Messrs. Bailey and Yates of Portland, representing the P. P. &BL. Co. addressed the council presenting sets of figures to show that a plant as proposed to the council would not pay, while A. C. Fries of the Utilities Co:, Inc., presented facts in support of their proposal. B. B. Horrigan spoka:&a acrai,-Otau proposal calling attention to work ,,hich the P. P. & L. Co. had done in supporting irrigation. districts adjacent to Pasco. i 387 REPORT OF *SPECIAL COMMITTEE, consisting of C. J. Viirth, J. F. O'Herin and A. M. Haylett, was read; in their report the committee asked for more time in which to study the power proposition and recommended that a aualified engineer be engaged for the purpose of checking figures presented. Motion made by 01herin, seconded by girth, that the report of committee be accepted; motion carried. AN ORDINANCE COVERING PROPOSED FOND ISSUE FOR POWER PLANT AND SUBMITTING It4ATTER to the electors of the city at a general city election to be held .11ec. 6th, 1932, was read'as a. part of the committee's report. This (rdina.nce provided for a -bond issue of 300,000: in utility revenue bonds, maturing fourteen years from date of issue, searially; to pay for either a diesel electric generating plant, oxx p�xxs�xrxparxx�xh�xk� or for the taking over of the facilities of the P. P. & L. Co. and purchase of pourer at wholesale for distribution in the city. The )rdinUnce further -provided for the two propositions to be submitted to the people at the election. Motion made by Ha.ylett, seconded by Anderson, that the ordinance be declared to have had its first reading; motion carried on roll ea.11,unanimously Motion made by Anderson, seconded by O'Herin, that the ordinance be given its second reading by title only;. motion carried without dissent on roll call and clerk read ordinance by title. Motion made by Haylett, seconded by Skinnell, that ordinance be declared to have had its second reading; motion prevGiled on roll call without any dissent vote.
