The claim of the Empire Electiic Co., (included in Warrant No. 10717) for making
a survey for the city account information requested by the State Dept. of Public -.Iorks,
in connection with lights, was discussed• b.,lotion was made by Skinnell, seconded by Haylett,
that the bill be allowed and carried without dissent on roll call.

of highways thru the city was discussed. The clause g{zestioned particularly was the one
providing that the city would protect the state and federal government against claims for
damages account changes of grades, and whether this clause would not apply on future
improvements which might be made by the state. Motion was finally made by O'Herin,
seconded by Skinnell, that the matter be referred back to the city attorney; motion carried.

AN ICE SKATING RINK was proposed by Ra.plph Herbison and Geo. Austin, Jr., who
appeared before the council representing the Young lvlen's dlub of Pasco. `T'heysta.ted
that the site they had in mind was on corner of Second and Lewis Streets and they
asked that the city contribute the necessary water to enable them to construct a
skating rink for use of the young people of the city, thereby keeping them array from
the river and possible accidents. They would see to levelling the ground and getting
it into shape. A motion wavy r^nde by ',Firth, seconders r7. O'Herin, that the matter be
referred to the dater Committee with pourer to act. A supplementary motion was
then offered by O'Herin, seconded by `,firth, that matter of lots be referred to the
Street Committee with power to act. Both motions were carried.
A communication asking the city to join a "League for the preservation of
Miinicipgl Credit" was referred to the Finance & Judieiary Committee.
A resolution was read recommending uniform plan for handling liquor in the
state, providing for the establishing of state liquor stores, that revenue from sale
of liquor be divided 60% to the city and 40% to the state; that handling and sale of
hard liquor with alcoholic content of above 14% by volume be divorced from sale
of beer and liquors with less content; that state place a tax of not to exceed 40 cents
per gallon on the liquor; that a State Board of Control of five members be appointed
to make necessary rules and regulations. Resolution was adopted as read upon
motion made by O'Herin, seconded by Mirth and carried.
ADJOURNMENT: Motion made by Partch, seconded by O'Herin a.nd carried, that
meeting adjourn.

R E S 0 L U T I O N
BE IT RESOLVED by the City of Pasco that:
WHEREAS the subject of liquor control is a matter of imme-
diate vital concern to all municipalities in the State of Washington, and
WHEREAS for the purpose of setting forth the views of the officials',
of this City upon general principles which should be recognized in any
laws that are enacted to deal with the subject, and
WHEREAS IT IS OUR opinion that the rules and regulations for the
control of liquor throughout the State of Washington should be as
nearly uniform as possible,
NOW, 'THEREFORE, be it resolved by the City officials of the
City of Pasco, Washington, that the following general principles are
hereby recommended for consideration as being appropriate and desireable
features of any form of legislation to be adopted upon the subject
of Liquor Cont rol.
(A) The handling and the sale of beer should be absolutely
divorced from the handling and sale of hard liquor and that the brewing
and sale of beer be left entirely in the hands of the counties and cities
as at present, without State interference.
(B) That wines of alcoholic content above 14% by volume be
classified as hard liquor.
(C) If any State tax be placed on hard liquor itbe not to exceed
40V per gallon.
(D) That there be established in incorporated Cities of the
State of 'llashington liquor, stores defined as " a place where liquor is
sold in original packages not to be consiuned on the premises.
(E) That the revenue derived from the sale of liquor in state
liquor stores shall be divided in such a way between the State and Cities
as will result in the Cities receiving not less than 60% of the net
profits accruing from such sales,
(F) That a State Board of Control shall be created consisting of
five members to be appointed by the State Finance Committee, such
appointments to be for one, two, three, four and five year terms.
(G) That all rules and regulations impoded by the State Board of
Control by virtue of authority of the legislature be uniform throughout
the State, that said Board shall be vested with with authority to fix the
price of liquor to the consumer and to establish rules and regulations
concerning the hours of opening and closing, liquor stores.
BE IT FURTHER RESOLVED: That a copy of this resolution be forwarded)
to Ray Washburn, Commissioner of Finance, Yakima, Washington.
