ROLL CALL: Pursuant to a call put out by the Mayor the city council met in special session wit}a all members present. WIDENING TENTH AVENUE: The State Highway Dept. having asked the council to pass a resolution relieving them of possible claims for damages, the -following resolution was read: "WHEREAS, it is proposed to widen a certain portion of Tenth Avenue in the City of Pasco, by the removal therefrom of the trees in the parking strips on either aide of said avenue, and the removal of the curb on either side of said avenue and relocating and rebuilding the same. The said work to be done by and through the Department of Highways of the State of Niashington and paid for by funds available or to be made avail- able through such department, and whereas, the making of such alterationsand changes would constitute a valuable improvement of said avenue, "NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pasco, that the State Highway Department of the State of Washington, be and in authorized to undertake and carry through such improvement on Tenth Avenue, as before stated. AND BE IT FURTHER RESOLVED, that the City of Pasco does hereby assume liability for any damages that may accrue to the adjoining property owners on said Tenth Avenue by reason of the carrying out of slich out of such proposed improvment, it being understood that all work and material necessary to be utilized shall be provided by the State Highway Department of the State of Washington, by and through'funds available to the State Highway Department, the City of Pasco not assuming any liability in connection with said improvement except as herein expressly provided. "Passed and approved this 11th day of April, 1934". Motion made by Anderson, seconded by O'Herin and carried on roll call, that the resolution be .adopted. as read. RELIEF TORK, -ETC.: Letter read from W. L. Pringle, Works IiIanager of the C.W.A. ealling.attention.to.the.fact that work could probably be commenced again on the Patter- son Road project and -furnish employment of about.150.Franklin and Benton County men, if matter were taken up by the city councils of Pasco and Kennewick and the Chamber of 671 Commerce in both cities.. No action was taken. e, The following resolution, however, was read and motion was made Wirth, seconded by Skinnell and carried unahisously on roll call, that it be adopted as read: "WHEREAS, the City of Pasdo is the county seat of Franklin County, Washington, having a population of 3,500 people, and is essentially an industrial center, railroads having always been the chief industry; whereas there are at this time 250 railroad men, who, under present conditions }lave little chance for re-employment at railroad work; "And Whereas, there is a list of approximately 600 men and women of Pasco, .unemployed and seeking employment under the N: R. S., And Whereas, there is a large num- ber of families who are now destitute and will be without the neessities of life this coming week and the railroads, which are the greatest industry, are now. laying off men rather than re-employing them; And Whereas, the City of Pasco, as well as Franklin County are unable to place any further obligations upon the communities and unable to float or sell bonds or otherwise obtain credit for the purpose of dealing with the existing emergency; Whereas, the farming activities in this county and vicinity are exceedingly limited and the.farmers are unable to offer re-employment to the great number of persons resident in this community who are in need of work; And Whereas, it is the belief of the City Council of the City of Pasco that Franklin County has been improperly classified as a rural county rather than an industrial one; And Whereas, it further appears that the N. R. S. has recently been removed from Pasco to the town of Kennewick in Benton County, thus forcing persons resident here to walk a distance of approximately five miles to the town of Kennewick for the purpose of seeking employment or relief from that agency; And, Whereas, the classifying of Franklin County on a rural rather than an urban basis has removed any chance of this community receiving any relief from the program under the W.E.R.A.; And, Whereas, Further, the inability of the City of Pasco and of Franklin County as municipalities to finance the needed direct relief and employment relief, leaving the community and the needy persons therein entirely stranded and without hope of assistance. "NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pasco, that the said council does most earnestly protestx against the classification of Franklin County as a rural county rather than an urban axa county and does most earnestly prote lt the removal of the N.R.S. from Pasco to Kennewick in Benton 'County, Washington, and does most respectfully petition, both the federal and state authorities to re-establish in the City of Pasco, the offices of the N. R. S. with a view to facilitating employment, of the great number of unemployed persons resident in Pasco and the surrounding sections of Franklin County and further does earnestly petition and urge upon the officials, both state and federal, that Franklin County be immediately re-classified as an urban county rather than as a rural county and a work program be immediately worked out and provided for the purpose of giving employment to the many industrial workers now unemployed at this center and in urgent need of and seeking employment. AND BE IT FURTHER RESOLVED, That a copy of this resolution be sent to the: Honorable Clarence D. Martin, Governor of -the State of Washington. Honorable Harry Hopkins, Director of National Emergency Relief Administration. Honorable Chas. F. Ernst, Olympia, Wash. Honorable Vd. W. Dillon, Divisional Administrator of the W.E.R.A., Yakima, Wash. Honorable C.C.Dill and Homer T. Bone, members of the United States Senate from the State of Washington. Honorable Knute Hill, iiepresentative in Congress from this Congressional District. "AND.BE IT FURTHER RESOLVED, that all and each of them be, and they are, most tespectfully petitioned and urged to take whatever pxxBx action lies within their power or authority to immediately correct the conditions hereinbefore set out and to provide with the least possible delay for the re-establishment of the N.R.S. in the town of Pasco and for a work program under the W.E.R.A. or other approved aganey, to the end that the unemployed in'th#s vicinity be immediately provided with facilities for the purpose of enabling them to find employment and that the direct relief so urgently necessary be at once provided. "Passed and approved this 11th day of April, 1934." The auditor of.the Franklin County Wlfare Board asked for a telephone and the matter was left in the hands of the Mayor. CLAIM OF TARS. A. P. GRAY for rent for quarters occupied by the C. W. d. offices was discussed, as two vouchers were before the council; one cteedMl submitted by Mrs. Gray was for 060.00 for three months rent, while the other voucher which had been -. After discussion by the council, the matter was turned over to the Claims Committee for recommendation. AN OPINION FROM CITY ATTORNEY OBRIEN was read, in which he stated that the $2309.10 in the budget for emergency work, could be reallocated through ordinance for emergency labbr,'but,none of it could be otherwise used to supplement the'amounts originally budgetted for by various departments, unless need of emergency and unfore- seen work arose. Contract of the Standard Oil Co., providing for three month's supply of gasoline at a price of 13 cents per gallon and maximum price of 14a cents, for that period, =z had beenn signed by the mayor and was turned over to the clerk for the city files.
