CONTRACT.71ITH P.T.& T.CO.; Communication read from City Attorney relative tom
contract asked for by the P. T. & T. Co., regarding switch of fire alarm system
installed on their premises, and recommendation was made that term of one year a.s
specified in contract be made to read five years. (See further action later in
meeting). Motion made by Wirth, seconded by Partch, that report of attorney be
accepted; carried. Motion made by Partch, seconded by Wirth, that mayor be authorized
to sign the agreement after changing last paxagra..ph to read"five"yea.r term instead of
a one year term; motion carried.
LIGHT ON TACOMA ST. BE`i' LEEN CO3.UT:,1BIA & .ii0 LIGHT AT 5th and Park St.
discussed and motion was made by O'Herin, seconded by Skinnell, that the matter be
referred to the Light Committee for investigation and report. H-aylett for Light Com-
mittee recomgjZi*d=ed, that a 75 watt light be installed on Tacoma St., between Lewis
and Columbia -Sts.; he also recommended that the light now at 5th and Iiixon be
transferred to 5th and Park St. Motion made by "i'Jirth, seconded by O'I?erin, that
report of committee be accepted with recommendation that changes be made; carried unanimously.
Chamber of Commerce, thru Mr. Sprague, had asked that the council atathorize
the installation of a. sign post for the Auto.Assn. of America. at the Southwest corner
of 4th & Lewis. Motion made by Ahderson, seconded by Skinnell, that the matter be
referred to the :.treet Committee with power to act; motion carried.
O'Herin brol,ght up matter of relief of citizens account line.mploymont, but no
action was taken.
P.T.&T.Co.Contra.ct: Manager. Shaffer of t .e telephone company being present
spoke against cha.7jging the term of contract previously acted on from.one to five years,

stating that the city would experience no difficulty in getting time extended from year to
year and that a long term contract would have to be filed at Olympia; entailing more expense.
Motion then made by Wirth, seconded by Skinnell, that the previous action of the council
be rescinded and that original contract for one year be signed by the mayor and clerk;
motion carried without dissent.
- . ELECTRIC LIGHT & POWER PLANT: ' Mr. A. C. Fries, representing the Utilities Co.
Inc., of Portland, Oregon, gave the council .facts regarding the survey he was making of the
city. He stated that due to" the f=.ict that" the orcanization' he represented had three
departments, en-ineering, legal and financial, they could arrange to accept the city's
utility bonds at one hundred cents on the dollar, if the city decided to put in their
own plant;' they would install a complete plant ready for op,ration, when a switch was
turned. He stated that they had received 70 communications from cities in regard to
municipal power plants duff ng the past three months and that they would be able to give
Pasco detailed figures covering the cost of a plant within ten days or two weeks. He
estimated off -hand, that the plant would coat 300,000. to ;350,000. and that gross
earnings of such a plant would be in the neighborhood of $75,000. per year. He stated
that right from the start, rates to conslimers could be reduced at least ten percent and
the plant would earlenough to retire bonds and permit of improvements. He anticipated
that bonds could easily be retired within ten years. After considerable discussion by
the council, motion was made by Rxxtxk ffirt:h, seconded by Partch, that the City Clerk
be instructed to write to the Utilities Co., Inc., 209 Oak St., Portland, Ore., asking
them to submit a proposition to the City of Pasco -covering the cor3t of an electric light
and power plant complete, this to be xt furnished without expense to the city. lotion
carried without dissent.

PRELII»IINARY BUDGET ADOPTED: Clerk read following resolution:
?, 'fWHEREAS, the City Council of the City of Pasco, ;Uashington, met in adjourned session
on Thursday, the 9th day of September, 1932, to consider the preliminary budget for the
City of Pasco for the year 1933, and 'having made such revisions as deemed advisable in
said budget as submitted by the City Clerk of said City of Pasco,
NOW THEREFORE, BE IT RESOLVED, that the preliminary budget so considered be and the same
is hereby ordered placed on file for the information of any taxpayer who may call at the
office of the City Clerk for information concernin¢ same, or for copies thereof, and
BE IT FURTHER RESOLVED, that the City Clerk of the City of Pasco, give due notice that
said preliminary budget is on file and that the City Council will meet on 1.onday, the 3rd
day of October, 1932, at the tour of eight o'clock P.I.I. at the City Hell, for the purpose
of fixing the final bddget :and making tax levies in accordance therewith; that the City
Clerk cause such notice to be published once each week for two consecutive weeks immediately
following the adoption of this resolution."
Motion made by Anderson, seconded by Ha.ylet.t, that the resolution covering the
budget be adopted az read; motion carried.
ADJOURNMENT: Motion made 'by O'Herin, seconded by Anderson, that the council
adjourn until 9 PM, Thursday, Sept. 15th, for the purpose of completing any business
that had not yet been completed, or which might come before it. Motion carried.
