Regular session _ October 19th, 1932.
C011MUNICATIONS: Communication from U. S. Darley Co. relative•to payments on fire
siren was referred to the r.,C.ommittee to investigate and report.
Various communications•rega.rding proposed municipal electric plant were referred
to spec-'kal committee handling that mutter.
REPORTS OF OFFICERS: Report of clerk in typed form furnished to each councilman;
report of tre.isurer passed around; report of acting water manager read and ordered filed.
SPECIAL COMMITTEE handling proposed power plant, stated they had no report to make,
as yet.
CANCELIING NATURAL GAS FRARCHISES: Ordinance No. 399, declaring null and void franchises
granted to E. R. Combs and the Northwestern Natrual Gas Co., etc., for constrii.ction of a natural
or artificial gas distribution system was read for the third time. Motion was made Byx
Wirth, seconded by Partch, that Ordinance No. 399 be declared to have had its third reading
and that it be adopted as read; motion carried on roll call without dissent.
DRDINANCE CHANGING RATE OF FIRE HYDRANTS: Ordinance No. 400, which changed the
rate charged for fire hydrants from $3•.00 to 01.00 per month, was read for\the third time.
Motion made by O'Herin, seconded by Skinnell, that Ordinance No. 400 be dedlared to have
had its third reading and that it be adopted as read; roll call ordered and showed all
voting for the motion.
MUNICIPAL POWER PLANT: Following representatives of two sides appeared before
Mahe council: For the Utilities Co., Inc.: Messrs. Leon B. Jones, A C. Fries and E.K.Murray
(attorney from Tacoma). For the Pacific Power & Light Co.; Irving Rand, attorney from
Portland, B. T. Bailey and J. E. Yates.of Portland, R. H. Skill, manager, Pasco, and B. B.
Horrigan, local attorney. All of the above spoke on various phases of the proposal before
the council. Mr. Horrigan attacked the paragraph in the proposed contract providing for
rates to be maintained which would retire bonds and interest, claiming that its wording would
give bond and interest payments precedence over any other claims and suggested that a
clause be substituted which would require payment of bonds when Maturing and interest, out
of the net revenue of the plant.
City Attorney O'Brien asked h4r. Jones, if his company would have any objection to
the bonds being extended over a twenty year, instead of a. fourteen year period. Mr. Jones stated
that he could see no objection at this time - to such ari extension of the bond issue.
Councilman O'Herin wanted to know, if extending the bonds over 20 years instead of the xxx
proposed 14 years, would not result possibly in more than the suggested 5% reduction in
rates, to which Mr. Jones replied, that the reduction would probably be doubled.
Mr. Jones and their attorney, Mr. Murray, stated that the passage of the proposed
ordinance would not bind the council to go ahead with the .1Krayxx±±±XX enterprise, but would
simply put the proposition up to a vote of the electors; after the electors authorized the
bond issue, then the council could either go ahead with it, or if after investigation, it
was not deemed feasible, it could then be dropped.
Questions developed the fact, that the difference in figures of gross revenue of
the P. P. & L. Co., as shown by Mr. Jones as over 93,000., while the power company showed
approximately 985,000. was due to the fact that Mr. Jones had included power sold to the
Addison I.Iiller ice plant, which was located outside of the city limits, while the P. P. & L.
Co. did not include such figures. 'While the difference was approximately $8,000., repre-
sentatives of the power company stated that Addison hill.^.r last year had puregased 1,200,00
KWH at a cost of about , 12,000.
The operation of the disel electric plant at I+1cl,Iinnville, Oregon, was thrust into
the discussion and the committee later decided on a trip to 11cl.1-innville to secure first hand
information.
PARTCH ADDED TO COI1,1ITTEE: Motion was made by 'girth, seconded by O'Herin, that Council-
man Art Partch he added to the special committee investigating the power project; motion carried.
COMMITTEE NOW CONSISTS OF: Wirth, chairman, O'Herin, Haylett and.Partch.
FURTHER CONSIDERA`T'ION OF THE ORDINANCE IWAS POSTPONED UNTIL THE NEXT REGULAR MEETING OF
