March 19th, 1934 ROLL CALL: Mayor Pro Tem Anderson called the meeting to order and following councilmen answered the roll call: Anderson, Burns, Haylett and Partch; absentees were O'Herin, Skinnell and Mirth. MINUTES OF MEETING HELD MARCH 6th and/®th were read and approved; CLAIMS: Following claims against Current Expense were read: Everett Castleman, $17.00, for sprinklers for the Park; motion made by Partch, seconded by'Burns, that the bill :be allowed; all voted for the motion on roll call. (Warrant No. 10902 issued). Claim of Peter R. Anderson•, $3.80, for supplies and labor making blue prints of 4th Street extension; motion made by Partch, seconded by Haylett, that the bill be allowed and motion carried without dissent on roll call. (Warrant No. 10901 issued). Letter from Peter Klockner regarding bonds he holds in one of the LID districts, was read and referred to the City Attorney. Report of Water Manager McGhee showed net earnings of $10.19 for the preceeding monthm, and was ordered filed. Report of City Clerk is typed form was furnished each councilman. CARNIVAL: Messrs. Joe Bryan and Ed Pitman informed the council that the Veterans of Fnr6ign Wars wanted to bring a carnival to Pasco May 29th, 29th and 30th, and wanted license from city to do so. Motion made by Partch, seconded by Haylett, that the Veterans of Foreign Mars be granted permission to hold a carnival May 29th, 29th and 30th, providing they arrange for extra police protection and take care of cleaning the grounds of rubbish and trash, which may accumulate on the grounds. motion carried without dissent. Graham Co., books for library _ _ _ 12.50 1220.93 At this point Councilman Haylett entered. REFUND OF LICENSE FEES: Claim of H. W. Shupe and Pasco Club for refund of license fees (Included in above list of warrants) was brought up and motion was made by Wirth, seconded by Haylett, that the Clerk be authorized to refund $15.00 to all direct delaers who had paid for six months, to cover unused portion of licenses; roll call showed all voting for the motion. DEED FOR AN ADDITIONAL Forty acres of land for the new golf course was read to the council and motion was made by Wirth, seconded by Partch, that the city accept the deed; motion carried. RIVER PARK LABOR: Dr. W. W. Robbins and Harry Sandstedt appeared representing the Pasco Gun Club and asked that the city furnish a man to help water the park, at a cost of $10. or $12. per month; notion made by Partch, seconded by Wirth, that,the city allow $10. per monthtowards labor of man watering the park, the gun club to pay the balance; roll call showed all voting for the motion. Mr. Rodky of the Padco Machine Co., presented some figures about increasing efficiency of the pumps and motion was made by Wirth, seconded by Burns, that matter be referr- ed to the k"Tater Committee for investigation and report at the next meeting; motion carried. WAIVERS OFDAMAGES, ETC. ACCOUNT WIDENING TENTH STREET were presented to the council, having been signed by all except five property owners &n the street; these waivers had been secured at the request of the State Highway Dept., as they did not want the work delayed thru an injunction. Moved by Wirth, seconded by Burns, that the waivers be turned over to the City Attorney to expedite the work; carried. Partch later asked for the waiver, stating that he would secure the aigna.ture of Bert Graham at Yakkma and leave the docume#t in the office of .District Engineer Simpson at Yakima. Motion spade by Partch, seconded by Wirth, that the council extend a vote of thanks to Earl James, for his work and interest in securing these waivers; motion carried. Report of City Treasurer was passed around. Matter of liquor regulations was passed over until next meeting. IMPROVING BUILDING AT CEriENTERY WAS discussed and estimates of $175.00 to cover cost of finishing the building and constructing an enclosed porch were presented. Motion made by Wirth, seconded by Partch, that the Purchasing Agent be Authorized to purchase the nenessary material and arrange for labor so that building will be put in shape to enable the caretaker to live in it. Motion carried. Matter of new lawn mower for the Parks was discussed and motion was made by Partch, seconded by Wirth, that in next year's budget, the city will include not less than sixty dollars for the purchase of a lawn mower; notion carried,on roll call. SCALES WANTED BYDTHE PASCO GROWERS TO BE PLACED IN SIDEWALK IN FRONT OF THEIR establishment was discussed and notion was made by Partch, seconded by Haylett, that the Pasco Growers Assn. by granted -permission to install scales in the sidewalk in front of their business on Columbia St., between 2nd and 3rd, they to keep it in first class shape and replace the walk in first class condition, should they ever abandon the scales; motion carried. ADJOURNMENT: Motion made by Partch, seconded by Wirth, that the meeting adjourn and carried. ATTEST: Mayor pity Clerk.
