order of busine.:s was -econded by O'Herin. Motion Carried. Partch then moved that the situation be held in obeyanee, and that Sylvester be informed to conform to City and State lov.s.,,Eotion carried unanimously. CITY COUNCIh CHAMB::_:S SPECIAL, SESSION 1,IAY 24, 1935 -,OLL CALL: City Council met in speci8l session for the purpose of adopting i, resolution designating the nereentage of monies to be received under the provisions of Chapter 111, Laws of 1935. Mayor McGhee presided and the following Councilmen were present; Burns, Haylett, O'Herin, ;firth, and Skinnell. The following resolution wa read, and motion made by Haylett and seconded by Jirth that the resolution be adopted. Motion carried unanimously on roll call. 7HREA3: The State Director of Highways has renuired that the City Council shall by resolution designate the percentage of monies to be received by the City under the provisions of Chapter 111, Laws of 1535, that will be used for street consturction and maintenance and interest and principal bond payment; Now, The_efore, BE IT riESOLVED BY HE CITY COUNCIL OF THE CITY OF PASCO AS FOLLO.;S: That of the money to be received by the City of Pasco under the provisions of Chapter 111, Laws of 1935, the City will expend twenty-five percent (25%) for street maintenance, and seventy-five percent (75%) for street construction, and ( o) percent, for payment of interest and principal of warrents or bonds. PASSED this _-1 day of 1935. A motion was made by turns and seconded by Skinnell that t;e Special street committee km hire an engineer to prepare proper plans and specifications for the proposed street construction. Councilmen Burns, O'Herin, Partch, and ;firth answered to roll call. I:either Payor I.toGee, nor Mayor Pro Tem Anderson being present, ;ti-th moved that O'Herin be appointed as acting llayor.Ilotion seconded b,, Partch, and carried. ISCUS_ION: Par. Judd, engineer, explained that his idea of ste)rting with the proposed street work would he for the City to do the graveling, the gravel to be bought from Mr. Brown at one dollar (y1.00) per yard, placed, and then let the contract for oiling.
