CITY COUNCIZ CHAICBEIR, April 7th, 1933.
In regard to the 1.0% penalty, the dater Committee was given an extension of 'two weeks
in which to submit their report and recommendations.
1ICENSE OF BEER HALLS: The police Committee reported that they had met the week before
with a committee from the city council of Kennewick and that ithad been decided that no
ordinance covering regulation of these places would be introduced for a month or two in
either town, in order to see what would develope in the future. A motion was made by Partch,
seconded by Skinnell, that the City Attorney be instructed to draft an ordinance repealing,
Ordinance No. 309 (Pasco's Bone Dry Taw) and mortifying certain features of Ordinance 394
regulating pool halls: carried.
A P__ZOPOSED CONTRACT to furnish gasoline to the city at 14.4 per gallon, was submitted to
the council, this contract to be in effect for one year, and being from the Union Oil Co. of
California; it was pointed out that the contract provided for a minimum of 5000 Gel. and
motion was made by Partch, seconded by ;girth, that contrtact be rejected: carried'.
NO REPORT 5AS submitted by Finance Com:.ittee relative to splitting treasurer's salary
between',Vater Department and Current :*xpense,
COMP10JNICATION FROM FIIEE CHIEF PANGLE poifated out a number of hazardous buildings and asked
that the city council have these buildings removed, repaired or condemned: upon motion made
by Burns, seconded by Partch, the matter was referred to the City Attorney for action.
BIDS ON BONDS: Only one bid was -received for the proposed issue of 1000. general obligation
bonds. the proceeds of which were to be used to back up the scrip issue. This bid was submitted
by the Bank of. Commerce, offering to take i_he bonds at par with 6% interest. I+,Iotion made by
Haylett, seconded by Anderson, that the bid of the Bank od Commerce be accepted and that the
Clerk and Treasurer be instructed to have bonds prepared: motion carried unanimol.sly.
PAU1 GI1LILUi WAS APPOINTED as dog catcher by the Mayor, to suceed L. B. Joslin; the under-
standing with the council was that the practice of allowing the dog catcher one half of what
he collected would be continued.
FILTERING PLANT: Communications in regard to filtering system and estimated cost in
connection with :his were read from the following engineering firms: Ba.ar �: Cunningham of
Portland estimated that it world cost approximately $45,000..for a:plaaht without pumps.
Shibley Co. of Seattle estimated the cost at somewhere between X18,000. and $30,000.
R. E. Koon of Stevens & Koon of Portland, was present and estimated that &, plant would cost
somewhere between x'20,000. and "30,000. He suggested that if the city desired to retain him
at a cost of $200.00 he would prepare actual cost fibures and estimates to cover a filtering
system: the council, however, decided to give the matter further study. I,Tr'. Koon stated that
in his opinion, there would not be much difficulty in selling bonds to theReconstruction
Finance Corporation.
CHLORI14ATOR CCIJ'i'RACT,: The Idorthern Pacific Railway Co. submitted a proposed contract to
cover the chlorinator loaned by them but it was pointed out thatthis proposed contract
contained a clause that would relieve the railroad company.f-fom maintaining its primping plant
in good condition so that in case of emergency it could be operated by the city. The council
objected to this clause, as the second chlorinator was installed for the sole purpose of
complying with Federal Regulations which provide that two chlorinators must be in a pumping
plant furnishing water for coaches in interstate travel. The matter was referred to the
;hater Committee to handle and advise the railway company as to objections of the city to
proposed form of contract.
ORDINANCE NO. 403, REPEALING BONE DRY ORDINANCE: Ordinance No. 403 being " An Ordinance
repealing Orctina.nee,Bo.309,entitled "An Ordinance relating to intoxicating liquors, prohibiting
the manufacture, possession, sale or disposition thereof and providing for searches and siezures
and destruction and forms of proceedure and rules of evidence and fixing penalties for
violation thereof" and prohibiting the manufacture, sale or possession of intoxicating liquor
of a.n'alcoholic content greater than 3.2 per cent by weight, providing penalties for the
violation hereof and repealing all ordinances and parts of ordinances in conflict herewith,��
wa.s read and motion was made by :atlett, seconded by Anderson, that the ordinance be declared
to have had its .first reading; carried without dissent.
